The City Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:34 p.m., April 27, 2004, in the Council Chamber of the Downey
City Hall, Mayor/Chairman Kirk Cartozian presiding.

APPROVAL OF CLOSED SESSION MINUTES
It was moved by Council Member/Commissioner Trejo, seconded by Council
Member/Commissioner Bayer and carried 3/0 to approve the Closed Session Minutes of April 13,
2004
RECESS TO CLOSED SESSION
Mayor/Chairman Cartozian announced the Council/Commission is recessing to Closed
Session (6:36 p.m.) to discuss matters under the authority of the following sections of the
Government Code:
1.SECTION 54957.6 – Conference with labor negotiator Lee Powell re: direction for
labor negotiations with the Downey City Employees’ Association – Maintenance
Group.
2.SECTION 54956.8 – Conference with real property negotiators Gerald Caton and
Darrell George, re: property: Parcels 1 and 6 of the Downey NASA site generally
bounded by Stewart & Gray Road, Imperial Highway and Lakewood Boulevard;
negotiating party: Eclipse Development; under negotiation: price and terms of
payment .

The meeting reconvened in open session at 7:35 p.m. with all Council Members/-
Commissioners present. There were no Closed Session actions to report.

The meeting reconvened for Oral Communications at 8:30 p.m. with all Council
Members/Commissioners present (see Oral Communications under Regular City Council Meeting)
and recessed at 8:38 p.m.
The meeting reconvened at 8:41 p.m. with all Council Members/Commissioners present and
immediately recessed to Closed Session to complete discussion of Closed Session items previously
announced.
The meeting reconvened at 9:30 p.m. with all Council Members/Commissioners present.
There were no Closed Session actions to report.

APRIL 27, 2004
The City Council of the City of Downey held a Regular Meeting at 7:47 p.m., April 27, 2004,
in the Council Chamber of the Downey City Hall, Mayor Kirk Cartozian presiding.

COUNCIL MEMBER ANNOUNCEMENTS
Council Member Perkins commented on Consent Calendar Item #6 appropriation of $76,000
in State 9- 1-1 funds for upgrading the Police Department communications center; and he read a letter
complimenting Police Corporal Tuttle on his caring attitude in assisting an elderly person home.
Council Member Trej o mentioned that the neighbors on Treasure Island have formed together
to take back their park and have identified that the park needs new lighting and request the City to
consider fUnding; the YMCA is now offering an indoor soccer league for kids; and he also noted that
Home Depot had a monster truck this weekend offering rides which he and his family enjoyed.
Council Member Bayer recognized Lee Ann Sears, Emergency Preparedness Committee
member and her mother in the audience; announced that she attended a camp with the Kiwanis
Pathfinder Youth which took 57 kids for a leadership conference; announced that last Saturday she
worked with Keep Downey Beautifbl and Carol Rowland on a cleanup; and attended the League of
Women Voters who had a presentation by Community and Economic Development on the NASA
property.

Mayor Pro Tempore McCarthy announced that he had attended the LA Times book festival
last Saturday; attended the City HaII Open House last Thursday and thanked the Second Century
Foundation and Assistant to City Manager Makshanoff for the event; reminded everyone that this
coming Saturday, May 1st is the Downey Chamber of Commerce Street Faire to be held on
Brookshire Avenue and that May 8th is KIDSD AY and Fire Service Day at Furman Park; and
announced that he had attended a ceremony for Gateway Cities wherein the City of Downey won a
1 st Place Award to the best reuse of Industrial property for the for NASA site development and gave
credit to City Manager Caton and Community and Economic Development Director George for the
City receiving this award.
Mayor Cartozian recognized his parents, Fred and Arlene Cartozian in the audience;
announced that he had participated in the annual Mayor Reads to the Children event at the Downey
City Library; indicated he has met with Deputy Director of Public Works/Traffic Engineer Anthony
La on various traffic issues; recognized Roger Brossmer. District 5 appointee to the Planning
Commission in attendance tonight; and wished a fond farewell to Jason Mikaelian. Associate Planner,
who will leaving the City to take a job in Santa Clarita.
PRESENTATIONS
Mayor Cartozian presented a Proclamation declaring April 30th, as El Dia de los Niios.
Mayor Cartozian presented a Proclamation declaring April as Financial Literacy Month.
Mayor Cartozian presented a Certificate of Appreciation to the American Cancer Society for
the “Relay for Life“ to be held on May 15th – 16th at Columbus High School in Downey to John
Mally and Roger Brossmer, Vice Principal Columbus High School.
Mayor Cartozian presented a Proclamation declaring May 8th as KIDSDAY 2004 to Devin
Stewart, student at Calvary Chapel and Derek Morgan, student at St. John Bosco and Director Kehoe.
Mayor Cartozian presented a Proclamation declaring May as Water Awareness Month to
Public Works Director Alvarez.

ORAL COMMUNICATIONS
Manual Miramontes, resident of Downey, requested that bike riding be allowed at
Independence Park, as there is no where for them to ride and do their jumps. Mayor Cartozian
requested that he telephone him or meet with him to discuss the matter further
Ronald Campos, resident of Downey and member of Unity in the Community, expressed the
group’s gratitude for the support they have received from the Council, City staff Terri Hamilton and
Carol Rowland, Chief of Police Finch and the entire Downey Police Department. They are currently
working on creating a newsletter that will go out to all neighbors.

RIchard Pridham, resident of Downey thanked Mayor Cartozian for the manner in which he
dealt with the 1 st speaker explaining the process he needed to go through. He stated that wastewater
is still a problem and he has not received a response to his letter.

APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE PER
CAPITA GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN
AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF
2002

Council Member Perkins stated that he would like to take this money and combine it with the
money from Item #9 and consider doing three projects instead.
1) Upgrade the bathrooms at Rio San Gabriel park
2) Replace the floor in a building at Apollo Park that keeps coming up.
3) Install the lights being requested at Treasure Island park.
He stated that with the $486,000 from this grant, the $298,248 from the grant in Item #9 and
from the $300,000 allocated towards the park on the NASA property this would create $1,085,000 to
put towards these projects.
City Manager Caton recommended that the two items be pulled and have staff bring back at
the next meeting with a full report addressing these suggestions and their feasibility. He asked
Director Kehoe if there was any kind of deadline they needed to meet with these applications, she
stated that no there was not a deadline, but recommends that they approve the resolutions tonight as
they don’t include a specific project and the projects can be looked into and decided at a later time.
City Clerk Midstokke read the title of the Resolution. It was move by Council Member
Perkins, seconded by Mayor Pro Tempore McCarthy and unanimously carried to waive further
reading and adopt.
Mayor Pro Tempore McCarthy asked Director Kehoe what the probability on getting these
grants was and was informed that it was more of a formality, they are not competitive grants.
9.RESOLUTION NO. 6758 (ADOPT)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE APPLICANT TO APPLY FOR THE ROBERTI-Z’BERG HARRIS
BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN
AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF
2002
City Clerk Midstokke read the title of the Resolution. It was moved by Council Member
Perkins, seconded by Mayor Pro Tempore McCarthy and unanimously carried to waive further
reading and adopt.
OTHER BUSINESS – Council Member Requests for Future Agenda Items
Council Member Perkins complimented Mayor Cartozian on a timely efficient meeting.
Council Member Trejo noted that the Downey Junior Athletic Association recently celebrated
its 50th Anniversary as an organization.
Mayor Cartozian requested that staff provide him a report in regards to the letter and the
comments Mr. Pridham raised about wastewater runoff.

present.

The meeting adjourned in memory of Tony Davis, son of City transit employee Donna
Davis; Darren Doherty, son of City transit employee Ruth Doherty; and Roberta Croshaw,
Downey resident and wife of Downey business owner Johnny Croshaw to 6:30 p.m., May 1 1,
2004. in the Council Chamber of Downey City Hall.
