HomeMy WebLinkAboutResolution No. 08-7077 - Establish pay & benefits part-time Police CadetRESOLUTION NO. 08-7077 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ESTABLISHING THE PAY AND BENEFITS FOR THE PART-TIME POSITION OF POLICE CADET. WHEREAS, the City has approved a new budget for the 2008-09 fiscal; and WHEREAS, the City recognizes that in addition to regular recruitment efforts to attract and employ Police Officer candidates, that a program with emphasis on capturing law enforcement career interest earlier at the High School Senior year or within the first few years of college, could provide a training focus on law enforcement work in the Downey community that would benefit the hiring and training of future Downey Police Officers; WHEREAS, the City wishes to implement a Police Cadet Program with the part-time position of Police Cadet to assist with recruitment efforts to fill Police Officer vacancies; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The attached Administrative Regulation No. 439 provides the administrative guidelines for the Police Cadet Program which includes the job specification for the part-time position of Police Cadet. SECTION 2. Effective August 26, 2008, the pay for Police Cadet (Part-Time) is set asfollows : Classification Title Police Cadet Pay Grade 05-370 Pay Ranqe $11.72 – $14.52 SECTION 3. In addition to other employee benefits as required by law such as insurance coverage for unemployment and workers' compensation and enrollment in an alternative retirement system, the following benefit shall apply to Police Cadet: Eligibility for tuition reimbursement at the rate of tuition charged at California State University – Los Angeles (for the Quarter system) and California State University – Long Beach (for the Semester system) and administered in accordance with City of Downey Administrative Regulation 403. To establish employment guidelines for the part-time position of Police Cadets for the Police Cadet Program. AUTHORITY. Section 604 (h) of the City Charter and City of Downey Resolution No. 08- APPLICATION. This regulation applies to the employment of part-time Police Cadets for the City of Downey Police Cadet Program. QUALIFICATIONS 4.1 Individuals between the ages of 17 % and 21 who are enrolled in High School OR in an accredited Southern California College or University with a minimum of 12 units per semester/quarter or 18 units per school year (9 units if an incumbent possesses seventy (70) units or an Associates degree) and must maintain a minimum grade point average of 2.0 4.2 4.3 Hiring preference will be given to individuals who reside in the City of Downey. Exclusion: The immediate family members (current or past) of employees, elected, and appointed officials of the City of Downey are not eligible to participate in the Police Cadet Program. The term “immediate family” includes spouses, siblings, parents, children, grandparents, and grandchildren, whether as “in-laws,” or by current or past marriage(s), remarriage(s), adoption, co-habitation or other family extension, and any other persons residing at the same household whether or not related. 4.4 The job specification for the part-time position of Police Cadet is attached . 5 POLICY Proqram Objectives L CITY OF DOWNEY. CALIFORNIA Administration Regulation No. 439 Page Two 5.1 The Police Cadet Program provides an employment opportunity for on- the-job training in an internship capacity geared towards police academy training and successful completion for placement in the sworn position of Police Officer with the City of Downey. Program eligibility requires current enrollment in an accredited college or university in pursuit of an advance degree in Criminal Justice or related field. 5.2 Program eligibility requires a Police Cadet to consistently demonstrate: initiative and desire in a law enforcement career; acceptable performance; acceptable academic standing; the strong desire to qualify for Police Academy training by age 21 with the goal of completing academy training with acceptable results. An exception to age 21 may be made for an individua\ who is pursuing an advanced related degree. Employment and Benefits for the Position of Police Cadet 5.3 Appointment and employment is on a part-time basis for an average of twenty (20) to thirty (30) hours of work per week. 5.4 Part-time employees shall serve under temporary appointments only. There are no rights to employment. 5.5 Eligibility for tuition reimbursement at the rate of tuition charged at California State University – Los Angeles (for the Quarter system) and California State University – Long Beach (for the Semester system) and in accordance with City of Downey Administrative Regulation No. 403. Note: The tuition reimbursement benefit is subject to contract provisions between the City and the employee as a participant in the Police Cadet Program. 5.6 Eligibility for enrollment in the California Public Employees’ Retirement System (CaIPERS) if work hours exceed 999 hours in a CaIPERS fiscal year from July 1 through June 30. /s/ Gerald M. CATON, City Manager Auqust 28, 2008 Date Attachment: Police Cadet Job Specification Administration Regulation No. 439 Page Three CITY OF DOWNEY CLASS SPECIFICATION Date Adopted: August 26, 2008 Employment Status: Part-Time Unit Representation: Not Applicable FLSA Status: Non-Exempt Police Cadet JOB SUMMARY Work performed is at entry level or internship basis with the goal of obtaining adequate work experience and knowledge of Downey police operations and law enforcement work while attending college in pursuit of a degree in Criminal Justice or related field in order to qualify and complete Police Academy training for appointment and placement in the sworn position of Police Officer with the City of Downey. ESSENTIAL DUTIES The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. Desk duties: • Prepare, process, index, and file documents required for prosecution and court appearances. • Perform public contact with visitors at the police desk in person or by telephone. • Take information and prepare accurate and articulate police reports. • Operate a personal computer and other office equipment. • Maintain and prepare records and files. ( Field duties: • Respond to field locations, identifies, collects, and preserves physical evidence. • Perform traffic control at traffic accident scenes; • Assist sworn officers by searching detainees/prisoners as required. • Assist in dispatching emergency services as needed. • Assist Detectives with decoy operations. • Perform duties related to the pick-up and delivery of items and vehicles. • Facilitate and conduct station tours • Perform other related duties as required. Administration Regulation No. 439 Page Four Knowledge of: Principles and practices of effective communication, both oral and written; correct English usage, including spelling, grammar and punctuation; principles and practices of effective public relations and customer service; and, elements of effective time management and organizational skills. Ability to: Maintain eligibility in the Police Cadet Program with sincere interest and motivation in becoming a City of Downey Police Officer after successful completion of Police Academy Training; meet ongoing performance testing with acceptable results; exercise sound independent judgment within general policy guidelines; maintain the mental aptitude to accept and follow instructions and learn in a dynamic work environment; evaluate job-related situations and determine appropriate action to be taken; anticipate situations and problems and initiate effective strategies; understand and follow oral and written instructions; communicate with a variety of people in various situations, using diplomacy, persuasion, patience, courtesy, tact, self-restraint, common sense, judgment and strategy when dealing with sensitive, complex and/or confidential issues and situations; read and interpret complex documents; collect, organize and analyze a variety of information and apply results to police activities; maintain confidentiality of documents and records; establish and maintain cooperative working relationships with those contacted in the course of work; and maintain physical conditioning and abilities appropriate to the performance of assigned duties and responsibilities. DESIRED QUALIFICATIONS & PROGRAM REQUIREMENTS Age: Between the age of 1 7 % and 21 at time of application. Experience: Any work experience that demonstrates knowledge and abilities for this position is helpful, but not required. Education: Current High School Senior in good standing with a minimum grade point average of 2.0 OR High School graduate or equivalent AND current enrollment at a Sophomore level or below in an accredited college or university in Southern California pursuing an Associate or Bachelor's degree in Criminal Justice or a related field. Note: A college standing greater than Sophomore level may be considered. Note: A condition of employment for the position of Police Cadet requires an incumbent to maintain college or university enrollment at a minimum of 12 units per semester/quarter or 18 units per school year (9 units if at least seventy (70) units have been completed or the incumbent possesses an Associate's Degree) AND maintain a minimum grade point average of 2.0. Other Requirements: Enrollment in a college or university within a thirty (30) mile radius from residence and the City of Downey is preferred. A valid California Class C Driver’s License and an acceptable driving record and the ability to maintain an acceptable driving record during the course of employment is required. Administration Regulation No. 439 Page Five (PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS The duties and responsibilities of this position are performed indoors and outdoors. Incumbents must maintain physical condition (weight in proportion to height) necessary for various training assignments that will involve any combination of the following activities: running, climbing, jumping, standing, walking, squatting, and sitting for short durations or prolonged periods of time; strength to lift objects 50 pounds or more requiring use and exertion of upper and lower extremities; possess finger and hand dexterity to write and operate a personal computer and other office equipment or handle objects of various sizes and shapes; normal hearing ability at short and long distances; ability to see (vision at 20/100 corrected to 20/30 and ability to distinguish colors); and, exposure to potentially hostile situations including combative environments that may involve exposure to body fluids, waste, and infectious materials. Note: The positions of Police Cadet and Police Officer are prohibited from the use of tobacco products either on or off the job. (
