MARCH 8, 2005
The City Council of the City of Downey held a Regular Meeting at 7:34 p.m., March 8, 2005,
in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California,

PRESENTATIONS :
Mayor Bayer presented a Proclamation declaring March as Mental Retardation Awareness
Month to Dianne Lumsdaine, Executive Director of Arc of Southeast Los Angeles County and other
members of the program. The annual Arc Walk for Independence will be held on Saturday, March
12th at Stonewood Shopping Center.
Mayor Bayer presented a Proclamation declaring March as National Colorectal Cancer
Awareness Month to Paul Yokota, Library Advisory Board member and representative of the
American Cancer Society.
Mayor Bayer presented a Certificate of Appointment to Pat Smith, Personnel Advisory Board,
District 4.

NON-AGENDA PUBLIC COMMENT:
John McDonald, resident of Downey, requested that the City issue a Proclamation for May as
Motorcycle Awareness Month, to be presented at the second meeting in April.
CONSENT CALENDAR – ITEMS FOR REMOVAL:
10.ADOPT ORDINANCE NO. , AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF DOWNEY AUTHORIZING THE ISSUANCE OF ONE OR MORE
SERIES OF PENSION OBLIGATION BONDS, APPROVING THE FORM OF AND
AUTHORIZING THE EXECUTION AND DELIVERY OF A TRUST AGREEMENT.
AND AUTHORIZING A VALIDATION ACTION AND OTHER MATTERS
RELATING THERETO: Administration. This item was removed at the request of Mayor
Pro Tem Perkins and is listed under Other Business below.
CONSENT CALENDAR:
It was moved by Council Member Trejo, seconded by Mayor Pro Tem Perkins and
unanimously carried to approve the remainder of the Consent Calendar items as recommended:

8.ADOPTED RESOLUTION NO. 05-6838, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY APPROVING FINAL SUBDIVISION MAP OF
PARCEL MAP NO. 24667 (9412 & 9420 TRUE AVENUE), APPROVING
AGREEMENT WITH SUBDIVIDER AND ACCEPTING A CASH DEPOSIT AS
SURETY: Public Works.
9.ADOPTED RESOLUTION NO. 05-6839, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY DIRECTING THE PLANNING COMMISSION TO
INITIATE A REVIEW THAT WILL CONSIDER AMENDING THE DOWNEY
LANDING SPECIFIC PLAN: Economic Development.
ADMINISTRATIVE REPORTS :
11.REPORT REGARDING RECENT UPGRADES TO FIRE EQUIPMENT: Fire.
Captain Moon gave a Power Point presentation explaining that after 9/1 1 the department
evaluated their equipment needs and have since purchased three vehicles: No. 661 Rescue Squad, No.
655 Massive Casualty Incident (MCI) Decontamination Trailer and No. 665 Shoring Trailer. He
explained that Federal, grant and Council approved funds were used to purchase these necessary
pieces of equipment, noting that Downey was one of four cities out of 2000 to have received grant
funds to purchase new vehicles. He concluded that the City is now equipped to handle a major
trauma incident.
Mayor Pro Tem Perkins congratulated the efforts of securing the grant funds and asked where
the equipment is currently being stored. Captain Moon responded that the vehicles are located at Fire
Station No. 1 and all but the MCI is stored inside facilities.
There was no action taken on this item.

he had voted no on it at introduction; therefore, he could not approve it upon adoption.
It was moved by Council Member Gafin, seconded by Council Member Trejo and carried by
the following vote to adopt the Ordinance.

ORDINANCE NO. 05-1171
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AUTHORIZING THE ISSUANCE OF ONE OR MORE SERIES OF PENSION
OBLIGATION BONDS, APPROVING THE FORM OF AND AUTHORIZING THE
EXECUTION AND DELIVERY OF A TRUST AGREEMENT, AND AUTHORIZING
A VALIDATION ACTION AND OTHER MATTERS RELATING THERETO.
OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items :
Council Member Gann announced that three members of the Council attended the opening
day ofPonytail Softball season last Saturday and announced that the annual Arc Walk for
Independence will be held this Saturday at 8:30 a.m. at Stonewood Shopping Center.
Council Member Cartozian requested that a letter be sent to the Federal Government about the
potential loss of CDBG funds which provide many beneficial programs and congratulated the
Downey High School Girls Water Polo team and coach Stewart for winning the CIF championship;
he also reported that the Public Art subcommittee continues to meet and is progressing well; and
recognized Chuck Anna and commended him for his regular attendance at Council meetings; then
thanked the Mayor and his fellow Council Members for adjourning the meeting tonight in memory of
Sara Garo, who was active in many activities including the formation of the Downey Museum of An.
Council Member Trejo announced that he had recently visited the Downey Studios, the Kaiser
project, park site and retail development at the former NASA site and thanked the City Manager for
the tour; congratulated the Girls Water Polo Team at Downey High School for winning the CIF
championship; and reported that there was recent helicopter landing training at Downey Regional
Medical Center which included the Fire Department.
Mayor Pro Tem Perkins gave a brief history of the lease the City entered into with Downey
Community Hospital Foundation in 1983, including the requirement that the hospital submit certain
documents to the City annually. He requested that the City Attorney start legal proceedings to get the
reports required under the lease; he congratulated Development Services Director Haines and the
Soroptomists on their recent Academy Awards event; and announced that he recently attended the
North Downey Little League Pancake Breakfast and opening day for West Downey Little League.
Mayor Bayer encouraged everyone to attend Citizens for Downey tomorrow morning at 7:00
a.m. at the Rio Hondo Clubhouse and announced that there is a Chamber of Commerce mixer
tomorrow night from 5:30 p.m. to 7:30 p.m. at the Arc building in Downey.
ADJOURNMENT: 8:20 p.m.
The meeting adjourned in memory of Sara Garo, longtime Downey resident and
community activist, to 6:30 p.m., March 22, 2005, in the Council Chamber of Downey City Hall.
