The Invocation was delivered by Father John, St. Raymond's Catholic Church. The Flag Salute
was led by Alex Gaytan, Downey KIWIN'S.
COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS;
CONFERENCE/MEETING REPORTS
Council Member Ashton reminded the audience of the Veterans Rock n' Ride event.
Mayor Pro Tern Saab acknowledged Jonathan Fonte, Downey Association of Realtors and
Jennie Wood, Chamber of Commerce Board Member in the audience. He mentioned upcoming events:
Let's Do Lunch; Ribbon Cutting for the Sylvan Learning Center; and Stroke Health Screening. He
commented on having a safe and fun Halloween and mentioned the Pumpkin Patch event.
Council Member Brossmer invited the audience to participate in the Veterans Rock n' Ride
event the Rotary and YMCA Pancake Breakfast at Warren High School.
Council Member Vasquez invited the audience to the Dia de Los Muertos Art Festival. He
reported attending the 1-5 Joint Power Authority meeting and announced the completion of the 1- 5
bridge. He reported attending the Workforce Investment Board meeting. He asked staff to provide
suggestions on how to improve the efficiency of the Emergency Preparedness Committee; as well as to
follow up on reducing the Green Task Force Committee from ten members to five members.
Mayor Marquez congratulated Warren High School on their victory and Downey High School for
a great game. He acknowledged St. John Bosco High School for being undefeated and ranking #2 in
the nation. He invited the audience to participate in the Rock n' Ride in support of Veterans and the

City's Veterans Day event. He congratulated City staff and residents for their efforts in conserving
water.
PRESENTATIONS
1. Steve Craig, Managing Partner for Citadel Outlets presented a check in the amount of $1,000 to
the Downey KIWINS for the participation in the Annual Clean -Up Commerce Event.
PUBLIC HEARINGS: None.
NON -AGENDA PUBLIC COMMENT
Jean Thaxton, mother of Michael Nida, commented on the 2011 officer involved shooting.
Terri Thaxton, sister of Michael Nida, commented on the 2011 officer involved shooting.
Resident, no name, commented on the 2011 officer involved shooting; the Police Department
budget; the American Disability Act; and, his claim against the City.
Mary Skill, Board of Director, Downey Rose Float Association commented in opposition of
banning all fireworks in the City and fundraising for non-profit community organizations.
CONSENT CALENDAR
Council Member Vasquez abstained from Item No. 11 due to financial conflict and Mayor
Marquez announced Item No. 8 was being pulled to be considered at a future Council meeting.
It was moved by Council Member Brossmer, seconded by Mayor Pro Tern Saab and carried
unanimously to approve the remainder of the Consent Calendar.
1. APPROVED MINUTES: Regular Meeting of May 26, 2015, Regular and Special Meetings of
September 8, 2015: City Clerk.
2. WARRANTS ISSUED: Warrant Nos. 298172 — 298547; Wire Nos. 30003379 and 30003383 —
30003387; Manual Wire Nos. 1380 — 1382, in the total amount of $3,786,253.59: Finance.
3. APPROVED AGREEMENT WITH QUINN POWER SYSTEMS FOR GENERATOR PURCHASE
AND INSTALLATION AT CIVIC THEATRE, 8435 FIRESTONE BLVD., AUTHORIZED THE
MAYOR TO EXECUTE THE AGREEMENT AND AUTHORIZED THE DIRECTOR OF PUBLIC
WORKS TO EXECUTE ANY CHANGE ORDERS DEEMED NECESSARY: Public Works.
4. APPROVED AGREEMENT WITH ABM ELECTRICAL & LIGHTING SOLUTIONS, INC., FOR
LIGHTING IMPROVEMENTS AT APOLLO AND GOLDEN PARKS, AUTHORIZED THE MAYOR
TO EXECUTE THE AGREEMENT AND AUTHORIZED THE CITY MANAGER TO EXECUTE ANY
AMENDMENTS: Public Works.
5. AUTHORIZED THE CITY MANAGER TO EXECUTE THE MEMORANDUM OF
UNDERSTANDING (MOU) WITH THE LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY (MTA) FOR COLLECTING AND REPORTING DATA FOR THE
NATIONAL TRANSIT DATABASE FOR REPORT YEAR 2013: Public Works.
6. CAPITAL IMPROVEMENT PROJECT NO. 15-28 - FIRE STATION NO. 1 ACCESS DOOR AND
RAMP PROJECT: ACCEPTED THE PROJECT AS COMPLETE; APPROVED THE FINAL

CONSTRUCTION CONTRACT AMOUNT OF $25,914.01; AND, AUTHORIZED THE PUBLIC
WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION: Public Works.
7. ADOPTED RESOLUTION NO. 15-7596, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING PARCEL MAP NO. 72313 AND AN AGREEMENT WITH
SUBDIVIDER FOR CONSTRUCTION OF SUBDIVISION IMPROVEMENTS: Public Works.
9. ADOPTED RESOLUTION NO. 15-7598, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ADOPTING COMPREHENSIVE PAY SCHEDULES IN EFFECT FROM
NOVEMBER 3, 2008 THROUGH JANUARY 5, 2014 IN COMPLIANCE WITH CALIFORNIA CODE
OF REGULATIONS, TITLE 2, SECTION 570.5: Human Resources.
10. ADOPTED RESOLUTION NO. 15-7599, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE APPOINTMENT OF JOSE TRUJILLO TO THE PUBLIC WORKS
COMMITTEE, DISTRICT 1: Mayor Marquez.
11. DOWNTOWN COMMUNITY BENEFIT DISTRICT ENABLING ORDINANCE: Community
Development.
ADOPTED ORDINANCE NO. 15-1346, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ADDING A NEW CHAPTER 14 TO ARTICLE II OF THE DOWNEY MUNICIPAL
CODE RELATING TO THE ESTABLISHMENT OF A COMMUNITY BENEFIT DISTRICT IN
DOWNTOWN DOWNEY.
OTHER BUSINESS:
Item No. 8 was pulled for a consideration at a future Council meeting.
8. ADOPTED RESOLUTION NO. 15- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AUTHORIZING THE DESTRUCTION OF CERTAIN OBSOLETE CITY CLERK'S
DEPARTMENT RECORDS: City Clerk.
ADMINISTRATIVE REPORT
12. CITY OF DOWNEY EL NINO PREPARATIONS STATUS REPORT: Fire.
The staff report was provided by Andrew Stevens, Emergency Manager. Ell Nino is
characterized by unusually warm ocean temperature in the equatorial pacific. It is an oscillation of the
ocean -atmosphere system in the tropical having important consequences for weather around the globe
which include increased rainfall across the southern tier of the United States, historically causing
destructive flooding and severe weather. Latest information: Ocean continues to reflect sustained and
strengthening El Nino conditions; approximately 95% chance El Nino will continue through northern
hemisphere winter 2015-16, gradually weakening through spring of 2016; and, forecasters predicting a
"Strong" category. During 1997 and 1998, El Nino caused a total estimated $550 million in damages
statewide. Hazards threating Downey due to El Nino: The City is adjacent to two major rivers, the San
Gabriel and Rio Hondo, which serve as flood control channels in times of heavy rains; the Whittier
Narrows Dam poses the greatest threat to the City; the San Gabriel Spillway can release 20 times the
capacity of the San Gabriel River; all of Downey's storm catch basins are owned and maintained by Los
Angeles County; this infrastructure was built in the 1940-60's and is already undersized; several low-
lying areas in Downey have been identified as "hotspots" for urban flooding; and, large amounts of
impermeable surfaces with Los Angeles County contribute to urban flooding risk. Emergency
Preparedness and Planning for Downey by establishing Interagency Steering Committee to update the
City's Local Mitigation Plan and revised Standard Operating Procedures (SOPs) and position specific
checklists for Emergency Operations Center activations; partnered with the American Red Cross to
conduct emergency shelter assessments of four facilities within Downey; reviewed and revised policies

ADJOURNMENT
Mayor Marquez adjourned the City Council meeting at 7:43 p.m. in memory of the
servicewoman and serviceman who perished during Operation Freedom Sentinel: Major Phyllis J.
Pe Iky, 45, of Rio Rancho, New Mexico; Master Sgt. Gregory T. Kuhse, 38, of Kalamazoo, Michigan.
