HomeMy WebLinkAboutResolution No. 05-6839 - Direct Planning Comm. to consider amending Downey Landing Specific PlanRESOLUTION NO. 05-6839 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DIRECTING THE PLANNING COMMMISSION TO INITIATE A REVIEW THAT WILL CONSIDER AMENDING THE DOWNEY LANDING SPECIFIC PLAN NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY HEREBY RESOLVES AS FOLLOWS : SECTION 1. The City Council of the City of Downey hereby finds, determines and declares that: A.The City Council on March 26, 2002 adopted the Downey Landing Specific Plan (Ordinance No. 1123). The Downey Landing Specific Plan (hereafter referred to as the Specific Plan) is a customized zoning ordinance designed to guide the conversion of the former 160-acre NASA Industrial Plant into a multiple-use development consisting of a 410,000 square foot retail center, a one (1) million square foot medical center complex and a 64-acre facility devoted to the filming of motion picture and television programs. The specific plan area is located in the southeastern part of the community and streets bounding the area, include Stewart & Gray Road and Bellflower Boulevard on the north and east, respectively, Lakewood Boulevard and Clark Avenue on the west and Imperial Highway on the south. B.Development projects that comprise the Specific Plan’s Land Use Chapter are in the process of being implemented. Specifically, the planned retail center is under construction and it’s slated to be completed in the fall of 2005. The first component of the Kaiser Permanente medical center complex, Medical Office Building 1, is also under construction and it’s scheduled completion date is November, 2005 . Additionally, film and television production is underway at Downey Studios. Moreover, the officials at Downey Studios are considering revising the studio’s adopted land use plan with uses that will complement both the Studios and the other uses that comprise the Specific Plan area C.The City Council on January 25, 2005, adopted Downey Vision 2025, which is a comprehensive update of the City’s General Plan (Resolution No. 6822). And Downey Vision 2025 serves as a guide to the long-term physical development and growth of the community. The plan identified issues facing the community and outlined the long-term goals to address them with policies and programs as steps to accomplish those goals. D Given the recent adoption of the General Plan Update, initiating the study to consider amending the Downey Landing Specific Plan is necessary to ensure that the Specific Plan is consistent with the General Plan Update. California Government Code Section 65454 mandates that Specific Plans are consistent with the applicable General Plan. Correspondingly, California Government Code Section 65450 stipulates that specific plans are intended for the systematic implementation of the General Plan. RESOLUTION NO. 05-6839 PAGE TWO E.Initiating the Specific Plan amendment will also provide the opportunity to update its list of permitted and conditionally permitted uses. Three years have passed since the Specific Plan was adopted and its list of uses should be examined to ensure they reflect current development trends. In addition, representatives of the Specific Plan’s various development projects have indicated the desire to augment the Plan’s list of uses and the specific plan review provides the opportunity to review those proposals. F. Directing the Planning Commission to conduct a review to consider amending the Specific Plan also provides the chance to reassess the Plan’s onsite roadway network to ensure that it is coordinated with the development projects as they materialize, as well as the Lakewood Boulevard Improvement Project. SECTION 2. The Planning Commission is hereby directed to initiate a review that will consider amending the Downey Landing Specific Plan. SECTION 3.
