The City Council/Community Development Commission of the City of Downey held an
adjourned regular meeting at 6:32 p.m., July 23, 2002, in the Council Chamber of the Downey City
Hall, Mayor/Chairman Meredith H. Perkins presiding.

It was moved by Council Member/Commissioner Winningham, seconded by Council
Member/Commissioner Trejo, and unanimously carried to approve the Close'i Session Minutes of
July 9, 2002.

Mayor/Chairman Perkins announced the Council/Commission is recessing to Closed Session

PRESENTATIONS
Mayor Pro Tem Trejo and Council Member Cartozian presented to John and Jackie Zapata,
Mark and Catherine Caswell, and Ray and Linda Hadnott, Proclamations declaring them 2002
Parents of the Year in honor of National Parents Day, July 28, 2002.
Katrine McCarthy, Volunteer Coordinator of the City’s National Parents Day Award, noted
this is the seventh year the City has recognized special parents who are nominated by local high
schools for this award. She thanked the Mayor, Council Members and Congressman Steven Horn for
supporting the event and presented bouquets of flowers on behalf of Mayor Perkins to the mothers.

Connie Sziebl, representing Congressman Steven Horn’s office, noted this is the
Congressman’s last year in office and assured everyone the City’s new Congresswoman, Lucille
Roybal-Allard, will do an outstanding job. She stated the Parents of the Year award would not be
possible without the efforts of Ms. McCarthy and pointed out Downey is the only City that invites
Congressman Horn to participate in its Parents Day presentation. She read a portion of the Certificate
of Recognition from the Congressman to the parents.
Mayor Perkins comlnended Johnnie D’ Alessandro, former President of the Downey
Assistance League and 14 year member, for her many volunteer roles in the community. He noted
some of Mrs. D’ Alessandro ’s volunteer work, such as dancing for children confined to iron lung
machines at Rancho Los Amigos Hospital when she was a young girl, chairing the Hug-A-Bear
program, distributing Christmas gifts to children at convalescent hospitals, Rancho Los Amigos
Hospital and special education classes at public schools, working on the HOME project, housing for
those with families in Rancho Los Amigos Hospital, and assisting with the Books on Wheels program
and City Library kits.
Council Member Winningham noted Ms. D’ Alessandro ’s husband is also active in the
community and is the City’s Planning Commissioner for District 4.
Ed Dario of the Don’ney Automobile Club of Southern California (AAA) and Lieutenant
Steve Pudinski of the California Highway Patrol Santa Fe Springs Office presented to Police Officers
Jeff Hill and Jason Klevos, the 10851 California Highway Patrol Award for their efforts in the
recovery of stolen vehicles. Mr. Dario advised that law enforcement recovered 70 percent of the
180,000 vehicles stolen in California and he explained the 10851 Program. Lieutenant Pudinski
presented Officer Klevos with a First Level pin and Officer Hill with First and Second Level pins.
Mayor Perkins presented to Janet Benavides, Programmer, Management Information Systems,
the Mayor’s Soaring Eagle Award for Education for July 2002. He noted Ms. Benavides has
worked for the City since 1980 as a computer operator. In 1995 she enrolled in La Verne University
and received her Bachelor of Science degree in 1999 in Business Management. She was then
accepted in the Master of Business Administration program at the University of La Verne and is
working on her MBA in business administration and information technology.
Ms. Benavides thanked her parents, partner Desiree, daughter Kathleen and supervisor Al
Kempik for helping her obtain her education.

the City Council approve a maintenance agreement and an amendment, each for a period of

ADMINISTRATIVE REPORTS
PROPOSED AMENDMENT OF EXISTING AGREEMENTS WITH THE LONG
BEACH AFFORDABLE HOUSING COALITION, INC. AND THE DESIGN CENTER
DEVELOPMENT CORPORATION PERTAINING TO THE RESERVATION OF
FEDERAL HOME FUNDS
Mr. Velasco advised the proposed amendments would extend the Design Center Development
Corporation agreement an additional 12 months, increase the amount the City is reserving from its
HOME amd for these two groups, and add another activity to the existing agreements. He noted the
City is in its ninth year of receiving Federal HOME dollars and commented on conditions for these
funds, stating they must be used to develop affordable housing projects that will accommodate low
and moderate income households and no less that 15 percent must be allocated to a non-profit
housing development entity, a CHDO (Community Housing Development Organization). He also
mentioned that the City has only 24 months after receipt of funds to commit the dollars, noting funds
in the amount of $500,000 were identified to fall under the rule of the obligation, which means they
were not committed within the time frame set by the Department of Housing and Urban Development
(HUD) and the City is in jeopardy of losing them. To prevent the loss of funds, staff recommends
reserving them for these two non-profit organizations who currently have HOME fund reserves of
$278,500. This action would increase the reserves of each organization by $254,700. He noted
representatives from both organizations are present to answer any questions.
Council Member Trejo referred to the recommendation, which states “add new construction
projects to the scope of approved projects“ and Mr. Velasco advised the City is trying to make it
easier to spend these funds and increased the types of activities allowed.
It was moved by Council Member McCarthy, seconded by Council Member Winningham, and
unanimously carried to approve changes to the Agreements between the City and the Long Beach
Affordable Housing Coalition, Inc. and the Agreement with the Design Center Development
Corporation. The proposed amendment will extend the reservation of HOME funds for an
additional twelve (12) months, increase the amount of the HOME fund reservation, and add
new construction projects to the scope of approved projects.

Council Member Trejo thanked the Mayor for allowing him to participate in the presentation
of National Parents Day Proclamations.
Council Member Winningham referred to an item approved on the Consent Calendar and
publicly acknowledged the Downey Kiwanis Foundation for the grant funds donated to the
Library for a computer commons. He also acknowledged funds donated by Donald and Shirley
Niemand and the Memorial donation from the Hetzel family that will also be used for the computer
center
Council Member McCarthy mentioned information forwarded from Chief Finch on a
successful cleanup at Fontana Street and Deming Avenue. He stated the cleanup was held with
the assistance of the Christian fellowship group of the Downey Foursquare Church, who noted they
are committed to continue this work.
Council Member McCarthy referred to the solicitation of Federal funds for emergency
funding and bio-terrorism funding and stated the City can identify specific potential projects for
use of this funding. He also stated a notice was received from the City’s consultant and wanted to be
sure it is followed up.
Council Member McCarthy mentioned correspondence from a resident who proposed stop
signs be posted at parking lot driveways and in alleys. He noted this can be a hazard and requested
staff review the proposal and advise him of the City’s current policy and the pros and cons of doing
this
