MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
REORGANIZATION
DECEMBER 7, 2004
The City Council of the City of Downey held an Adjourned Regular Meeting for the
purposes of Reorganization at 6:15 p.m., December 7, 2004, in the Council Chamber of the
Downey City Hall, Mayor Kirk O. Cartozian, presiding.

Other City employees were present in the audience.
The Invocation was delivered by Pastor David Sarinana, Action Faith Ministries of
Downey. The Flag Salute was led by Downey Police Explorers.
Mayor Cartozian welcomed everyone and recognized special guests, including former
Mayors and Council Members, the former City Clerk, dignitaries from other cities, State and
County Representatives, City Board and Commission Members.
In his final address, Mayor Cartozian stated that it had been a pleasure and great learning
experience for him to serve as Mayor this past year. He explained that there are three roles the
Mayor plays: attending ribbon cuttings and ceremonial duties; assisting citizens who come to you
with concerns or ask for help; and the policy side where you work as a member of the team with
City staff and other Council Members for the betterment of the City. He noted the
accomplishments for the City in the past year such as the Rio Hondo Clubhouse re-opening,
Kaiser Hospital groundbreaking, Downey Landing groundbreaking, street improvements, etc. He
then presented roses to City Council Secretary Shirley Conte, his mother Arlene Cartozian and
Katrin McCarthy.
Mayor Pro Tempore McCarthy thanked everyone for attending and stated that it has been
an extreme honor to serve the community for the past eight years. He thanked the staff for the
support and assistance they provided to him over the past eight years and specifically City
Council Secretary Shirley Conte. Noting that he has had the opportunity to work with many
former Council Members, he then offered his congratulations and support to the incoming
Council. He introduced his Commissioners, his wife Katrin and his sons Jacob, Patrick, James
and Ryan.

Mayor Cartozian recognized his father Fred, cousins Harold & Marie, brother Craig and
his girlfriend Jenny and friends Omar, Joseph and Steve in the audience.
Special presentations were made to outgoing Mayor Cartozian by Eddie Tafoya, Field
Deputy representing Congresswoman Lucille Roybal-Allard; Lydia Udbe, District Director for
Assemblyman Ron Calderon; Joe Mathews, Representative for Supervisor Don Knabe; Mike
Holland, Representative for Assemblyman Hector De La Torre; John Crawley, Cerritos Mayor
Pro Tem; Jeralyn King-Brown, Assistant Superintendent, Downey Unified School District; Jerry
Brady, President, Downey Chamber of Commerce; Gary DeRemer, President, Downey Rose
Float Association; Judge London Steverson, President, Downey Sister Cities Association; Lois
Buchanon, President, 2nd Century Foundation; Dorothy King, City ofBellflower Mayor; and City
Clerk Kathleen Midstokke on behalf of the Cities of Lakewood and Norwalk.
Special presentations were made to outgoing Mayor Pro Tempore McCarthy by

RESOLUTION NO. 6815
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION, CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION
HELD ON NOVEMBER 2, 2004, DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY LAW.
The Resolution was read by title only. It was moved by Mayor Pro Tempore McCarthy,
seconded by Council Member Perkins and unanimously carried to waive further reading and
adopt.
City Clerk Midstokke administered the Oath of Office and presented certificates to newly
elected Council Members: David R. Gafin, District One; Rick Trejo, District Three; and Kirk O.
Cartozian, District Five.
Mayor Pro Tempore McCarthy left the dais and Council Member Gafin took a seat on the
dais
City Clerk Midstokke declared the Office of Mayor open and asked for nominations.
It was moved by Council Member Perkins to nominate Council Member Anne M. Bayer
as Mayor of the City of Downey. There being no further nominations, the City Clerk declared
the nominations closed.

It was unanimously carried to elect Council Member Anne M. Bayer as Mayor of the
City of Downey.
Mayor Bayer declared the Office of Mayor Pro Tem open and asked for nominations.
It was moved by Council Member Cartozian to nominate Council Member Perkins as
Mayor Pro Tem of the City of Downey. There being no further nominations, Mayor Bayer
declared the nominations closed.
It was unanimously carried to elect Council Member Meredith Perkins as Mayor Pro
Tem of the City of Downey.
Mayor Bayer presented Council Member Cartozian with a Certificate of Election as
Mayor, a Gavel Plaque, and the traditional Mayor’s scrapbook commemorating activities during
his term as Mayor.
Mayor Bayer welcomed everyone and thanked the Council for giving her the opportunity
to be Mayor. She stated that there are three areas she will focus on in the next year: After School
Care programs, Emergency Preparedness and Homeland Security. Noting the importance of
providing programs for kids to be able to go to, she announced the opening of two new after
school sites in January and possibly two more by September. She feels it is important to ensure
that the Police and Fire Departments have up to date equipment and training such as quarterly
drills, to prepare them to handle Emergency and Homeland Security issues.
Council Member Gafin stated he is looking forward to serving on the Council and intends
to work on bringing the budget back into balance and stimulate improvements along Imperial
Highway being that it is a major thoroughfare through the City. He concluded by tharOcing
everyone for attending.
Council Member Trejo congratulated the newly elected Council Members and thanked
his family and staff for supporting him. He complimented former Council Member McCarthy on
his leadership skills and dedication he has given to the City.
Council Member Cartozian mentioned he was envious of Council Member Trejo’s un-
opposed re-election and noted his appreciation to former Council Member McCarthy for his
support and guidance over the last four years.
Council Member Perkins stated he was looking forward to the coming year and
welcomed the newly elected Council Members. He thanked Council Member Canozian for his
service as Mayor, welcomed back Council Member Trejo and noted that former Council Member
McCarthy had served the City well and did a lot behind the scenes. He recognized his son Jeff in
the audience.
Council Member Gafin introduced his wife Brenda, daughter-in-law Samantha and
friends in the audience.

Mayor Bayer recognized her mother Anna Marie, daughter Amanda, sister Peggy, nieces
Haley and Lacey, brother George, Godparents Tom and Rita, cousins Art and JoJo, daughters
Godparents, friends Jenny, Eileen and Lea, Soroptimist members, the staff from the Living Help
Center and her Commissioners in the audience.
ORATI COMMUNICATIONS
Katdn McCarthy thanked everyone for being nice to her family and stated that the hard
part about being in politics is that you aren’t always on the same side but is important to remain
on good terms despite the differences. She thanked newly appointed Mayor Bayer and friends
who had given support in the last eight years.
Lennie Whittington mentioned that Downey is a nice City with nice people and thanked
everyone who attended the Holiday Lane Parade in the rain on Sunday. He congratulated the
Council and wished everyone a Merry Christmas.
ADJOURNMENT: 7:38 p.m.
The meeting was adjourned to 6:30 p.m., December 14, 2004, in the Council Chamber
of Downey City Hall.
