I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING A CLASS SPECIFICATION AND ESTABLISHING A SALARY RANGE
FOR ASSISTANT PLANNER II AND ESTABLISHING NEW SALARY RANGES FOR
BUILDING OFFICIAL, HOUSING MANAGER AND HOUSING PLANNER.
WHEREAS, the City Council has adopted the 2006-2007 City Budget; and
WHEREAS, that budget included proposals to upgrade certain classifications and create
new positions with new classifications; and
WHEREAS, the City wishes to implement those proposed changes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The class specification for Assistant Planner II, attached hereto, and by
this reference, is hereby adopted.
SECTION 2. The Classification of Assistant Planner II shall be included in the
Miscellaneous Unit and the salary ranges, effective July 17, 2006, are established as follows:

ASSISTANT PLANNER II
DEFINITION
Performs professional work in the field of current and advanced planning and
environmental analyses.
DISTINGUISHING CHARACTERISTICS
Positions in this class are distinguished from the Assistant Planner positions by having the
knowledge, abilities and experience to perform more difficult and complex professional
planning work including special projects assigned by the Director of Development
Services or City Planner. Responsibilities include the preparation of specific reports and
plans requiring a more thorough analysis with the opportunity for more independent
judgment in planning work details and in making technical determinations.
TYPICAL DUTIES
Research, analyze and interpret social, economic, population and land use data and
trends; prepare written reports on various planning matters and elements of the General
Plan
Review commercial, industrial and various residential development plans with developers
to discuss proposed architectural design, efficient land utilization, parking, etc.
Review building plans, parcel maps and subdivisions for compliance to applicable
regulations, prepare public notices, graphics, analyses, reports of recommendations; and
prepare appropriate environmental documents.
Prepare staff reports, environmental documents, graphics, resolutions and ordinances for
conditional use permits, zone variances, zone changes, zoning codes and general plan
amendments, and make presentations to the Planning Commission and advisory boards
as directed.
Receive and answer public inquiries regarding zoning, legal descriptions and violations of
zoning regulations, and other related matters, either on the telephone or at the public
counter
Confer with and advises architects, builders, attorneys, contractors, engineers and the
general public regarding City development policies and standards.
Carry out planning studies related to land use, population, employment data, public
facilities, etc.
Collect and analyze data and prepare reports, including preparation of graphic
presentations .
Perform other related duties as assigned.

DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical way to obtain the
skills, knowledge and abilities would be:
Experience:Two years of increasingly responsible professional experience in
planning. A Master's degree in planning may be substituted for one
year of experience.
Education Equivalent to a Bachelor's degree from an accredited 4-year college or
university with major course work in urban planning or a related field.
Knowledqe of:Principles and practices of urban planning; land use principles; laws
underlying general plans, zoning and land divisions; current literature,
information sources and research techniques in the field of urban
planning; applicable environmental laws and regulations.
Ability to:Research work; plan review; use tools associated with planning; work
with minimum supervision; express ideas clearly and concisely and
give reliable advice on planning problems; establish and maintain
effective working relationships with all employees.
License Required: Valid California driver's license.
SUPERVISION RECEIVED
Direction is provided by the Director of Development Services or City Planner. Technical
or functional supervision may be provided by a Principal Planner or Associate Planner.
SUPERVISION EXERCISED
May provide technical supervision to Assistant Planners, paraprofessional Planners
and/or Clerical Staff
