APRIL 12, 2005
The City Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:33 p.m., April 12, 2005, in the Council Chamber of the Downey
City Hall, 11111 Brookshire Avenue, Downey, California, Mayor/Chairman Anne M. Bayer
presiding.

APPROVAL OF CLOSED SESSION MINUTES
It was moved by Council Member/Commissioner Gafin, seconded by Council
Member/Commissioner Trejo and unanimously carried to approve the Closed Session Minutes of
March 22, 2005.
RECESS TO CLOSED SESSION
Mayor/Chairman Bayer announced the Council/Commission is recessing to Closed Session
(6:34 p.m.) to discuss matters under the authority of the following sections of the Government Code:
1.SECTION 54956.8 – Conference with real property negotiator Charles Vose re:
property at 8764 Firestone Boulevard; negotiating party: Citigroup Inc. Corporate
Realty Services; under negotiation: price and terms of payment.
2 SECTION 54956.8 – Conference with real property negotiator Charles Vose re:
Parcels 1 and 6 of the Downey NASA site generally bounded by Stewart & Gray Road,
Imperial Highway and Lakewood Boulevard; negotiating party: Eclipse Development;

The City Council of the City of Downey held a Regular Meeting at 7:35 p.m., April 12, 2005,
in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue. Downey, California,

Mayor Bayer introduced Robyn Guggiana, Miss Downey 2005; Jacqueline Mejia, Miss Teen
Downey 2005 and their courts and presented them with City pins.
Mayor Bayer presented a Proclamation declaring April as Fair Housing month to Barbara
Schull, Executive Director of the Fair Housing Foundation.

removed at the request of Council Member Trejo and is listed under Other Business below.

It was moved by Mayor Pro Tem Perkins, seconded by Council Member Gafin and
unanimously carried to approve the remainder of the Consent Calendar items as recommended:

10.PRESENTATION ON HOUSING DIVISION’S SENIOR PAINT AND FIX UP
PROGRAM: Development Services.

Housing Planner Molds narrated a Power Point presentation briefly describing the history of
the program and the qualifications for participation. He explained that this once in a lifetime program
is designed to help seniors over the age of 62 and who qualify for low income to improve the look of
their home by using this Federally funded program. The City crew goes out and will prepare and
paint exteriors of homes, remove lead based paint, fix windows, install smoke alarms and various
other tasks to improve the safety and aesthetics of the property. This benefits the City by helping to
maintain the neighborhoods and property values, encourages other neighbors to fix up their property
and improves relations between the homeowners and the City. In May the program will complete it’s
1000tl' home since it began in 1982.
Mayor Pro Tem Perkins inquired whether the deferred property loan program is for the
interiors of the home and if it gets paid back with no interest when the property is sold, and the
response was that is correct.
Council Member Cartozian asked what the budget is for this program yearly and stated that a
great numbers of letters are received complimenting the program. Planner Morris responded that the
budget for this year is $300,000 which is down from previous years. Council Member Cartozian then
stated that the Federal funding is being considered on changing and restructuring and questioned how
that would affect our funding and program and he was informed that it could effect the program;
however, it appears that it may be removed from consideration as Congress Members and Senators
are recognizing it’s value and requesting that it be maintained.

Council Member Trejo asked for clarification whether the Federal funds have declined over
the last four years and if this was also funded by City funds. Assistant City Manager Powell
explained that the monies coming in have been decreasing every year and that they are dedicated to
support the Neighborhood Preservation program
It was moved by Council Member Trejo, seconded by Council Member Perkins and
unanimously carried to appropriate $122,910 in Federal Police Grant funds to Neighborhood
Preservation efforts.
OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items:
Council Member Cartozian announced that he had attended the Eagle Scout ceremony for
Russell Michael of Boy Scout Troup 307 last Saturday; announced that the Gangs Out of Downey
luncheon is tomorrow; requested that a meeting be arranged of the Public Arts subcommittee; and
thanked Assistant City Manager Powell for providing a review of the development permit process
recommendations in the Zucker report.

Council Member Gafin invited everyone to the Gangs Out of Downey luncheon tomorrow at
11 :30 a.m. at Rio Hondo Country Club; announced that the City of South Gate had joined the City of
Downey in supporting his appointment to the Southern California Association of Governments
representative for Region 25 and he attended his 1“ meeting last week and will be making future
reports; and announced that he had attended the recent Easter egg hunt at Golden Park.
Council Member Trejo announced that the 13 year old boys of DJAA basketball participated
in a SCMAF tournament in Rancho Cucamonga and finished in 3rd place beating Cerritos in
overtime; announced that he recently had to serve jury duty in Los Angeles where Judge Ito was a
guest speaker; requested that the Police, Fire and Public Works Departments look into issues
regarding the high price of gasoline.
Mayor Pro Tem Perkins congratulated Miss Downey, Miss Teen Downey and their courts for
the upcoming year; commended Police Chief Finch and Corporal Hernandez for arresting a suspect
regarding the recent theft of mail from mailboxes; and commended Police Department Chaplin Mario
Guerra for recently providing services to a family that had a child pass away.
Mayor Bayer announced that she had read to primary school children this morning at the
Downey Library; had attended a Keep Downey Beautiful poster contest at an Aspire after school site;
and announced that Citizens for Downey will be meeting tomorrow at 7:00 a.m. with Paul Yokota as
the guest speaker.

The meeting adjourned in memory of Bernice “Bee” Paulin, longtime Downey resident;
and Terry Middlebrooke, retired City Employee and longtime Downey resident to 6:30 p.m.,
April 26, 2005, in the Council Chamber of Downey City Hall.
