ADJOURNED REGULAR MEETING
MAYORAL TRANSITION CEREMONY
DECEMBER 6, 2005
The City Council of the City of Downey held an Adjourned Regular Meeting for the
purposes of Reorganization at 6:20 p.m., December6, 2005, in the Council Chamberof the
Downey City Hall, Mayor Anne M. Bayer, presiding.

Other City employees were present in the audience.
The Invocation was delivered by Pastor Norman Stoppenhagen, Messiah Lutheran
Church, Downey. The Flag Salute was led by Downey Boy Scout Troup # 441. The National
Anthem was sung by Kathy Bee.
Mayor Bayer welcomed everyone and recognized special guests, including former
Mayors and Council Members, the former City Clerk, dignitaries from other cities, State and
County Representatives, City Board and Commission Members. She introduced her mother
Anne Marie, noting it was her birthday, and everyone joined in singing happy birthday.
In her final address, Mayor Bayer stated that teamwork is what helped her throughout the
past year. She noted specifically the team of her co-workers at the Living Help Center who
made it possible for her to perform her Mayoral duties; the Community Services Department
along with Director Bonnie Kehoe who helped her accomplish her goal of providing after school
programs at the schools, noting se\eral new locations were opened this past year; and the team
of Fire Chief Sauter, the Fire Department and the CERT Program members who by working
together increased the amount of training and new members into the program. She also
thanked the developers, Public Works staff and the contractors for the work on Downey Landing,
noting that the retail portion is partially open and encouraged everyone to go shop and eat there;
and for Lakewood Boulevard while not completed )et, with everyone’s patience it will be within
the next few months and will be a major improvement.
Special presentations were made to outgoing Mayor Bayer by Eddie Tafoya Field
Deputy presenting Congresswoman Lucille Roybal-Allard; Luis Marquez, Senior Field
Representative for Senator Alan Lowenthal; Mike Holland Representative for Assemblyman
Hector De La Torre; Joe Matthews, Field Deputy for Supervisor Don Knabe; Diane Bubois,
Representative for the Gateway Cities Council of Governments; Dorothy King, City of Bellflower
Council Member; Bill DeWitt, City of South Gate Council IVbmber; Stan Hansted, Downey
Unified School District; Steve Hoffman, President, Downey Chamber of Commerce; Gary

DeRemer, Downey Rose Float Association; Elle Eck, President, Soroptimist International of
Downey; and City Clerk Kathleen Midstokke on behalf of the Cities of Cerritos and Norwalk and
Assemblyman Ron Calderon.
City Clerk Midstokke declared the Office of Mayor open and asked for nominations.
It was moved by Council Member Cartozian, seconded by Council Member Gafin to
nominate Council Member Meredith Perkins as Mayor of the City of Downey. There being no
further nominations, the City Clerk declared the nominations closed.
It was unanimously carried to elect Council Member Meredith Perkins as Mayor of the
City of Downey.
Mayor Perkins declared the Office of Mayor Pro Tem open and asked for nominations.
It was moved by Council Member Gafin, seconded by Council Member Cartozian to
nominate Council Member Rick Trejo as Mayor Pro Tem of the City of Downey. There being no
further nominations, Mayor Perkins declared the nominations closed
It was unanimously carried to elect Council Member Rick Trejo as Mayor Pro Tem of
the City of Downey.
Mayor Perkins presented Council Member Bayer with a Certificate of Election as Mayor,
a Gavel Plaque, and the traditional Mayor’s scrapbook commemorating activities during her term
as Mayor.
Mayor Perkins thanked the Council, Pastor Stoppenhagen, Kathy Bee and Boy Scout
Troop #441 for participating in the program. He noted that five (5) people have helped prepare
tonight’s program as well as his transition into the Mayor’s office and thanked Bonnie Kehoe,
Shirley Conte, Barbara Hruden, Sheila Pautsch and Jessica Flores for their help. He continued
by stating that the City needs to be proactive rather than reactive and explained that the four (4)
areas he is going to concentrate on this year are: yard consolidation, the combining of the four
(4) different Public Works yards into one efficient yard ; water, starting the process of being able
to treat our water in the future; records, the City’s permanent records being converted to disc
and locating offsite storage perhaps out of state; and the Mbyor’s Eagle Award, to recognize
staff that have gone back to school to further their education and improve their skills. He
concluded by asking the Council for their support and dedication in planting the seeds and
making sure they grow in the future.
Council Member Gafin introduced his wife Brenda, his son Brent and daughter-in-law
Samantha in the audience.
Council Member Cartozian thanked Council Member Bayer for doing and outstanding job
as Mayor and commended Mayor Perkins on his election to Mbyor. He recognized his brother
Craig, father Fred, mother Arlene, gidfriend Jill, and friends Joe, Omar and Steve in the
audience
Council Member Bayer introduced her daughter Mandy, son-in-law Greg, Uncle Art, Aunt
Jo Jo, Fay Campbell and Gladys Miller in the audience.
Mayor Perkins thanked Council Member Bayer for her service as Mayor the previous
year. He recognized his son Jeff; School Board Members Willie Gutierrez and Tod Comin; his
Commissioners Paul Yokota, Ed Brownlie and Deacon Mario Guerra; Allen Korneff and others

from Downey Regional Medical Center; Johnny and Tina from Optimist, former co-workers and
Carol a former classmate in the audience.
NON-AGENDA PUBLIC COMMENT: No one came fOIward to speak.
ADJOURNMENT: 7:29 p.m.
The meeting was adjourned to 6:30 p.m., December 13, 2005, in the Council Chamber
of Downey City Hall.
