City Council Minutes 05/27/03 -3- ' 01449:{ ADMINISTRATIVE REPORTS 15.SCHEDULE A BUDGET STUDY SESSION TO REVIEW THE 2003-04 PROPOSED CITY BUDGET. A staff report was presented by City Manager Caton requesting the scheduling of the annual budget study session. Council Member McCarthy requested that it again be scheduled at the Barbara Riley Community Center. There was general discussion of the date selection. It was moved by Mayor Pro Tempore Cartozian, seconded by Council Member Perkins and unanimously carried to schedule the Budget Study Session for Saturday, June 14 at 10:00 a.m. at the Barbara Riley Community Center. 16.AMENDMENT TO AGREEMENT WITH THE BRONSTEIN CO., INC. FOR ADDITIONAL PROPERTY APPRAISAL SERVICES FOR THE LAKEWOOD BLVD. IMPROVEMENT PROJECT IN THE AMOUNT OF $18,500. This item was withdrawn by staff. 17.REQUEST FROM THE CHAMBER OF COMMERCE FOR EXTENSION OF PROPERTY LEASE AGREEMENT WITH THE CITY: APPOINT COUNCIL SUBCOMMITTEE. A staff report was presented by City Manager Caton indicating that a letter had been received from the Chamber of Commerce requesting an extension of their property Lease Agreement which is currently due to expire in 2008. They are requesting up to a ten-year extension, which would then have the lease terminating in 2018. Staff is recommending that the City Council establish a subcommittee to review the request and to work with the Chamber on this matter. The Mayor so ordered that Mayor Pro Tempore Cartozian and Council Member McCarthy be appointed to serve on the new Chamber Lease Extension Subcommittee. 18.EMERGENCY PREPAREDNESS COMMITTEE UPDATE. A staff report was presented by Fire Chief Sauter. This Committee started back in the 1980s and recently have established a Mission Statement, some core functions as well as convey their duties to the community. The members have participated in citizen training including First Aid/CPR certificates and attendance at the Citizens Emergency Response Training (CERT) program. They attend community functions such as KidsDay and conduct an annual Emergency Preparedness Fair. They have helped to maintain the emergency supply caches at the various locations in the City. Committee Members Lee Ann Sears and Maria Larkin, as well as associate Chuck Anna and recent CERT graduate Diane Boggs were recognized in the audience. Plans for next year include two new CERT classes and a re-certification class. There are plans for the purchase and placement of a new supply bin at the Barbara Riley Community Center. It is planned that members will be making public presentations in their districts every six months. City Council Minutes 05/27/03 -4- . [ ti'1'4 4 9 '; Council Member McCarthy asked where the emergency bins were located and Chief Sauter responded they were at Warren and Downey High Schools; and Sussman and Griffiths Middle Schools. Council Member Perkins stated that he had two appointees for this Committee that he hopes to make the appointments within the next month. Mayor Trejo asked who had access to the emergency bins and Chief Sauter responded that the Fire Department, the School District and the Committee members have keys. It was moved by Mayor Pro Tempore Cartozian, seconded by Council Member McCarthy and unanimously carried to receive and file the report. Mayor Pro Tempore Cartozian indicated he had pulled this item to commend staff for following City Council’s direction to meet with the School District to review the plans for improvements at Warren High School and on Paramount Boulevard. It was moved by Mayor Pro Tempore Cartozian, seconded by Council Member Perkins and unanimously carried to award a lump sum contract totaling $128,151 to Steiny and Company Inc., for the construction of traffic safety improvements in the vicinity of Warren High School. 7.ORANGE LINE DEVELOPMENT AUTHORITY – REVIEW THE REQUEST FOR CITY PAYMENT OF FUNDS, DEFER SUCH PAYMENT UNTIL THE AUTHORITY IS OFFICIALLY CREATED AND APPOINT COUNCIL MEMBER MC CARTHY AS THE CITY’S REPRESENTATIVE TO THE AUTHORITY. Council Member McCarthy indicated that he would support the staff recommendation on this item, but he would like to bring a presentation back at a fUture meeting to help others understand a little better what this means for Downey and the surrounding area. The Orange Line offers great potential and he is happy to serve as the City’s representative. Mayor Pro Tempore Cartozian indicated that there will be a presentation on this high-speed MagLev transportation system at an upcoming Independent Cities Association meeting and that he is supportive of this concept at this time. Mayor Trejo questioned the amount of Downey’s commitment and Council Member McCarthy responded that one of the reasons that is was so small is that the track only comes through a very small portion of southwest Downey near the Rancho Los Amigos property south of Imperial. City Council Minutes 05/27/03 -5- 0144 iI) Council Member McCarthy indicated that although it will be a great expense to build the rail system, once it is built it is planned to be essentially self-funding. It was moved by Council Member McCarthy, seconded by Mayor Pro Tempore Canozian and unanimously carried to defer the payment of funds until the Authority is officially created and that Council Member McCarthy be appointed as the City’s representative to the Authority. ORAT I COMMUNICATIONS The following people spoke regarding the death of Gonzalo Martinez and related issues: Augustin Cevada, Altacalifa Norma Martinez, Downey Diana Quinteros, Downey Jesus Ramirez, Whittier OTHER BUSINESS – Council Member Items 19.RESOLUTION TO AUTHORIZE STAFF TO PURSUE FIRST RESPONDERS FUNDING AND RESOURCES FOR THE PURPOSE OF HOMELAND SECURITY. Mayor Trejo explained that he has requested this item on the agenda for the purpose of giving our staff the opportunity to secure funds for Homeland Security. Council Member McCarthy indicated he is in support and given the state of the nation it is necessary for our professional staff to be at maximum potential for alert in any kind of emergency. This formal Resolution will assist us in obtaining the funds. Lennie Whittington, Downey resident, indicated that from what he has heard, the government has not been putting out much money for this and questioned what this was. City Manager Caton responded that President Bush has committed $1.3 to Homeland Security. We will be joining a number of cities in saying that the direct 1 st responders to potential terrorist activities, the police and fire, should receive a portion of this funding. The title of the Resolution was read by City Clerk Midstokke. RESOLUTION NO. 6671 (ADOPT) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING STAFF TO PURSUE DIRECT FIRST RESPONDERS FUNDING AND RESOURCES FOR THE PURPOSES OF HOMELAND SECURITY. It was moved by Council Member Perkins, seconded by Council Member McCarthy and unanimously carried to waive further reading and adopt. City Council Minutes 05/27/03 -6- IIt: ;; TJ ! ! 014490 OTHER BUSINESS - Council Members Comments Council Member Bayer congratulated her two appointments to the Emergency Preparedness Committee, Lee Ann Sears and Linda Malme, for recently completing the Citizens Emergency Response Team (CERT) training given by the Downey Fire Department. Council Member Perkins congratulated his son Greg for cornpleting his lst four years of medical school at USC. Council Member Perkins announced that he had attended the Downey Cemetery Memorial Day event and also in attendance were Cemetery Board members Diane Boggs, Kenneth Beckner and Dr. Gary McCaughan. He mentioned that the Calvary Chapel Band under the direction of Cliff Brand performed and Dr. McCaughan read the History of Taps at the ceremony. Council Member McCarthy announced that he had also attended the Memorial Day services at the Cemetery and suggested that the story of Taps be published in the next Community Calendar. Council Member McCarthy also announced that he had attended the Public Works Department Pancake Breakfast which recognized Public Works employees. Mayor Pro Tempore Cartozian announced that he had attended the recent Public Works Pancake Breakfast as well as the dedication of the Steve Horn Center at Cal State Long Beach. Mayor Pro Tempore Cartozian also announced that he had participated in a Stonewood Scholarship review for a $10,000 scholarship which was presented to a student from Paramount High School. Mayor Pro Tempore Cartozian announced that we will be adjourning tonight in memory of Dr. Phil Jones a former principal of Downey High School the principal while he attended that High School. Mayor Pro Tempore Cartozian recognized his father, Fred Cartozian, in attendance in the audience; and also Jacqueline, a student from San Pedro High School who is observing the meeting tonight. Mayor Trejo announced the recent ribbon-cutting and grand opening of Home Town Buffet. Mayor Trejo thanked Conununity Services Director Kehoe and Recreation Supervisor Kevin Ellis for setting up the Mayor’s Athletic Excellence Award; and also Vanessa Roj as from Economic Development for providing the tour of former NASA property to see the various movie sets. OTHER BUSINESS - Staff Members Commentt City Manager (.-aton arulounced that through the efforts of local Congresswoman Lucille Roybal-.Allard, every member of the California delegation is now co-sponsoring a Con©essional Resolution of Recognition and Support for the Columbia Memorial Space Learning Center on the former NASA site. City Council Minutes 05/27/03 -7- 014497 City Manager Caton requested that the City Council reconvene to Closed Session at the end of the Regular City Council meeting. The meeting recessed at 9:02 p.m. and reconvened at 9:44 p.m. with all Council Members present.
