A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING
THE SUBMITTAL OF FUNDING APPLICATION FOR THE “PARAMOUNT
BOULEVARD TRAFFIC SIGNAL UPGRADES AND FIBEROPTIC
COMMUNICATIONS PROJECT“ UNDER THE PROPOSITION IB LOCAL TRAFFIC
LIGHT SYNCHRONIZATION PROGRAM (TLSP).
WHEREAS, the Highway Safety, Traffic Reduction, Air Quality and Port Security Bond
Act of 2006 (Proposition 1 B) was approved by the people of the state of California in 2006; and
WHEREAS, Proposition IB provides $19.925 billion in bond funds for a variety of
transportation priorities, including $250 million for cities and counties to fund traffic light
synchronization projects and other technology-based improvements to improve safety,
operations and the effective capacity of local streets and roads; and
WHEREAS, Senate Bill 88 directed that $150 million of the $250 million in TLSP funds
be allocated to the City of Los Angeles for implementing traffic signal synchronization projects
within its jurisdiction, leaving a remainder of $100 million to be allocated to other agencies by
Caltrans statewide on a competitive basis; and
WHEREAS, priority will be given to projects that result in an effective and sustainable
integrated local or regional transportation system which is coordinated with other transportation
facilities through a corridor system management plan or equivalent; and
[WHEREAS, Caltrans will evaluate project applications on the basis of regional mobility
and safety benefits, especially in highly congested corridors; and
WHEREAS, the City of Downey desires to install fiberoptic communications and upgrade
15 traffic signals along Paramount Boulevard to enable the remote monitoring and surveillance
of the operation of the signalized intersections along this corridor from the City’s Traffic
Management Center in the interest of enhancing the flow of traffic as well as safety in a cost-
effective manner; and
WHEREAS, each agency is required to submit a separate application to Caltrans for
each project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. To approve the submittal of funding application for the “Paramount
Boulevard Traffic Signal Upgrades and Fiberoptic Communications Project” under the TLSP.
SECTION 2.That the City Clerk shall certify to the adoption of this Resolution.
