HomeMy WebLinkAboutResolution No. 07-6978 - Establish Specs. & Salary for Program Supervisor and Program CoordinatorRESOLUTION NO. 07-6978 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING CLASS SPECIFICATIONS AND ESTABLISHING SALARY RANGES FOR PROGRAM SUPERVISOR AND PROGRAM COORDINATOR. WHEREAS, the City Manager has requested the addition of the positions of Program Supervisor, Program Coordinator and Secretary. WHEREAS, the City will reclassify the position of Recreation Supervisor to Program Supervisor WHEREAS, the City will be recruiting for the position of Program Coordinator. NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The class specifications of Program Supervisor and Program Coordinator, attached hereto, and by this reference, are hereby adopted. SECTION 2. The following classifications shall be included in the Miscellaneous Unit and the salary ranges, effective March 27, 2007, are established as follows: Classification Title Program Supervisor Program Coordinator Pay Grade 01 -269 01-173 Salary Ranqe $4,715 - $5,841 $2,829 - $3,505 SECTION 3. The City Clerk shall certify to the adoption of this Resolution. FLSA Status: Non-Exempt PROGRAM SUPERVISOR JOB SUMMARY This supervisory level position reports to the Social Services Manager and provides supervision and technical assistance in the administration of after school programs. ESSENTIAL DUTIES Provides leadership in planning, scheduling, reviewing, developing, implementing and evaluating the overall after school program; assists the Social Services Manager in long range planning relating to elements involved in the operation of the after school programs; works with school principals to support the individual school programs; monitors compliance in the implementation of the Proposition 49 and ASES funding requirements; manages the annual budget for programs involved with after school funding; work with the City, School District and State Department of Education to ensure compliance and program requirements; oversees the supervision of the induction and orientation of new staff; supervises evaluation of the program; introduces after school instructional programs consistent with established goals, objectives and polices of the city and school district; researches best practices in the field of After School Programs; prepares accurate and well-written reports; manages the acquisition of instructional materials to support after school curriculum programs; supervises and evaluates the performance of subordinate personnel; interprets the instructional program to parents and community groups as needed; responsible for student assessment, data analysis, coordination and implementation. The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. The City, at its discretion, may add, modify, change or rescind work assignments as needed. QUALFICATIONS Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes: Knowledge of: Child and youth development models, theories, and practice and curriculum development; principles and practices of developmentally appropriate academic, enrichment and recreational programs; budget preparation and control; principals and practices of basic supervision; correct English usage and grammar; advance research, statistical and recordkeeping techniques and procedures; current computer technology, modern office practices, methods and equipment; and, budget analysis and administration. RESOLUTION NO. 07-6978 PAGE FOUR Ability to: Learn and interpret specific rules, laws and polices and apply them in a variety of procedural situations; learn the standards of curriculum and principles of early childhood education and instructional strategies; make accurate mathematic and statistical calculations; communicate effectively both verbally and in writing; perform effective decision making that includes accurate situation analysis and ability to adopt an effective course of action; establish and maintain effective and cooperative working relations with those contacted in the performance of duties; lead, direct, train and evaluate assigned staff; perform work using a personal computer with proficiency in Microsoft Office program, most importantly utilizing Word and Excel; work confidentially with discretion; evaluate and develop improvements in Division operation, procedures, polices or work methods; follow City work rules and Department policies and procedures; and, meet schedules and established deadlines. Education: A Bachelor’s degree from an accredited college or university in recreation administration, education or a closely related field. Experience: Three (3) full-time years experience in after school, education or youth development preferred including at least two (2) years in a supervisory capacity managing and/or performing related technical, administrative, operational, and project supervisory responsibilities. License or Certification: Due to the performance of field duties that may require operation of a City vehicle, a valid California driver’s License may be required. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS – Work is performed in an office environment with moderate noise levels; duties require the ability to speak, hear, touch and see Also required is the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area to another; occasionally bending, stooping, kneeling, reaching, pushing and pulling (drawers opened and closed to retrieve and file information); occasionally lifting and carrying materials that weigh less than 20 pounds. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter, or calculator; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as typing on a keyboard, filing, data entry and/or use of a personal computer or other office equipment and supplies; may involve sitting or standing for prolonged periods of time. FLSA Status: Non-Exempt PROGRAM COORDINATOR JOB SUMMARY This is a lead position that reports to the Program Supervisor. An incumbent in this classification is expected to perform a full range of responsible duties and responsibilities under general supervision. ESSENTIAL DUTIES Provides oversight in planning, scheduling, implementing and evaluating the overall after school program; assists the Program Supervisor in implementation of goals and objectives involved in the operation of the after school programs; keeps school principals informed about the individual school programs; monitors annual budget for programs involved with after school funding; supervises the induction and orientation of new staff; prepares accurate and well- written reports; coordinates the acquisition of instructional materials to support after school curriculum programs; may train, supervise, and evaluate the performance of subordinate personnel; and, interprets the instructional program to parents and community groups as needed i The preceding duties have been provided as examples of the essential types of work performed by positions within this job classification. Experience: Equivalent to two full-time years related experIence as a Recreation Coordinator within a municipal/community services operation or responsible work experience in after school, education, or recreation programs involving youth. License or Certification: Due to the performance of field duties that may require operation of a City vehicle, a valid California driver’s License may be required.
