JOINT MEETING WITH THE PLANNING COMMISSION
JUNE 9, 2008
The City Council of the City of Downey held a Joint Meeting with the Planning Commission at
6:05 p.m., June 9, 2008, in the Cormack Room of the Downey City Library, 11121 Brookshire
Avenue, Mayor David Gafin presiding.

1.STUDY SESSION/WORKSHOP: DISCUSSION AND REVIEW OF DRAFT ZONING CODE.
Staff presented the new draft zoning code to the City Council and Planning Commission.
During the presentation, staff reviewed the proposed changes to the special events permits, second
unit developments, signs and administrative procedures. Additionally, staff provided follow-up on
issues that been raised during the previous workshops, including political signs, methods of dealing
with the “canyon effect”, antigraffiti standards, and the flexible floor area ratio.
During the discussion, the Council IVbrnbers and Commissioners gave the following directionto staff
1. To move forward and write the section for the flexible floor area ratio
2. Report during the public hearing how many additional second units could be constructed with
the revised code.
