ADJOURNED REGULAR MEETING
MAYORAL TRANSITION CEREMONY
DECEMBER 2, 2003
The City Council of the City of Downey held an Adjourned Regular Meeting at 6:08
p.m., December 2, 2003, in the Council Chamber of the Downey City Hall, Mayor Rick Trej o,
presiding.

The Invocation was delivered by Reverend Joseph Matossian, Immanuel Armenian
Congretional Church. The Flag Salute was led by Downey High School Associated Student
Body
Mayor Trejo welcomed everyone and recognized special guests, including former
Mayors and Council Members, a Downey Superior Court Judge, the former City Clerk,
dignitaries from other cities, State and County Representatives, City Boards and Commission
Members and representatives from local organizations.
Special presentations were made to outgoing Mayor Trejo by Eddie Tafoya, Field
Deputy representing Congresswoman Lucille Roybal-Allard; Irene Muro, Field Deputy
representing Assemblyman Marco Firebaugh; Lydia Uribe, District Director for Assemblyman
Ron Calderon; Betty Ferraro, Board Member and Dr. Wendy Doty, Superintendent, Downey
Unified School District; Gerard Reyes, District Representative for Senator Betty Kamette; Maria
Larkin, President - Downey Chamber of Commerce; Gary DeRemer, President - Downey Rose
Float Association; Judge London Steverson, President – Downey Sister Cities Association; Scott
Larsen, Mayor City ofBellflower; and Assistant to the City Manager James Makshanoff on
behalf of the Cities ofCerritos, Lakewood and Whittier.
In his final address, Mayor Trejo thanked the elected officials and special guests for the
presentations given, the City Council, City Manager, staff and everyone in attendance for their
support throughout the entire year. He said it was an honor to have represented the City as
Mayor in 2003. He expressed his thanks to three very strong women in his life: his wife, his
mother-in-law and his mother who give him a tremendous amount of support. Major Trejo

pointed out that in the past year we took control of the Boeing property and today closed escrow
with Kaiser Permanente. He pointed out that this is a five hundred million dollar project that will
change the City in many positive ways. He said that he also had the pleasure of working on the
movie studio deal that will put Downey back on the map; the Rio Hondo Clubhouse
subcommittee with Council Member Perkins, which will be completed in August of 2004; and
the Columbia Memorial Space Science Learning Center and park, that he worked on with Bonnie
Kehoe, Director of Community Services. He expressed that this project is important because of
family ties, mentioning that his father, brother and the City Manager’s father were all employees
at the former NASA facility. Mayor Trejo then introduced his wife Karen, children Katherine
Mary. Gary and James and other family members in attendance
Mayor Trejo turned the Chair over to the Chief Deputy City Clerk for the Election of a new
Mayor.
Chief Deputy City Clerk Doyle declared the Office of Mayor open and asked for
nornrnatlons.
It was moved by Council Member Trejo and seconded by Council Member Perkins to
nominate Mayor Pro Tempore Kirk O. Cartozian as Mayor of the City of Downey. There being
no further nominations, the Chief Deputy City Clerk declared the nominations closed.
It was unanimously carried to elect Council Member Kirk O. Cartozian as Mayor of the
City of Downey.
Mayor Cartozian declared the Office of Mayor Pro Tempore open and asked for
nomInatIons.
It was moved by Mayor Cartozian and seconded by Council Member Bayer to nominate
Council Member Keith McCarthy as Mayor Pro Tempore of the City of Downey. There being no
further nominations, Mayor Cartozian declared the nominations closed.
It was unanimously carried to elect Council Member Keith McCarthy as Mayor Pro
Tempore of the City of Downey.
Mayor Cartozian presented Council Member Trejo with a Certificate of Election as Mayor, a
Gavel Plaque, and the traditional Mayor’s scrapbook commemorating activities during his term
as Mayor.
Mayor Cartozian presented a power point presentation highlighting his goals for the
coming year, “Downey on the Move“ which are Economic Development, Government
Enhancements and Community Enhancements. He briefly noted key elements to each phase with
the focus on the new Kaiser Hospital and movie studio facilities, stating that Downey will be
home to the largest film studio in Los Angeles County. The retail components were also briefly
discussed. Mayor Cartozian said he will be continuing on with the Mayor Awards Program with
the focus on education. He then presented bouquets of roses to: Shirley Conte, City Council
Secretary, his Aunt Marian Perumean, his grandmother, his mother Arlene and his girlfriend
Linda. He introduced his father Fred, brother Craig and other family members, friends from

youth, former colleagues from Downey High School, former students, college friends,
Commission, Committee and Board Members for Downey. Mayor Cartozian also recognized
Judge Perkins in the audience.
Council Member Bayer introduced her mother in the audience, thanked staff for all their
hard work and Council Member Trej o for his great service as Mayor the past year and welcomed
Mayor Cartozian to the position.
Mayor Pro Tempore McCarthy introduced his wife Katrin and three sons, Patrick, James
and Ryan. He then recognized District One Commissioners Tom Lucas, Dave Gafin and wife
Brenda and Frank Gasdia. He expressed his thanks to Council Member Trejo for his excellent
leadership as Mayor this past year, stating that it was great to work with him and welcomed new
Mayor Cartozian.
Council Member Perkins introduced his friend Irene and his oldest son Jeff He also
noted that District Two Commissioners Ed Brownlie and his wife Many, Bobby Samperi and
Robert Rubio were in the audience. He reminisced about working with Council Member Trejo
and mentioned what a selfless man he is. Council Member Perkins also congratulated Council
Member Trejo on his basketball team winning the league and welcomed Mayor Cartozian to the
posrtron.
Council Member Trejo thanked the Council Members for their kind words and welcomed
Mayor Cartozian to the position.
