REGULAR MEETING
NOVEMBER 9, 2004
The Community Development Commission of the City of Downey held a Regular Meeting at 7:35 p.m., November 9, 2004 in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue,
Downey, California, Chairman Kirk Cartozian presiding.

The Invocation was delivered by President Brian Saylors, Church of Jesus Christ of Latter Day Saints, Downey. The Flag Salute was led by the Mr. Downey Contestants: Josh Minero, Eric
Lopez, Vince Cruz, Eugene Cherrington, Angel Martinez, Michael Whattenberg, Daniel Abarca, Justin Laurer; Little Mr. Downey Contestants: Mark Anthony Garcia, Rian Cedeno, Mathew Brady,
Zackary Luna, Andrew Chere, Wendel Kuhn; Mr. Downey Andrew Webb, Little Mr. Downey Jacob Edwards and Little Mr. Downey Anthony DeMarco.
PUBLIC HEARING
1. FIVE-YEAR IMPLEMENTATION PLAN AND TEN-YEAR HOUSING PLAN FOR THE DOWNEY REDEVELOPMENT AND WOODRUFF INDUSTRIAL PROJECT AREAS.
Chairman Cartozian opened the Public Hearing at 7:43 p.m. City Clerk Midstokke affirmed receipt of Proof of Publication. It was moved by Commissioner Perkins, seconded by Commissioner
Trejo and so ordered to receive and file the proof of publication.
A staff report was presented by Interim Director of Community & Economic Development Rangel stating that per AB1290 every Redevelopment Agency must adopt a Five-Year Implementation Plan
and a Ten-Year Affordable Housing Compliance Plan. There are two redevelopment project areas within the City of Downey: the Downey Redevelopment Project and the Woodruff Industrial
Project and the implementation plan is for both project areas.
There are five sections addressed in the Implementation Plan: Section 1 lists the primary goals and objectives of the plan and discusses blighted conditions; Section 2 provides background
information on the law, history of the Community Development Commission, objectives for the project areas and accomplishments along with proposed project goals and objectives for both
project areas for the duration of the plans; Section 3 is a review of the prior Implementation Plan; Section 4 outlines the Five-Year Implementation Plan goals, non-housing objectives
and programs for 2005-2009; and Section 5 describes the Ten-Year Affordable Housing Compliance Plan for fiscal years 2004/05 through 2013/14.
The Public Hearing was suspended at 7:46 p.m.
The meeting recessed at 7:46 p.m.
ORAL COMMUNICATIONS
The meeting reconvened for Oral Communications at 8:30 p.m. with all Commissioners present (see Oral Communications under Regular City Council Meeting) and recessed at 8:36 p.m.

PUBLIC HEARING (cont.):
The Public Hearing resumed at 8:36 p.m. with all Commissioners present.
Interim Director of Community & Economic Development Rangel continued his report discussing the tables listed in the report, reporting requirements and the affordable housing requirements
of 27.5 units. He suggested that two to three year reviews be conducted on the Plans for review of compliance.
Commissioner Perkins requested an explanation of the ratio of housing necessary and was told that if it falls within the zone you get full credit and only need 27.5 units; however,
if it is outside the project area you only get half credit per unit.
Chairman Cartozian asked how it would affect the windfall of the tax increment monies if property values dropped and was told that a recession would have a great fiscal effect.
There being no one from the public coming forward to speak, it was moved by Commissioner Perkins, seconded by Commissioner Trejo and so ordered to close the public hearing at 8:55 p.m.
Vice-Chairman McCarthy asked for clarification on what is allowed by rehabilitating a property and was informed that with current zoning, you could not demolish a building, but would
have to rehabilitate it, unless the zoning code was amended to allow mixed use.
Chairman Cartozian requested that the Council be provided a listing of specific target areas that the City is looking at for the use of these funds, such as Firestone Boulevard between
Brookshire Avenue and Paramount Boulevard.
It was moved by Commissioner Trejo, seconded by Commissioner Perkins and unanimously carried to approve the Five-Year Implementation Plan for the Downey Redevelopment Project and Woodruff
Industrial Project Areas.
CONSENT CALENDAR
It was moved by Vice-Chairman McCarthy, seconded by Commissioner Trejo and unanimously carried to approve the Consent Calendar items as recommended:

The meeting was recessed at 9:00 p.m.
