OF THE CITY OF DOWNEY
SEPTEMBER 24, 2002
The Community Development Commission of the City of Downey held a regular meeting at
7:38 p.m., September 24, 2002 in the Council Chamber of the Downey City Hall, Chairman Meredith
H. Perkins presiding.

was removed at the request of Commissioner Winningham.
It was moved by Commissioner Winningham, seconded by Commissioner Cartozian and
approve the balance of the Consent Calendar as recommended:

AWARD CONTRACT TO SIGN MANAGEMENT FOR THE FABRICATION AND
INSTALLATION OF PUBLIC PARKING LOT SIGNS, POLICE DEPARTMENT
LOCATION SIGNS AND NO-SKATEBOARDING SIGNS IN THE DOWNTOWN
AREA
Mr. Davis narrated a Power Point program presenting six sign designs that staff has been
working on to give better identification to City parking lots in the downtown area, to assist residents
in locating the Police Department, and to mitigate problems with skateboarding activities in the
downtown area. He noted all signs at the parking structure will be illuminated and he reviewed the
number of signs, dimensions, materials, graphics and styles, advising the signs will replace existing
signs, as well as provide new signage. He noted six sign companies responded to the bid request and
Sign Management was the lowest bidder at $51,490. He responded to comments from the
Commission.
Commissioner McCarthy inquired if rollerblading is also not allowed and was advised
rollerblading is not listed in the particular Downey Municipal Code section noted. Commissioner
McCarthy stated he felt it should be included as also not allowed. (It was later clarified that
rollerblading is included in the current prohibitions.)
Commissioner Winningham referred to the diagonal line in the no skateboarding sign and he
thought it was usually depicted in the opposite direction as that shown.
Mr. Williams referred the question to the sign design company.
Commissioner Winningham referred to the Parking Structure Entrance Signs (D4), painted
channel signs, and inquired if there is currently electricity for these.
Mr. Davis advised there is no electricity currently but the Public Works Department has said
the same electrician utilized for most City services could be used.
Commissioner Winningham advised he had requested Police Department identification signs be
added to the original contract and reviewed the locations where this signage would be placed. He
suggested something more be done to identify where the Police Department is, such as illuminating the
current painted sign that faces Civic Center Drive, which would make it much more visible to Third
Street. He felt where you need to go to get to the Police Department needs to be identified better. He
suggested directing people around the loop by the flagpole where they can see the Police Department.
He also suggested bringing further identification to the Police Department off Paramount Boulevard
at Third Street and off Firestone Boulevard and Downey Avenue. He inquired if additional signs can
be added to the contract without going out to bid again.
Mr. Vose advised it would not require a re-bid.

Commissioner Cartozian noted Downey Municipal Code Section 3144 does include other uses
other than skateboarding and does include rollerblading as well. He referred to the pricing of the signs
and questioned why 20 skateboarding signs total $895 versus 22 public parking signs for $48,000. He
noted this is about 50 times the price and requested an itemization.
Mr. Davis noted the difference is that the signs are larger, they are dual faced signs and the
sides will be enclosed. This requires additional materials and labor costs.
The representative of Sign Management explained that the no skateboarding signs are a flat
piece of aluminum with graphics and take about 12 shop hours. The public parking signs are
fabricated signs, six inches deep, and take about 160 man-hours. Each sign requires a concrete footing
with rebar and anchor bolts, which takes extra man hours and a small crane involved to install them.
The public parking signs with the illuminated channel letters are electric signs and the man-hours in
those are well over 100 hours plus installation.
Commissioner Cartozian requested to see itemization paperwork included with the staff report.
Commissioner Winningham inquired if new poles are included in the bid for the parking signs.
The rep. of Sign Management advised that all the 4 feet by 4-1/2 feet signs will have new
poles. He noted some of the present footings might be used and also noted the price includes removal
and disposal of existing signs.
Commissioner Winningham suggested bringing this issue back in two weeks to take a look at
adding more signs prior to awarding the agreement, to change some of the directional signs, which
would give staff time to review the cost and determine how many additional poles are needed and also
some may be able to be eliminated or changed to a new location.
Mr. Vose advised the contract could be approved with these amendments.
It was decided to continue the item to the next meeting.
Mayor/Chairman Perkins requested staff include copies of all bids received for a project with a
breakdown of the cost.
Commissioner Trejo inquired if this would be returned to the Downtown Subcommittee and
was advised it would just come back with the changes mentioned.
It was moved by Commissioner Winningham, seconded by Commissioner Cartozian, and
continue this matter to the next Community Development
carried by the following vote to
Commission Meeting, October 8, 2002, and to include copies of the bids, as requested.
