Comm.MINUTES OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY REGULAR MEETING FEBRUARY 24, 2004 The Community Development Commission of the City of Downey held a Regular Meeting at 7: 37 p.m., February 24, 2004 in the Council Chamber of the Downey City Hall, Chairman Kirk Cartozian presiding. PRESENT: Commissioners: Kirk O. Cartozian Chairman Keith McCarthy Vice-Chairman Anne M. Bayer Meredith H. Perkins Rick Trejo ALSO PRESENT: Gerald M. Caton, Executive Director Charles Vose, Attorney Kathleen L. Midstokke, Secretary Lee Powell, Assistant City Manager Desi Alvarez, Director of Public Works John Finch, Police Chief Darrell George, Director of Community & Economic Development Bonnie Kehoe, Director of Community Services John Michicoff, Director of Finance Mark Sauter, Fire Chief Loren Behr, Executive Director Space Learning Center Mark Sellheim, Principal Planner Ed Velasco, Housing Manager Ron Yoshiki, Asst. Director of Community Dev./City Planner Steven Yee, Economic Development Coordinator Loren Behr, Executive Director Space Learning Center Susan Domen, Executive Secretary The Invocation was delivered by Pastor Mitch Williams, Downey-Florence Seventh Day Adventist Church. The Flag Salute was led by Rio Hondo Elementary School Student Council. There were also many students from 4th and 5th grade classes at Rio Hondo Elementary School in attendance. CONSENT CALENDAR – ITEMS FOR REMOVAL 4. IMPROVEMENTS TO PARKING LOT NO. 13 AND SECOND STREET EAST OF DOWNEY AVENUE, was pulled at the request of Vice Chairman McCarthy and is listed below. CONSENT CALENDAR It was moved by Vice Chairman McCarthy, seconded by Commissioner Perkins and unanimously carried to approve the remainder of the Consent Calendar items as recommended: 1. MINUTES: ADJOURNED REGULAR MEETING FEBRUARY 10, 2004: Approve. 2. MINUTES: REGULAR MEETING FEBRUARY 10, 2004: Approve. WARRANTS ISSUED: (contained in Council Packet) Approve. OTHER BUSINESS – Consent Calendar – Items removed by Commission Approval: IMPROVEMENTS TO PARKING LOT NO. 13 AND SECOND STREET EAST OF DOWNEY AVENUE. Vice Chairman McCarthy explained that this is the lot behind the businesses along Downey Avenue between 2nd and 3rd Streets and borders the property owned by the Baptist Church. He inquired whether these improvements would include their lot and City Manager Caton responded that yes, it would include their lot due to drainage concerns and other matters. It was clarified that this approval was for design only and Public Works Director Alvarez indicated that construction costs would be approximately $450,000. It was moved by Vice Chairman McCarthy, seconded by Commissioner Trejo and unanimously carried to appropriate $30,000 in Redevelopment Agency 91-5910 funds and approve a Professional Services Agreement with DMR Team Inc. for preparation of plans, specifications and engineer’s estimate for improvements to Parking Lot No. 13 and Second Street east of Downey Avenue for an amount of $27,000. OTHER COMMISSION BUSINESS: None The meeting recessed at 7:44 p.m. ORAL COMMUNICATIONS The meeting reconvened for Oral Communications at 9:44 p.m. with all Commissioners present (see Oral Communications under Regular City Council Meeting) and recessed at 9:44 p.m. The meeting reconvened at 10:17 p.m. with all Commissioners present.
