The City Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:30 p.m., May 13, 2003, in the Council Chamber of the Downey City

APPROVAL OF CLOSED SESSION MINUTES
It was moved by Council Member/Commissioner Perkins, seconded by Council Member/-
Commissioner McCarthy, and unanimously carried to approve the Closed Session Minutes of April
22, 2003 with a correction to reflect that Council Member/Commissioner McCarthy was
present rather than absent.
RECESS TO CLOSED SESSION
Mayor/Chairman Trejo announced the Council/Commission is recessing to Closed Session
(6:31 p.m.) to discuss matters under the authority of the following Sections of the Government Code:
1.SECTION 54956.8 – Conference with real property negotiator Darrell George re: City
property located at southeast corner of Second Street and LaReina Aveuue; negotiating
party: Sean Hashem; under negotiation: price and term of payment.

PRESENTATIONS
Mayor Trejo and Mayor Pro Tempore Cartozian presented to Jeff Tedford, Head Football
Coach of University of California at Berkeley, recently named PAC 10 Football Coach of the Year
and a 1979 Warren High School graduate, a Tile Plaque of Recognition for his achievements.
Mayor Trejo read and presented to Dwaylon Calhoun of the State of California
Employment Development Department a Proclamation declaring May, 2003 as Veterans
Appreciation Month in the City of Downey. Mr. Calhoun urged the Chamber of Commerce and all
businesses to “don’t forget, hire a Vet”.
Mayor Trejo read and presented to Downey Police Motor Officer Cpl. Rod McNeil, a
Proclamation declaring May, 2003 as Motorcycle Awareness Month in the City of Downey.

1.2003-2004 APPLICATION AND ACTION PLAN FOR COMMUNITY
DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP
GRANTS.
Mayor Trejo opened the Public Hearing at 7:50 p.m. City Clerk Midstokke affirmed receipt
of the Proof of Publication. It was moved by Mayor Pro Tempore Cartozian, seconded by Council
Member McCarthy and unanimously carried to receive and file. There was no correspondence
received on this matter.
A staff report including a Power Point presentation was presented by Housing Manager
Velasco. He explained that tonight’s item involves the Community Development Block Grant
(CDBG) and the Home Investment Partnership (HOME) grants from the U.S. Department of Housing
and Urban Development (HUD). Staff is recommending approval of the proposed Action Plan for
submission to HUD. These are entitlement grants that are available for a variety of community
development activities primarily involving home improvement, neighborhood improvement,
economic development, and improvement to community facilities and services.
As part of the application process, the City has already held one Public Hearing and three
community meetings. Several telephone calls have been received from the public and funding
requests from nine non-profit agencies. Several comments have been received and a summary of
those comments is included in the report on Attachment A.
Staff estimates that CDBG will receive $1,854,379 and Home Investment Partnership
5826,128 in allocations. These grant funds have restrictions and must be used primarily for low and
moderate-income residents. Staff is recommending funding distribution that is essentially a refunding
of programs approved last fiscal year. Four new projects have been added, including capital
improvement projects at Independence and Golden Parks, grant assistance to one new non-profit
service provider, and funding for a new City park on the former NASA property.
Mayor Pro Tempore Cartozian thanked staff for a well-written report, indicated he has
ongoing concern about how these monies are being used and that staff is always very responsive to
his questions and inquiries.
Council Member McCarthy indicated that he appreciated seeing the development of parks in
District One, which has very little green areas, and the development of a new park at the NASA site.
He also mentioned the active commitment of the City to work with Downey Unified School District
to improve circumstances for our children and the DUSD Grant and GRASP programs that are being
flmded at approximately $65,000 this year.
Council Member McCarthy inquired regarding a prior project involving picket fences through
the Neighborhood Preservation Program and whether this program could be revisited. He suggested
that the portion the homeowner has to pay could be amonized into payments over time.
Council Member Perkins inquired regarding the HUD loan of $2.5 Million. Mr. Velasco
responded that payment is guaranteed through future block grant allocations. $300,000 has been
reserved in the current program for potential payments should the loan occur as early as next year.

Council Member Perkins mentioned that Rio San Gabriel Park has a building whose roof
leaks and that the basketball courts are in such disrepair that they are not usable. Although HUD
monies can not be used for these repairs, he hopes that the City can obtain some other grant monies to
make these much needed repaifs. He also supports the monies in the CDBG budget that have been
allocated to improvements at Independent and Golden Parks.
Mayor Trejo asked if anyone from the audience wished to address this item.
Lennie Whittington, Downey resident, stated that the amount the City receives in CDBG
funds shows us why our Federal government is in such trouble today and is disappointed that the
suggestions he brought up never got any consideration.
There being no further speakers, it was moved by Council Member Perkins, seconded by
Council Member Cartozian, and so ordered to close the Public Hearing at 8:15 p.m.
In responding to Council Member McCarthy’s comments regarding the prior picket fences
project, Mr. Velasco stated that HUD has indicated that fences alone are not allowed; but had to be a
part of more substantial rehabilitation to the dwelling on the property, which are usually involving
correcting code violations and health and safety issues.
It was moved by Mayor Pro Tempore Cartozian, seconded by Council Member McCarthy and
unanimously carried to approve the 2003-2004 Action Plan, and authorize the City Manager to
submit the Action Plan, HUD Form SF-424, and grantee certifications to the U.S. Department
of Housing and Urban Development.

A staff report was presented by Public Works Director Alvarez explaining that this item is
regarding setting a speed limit for Firestone Boulevard. It is required that the City periodically
conduct engineering and traffic surveys in order to be able to enforce speed limits by the use of radar.
This survey is for the entire length of Firestone Boulevard from the western edge of the City to the
eastern edge. The results of the study indicate that the speed limit for the entire length of the street
should be 35 m.p.h.. The current speed limits are 40 m.p.h. in some segments and 35 m.p.h. in
others. Mr. Alvarez concluded that we have more traffic now and it seems to be going slower.
Council Member McCarthy requested Mr. Alvarez to contact the cities of Norwalk and South
Gate regarding speed surveys they might have done along Firestone Boulevard. He also asked what
the cost of a survey like this is. Mr. Alvarez responded that the study is done with in-house staff, it
varies from street to street and he will get back with the cost.
Mayor Trejo inquired whether there have been studies on Florence Blvd. and Imperial
Highway and Mr. Alvarez responded yes, but he would have to get back with the exact status of those
studies. He indicated that they have to be done once every 7 years.
ORDINANCE NO.

The title of the Ordinance was read. It was moved by Mayor Pro Tem Cartozian, seconded by
Council Member McCarthy and unanimously carried, to waive further reading and introduce.
ADMINISTRATIVE REPORTS
19.RESCHEDULING OF CHAMBER OF COMMERCE STREET FAIRE.
A staff report was presented by City Manager Caton indicating that the Street Faire scheduled
for May 3, 2003 had been rained out and staff is recommending that the City Council authorize the
Mayor to work with the Chamber on a new date with the same terms and conditions as were applied
before
Council Member McCarthy suggested that a date to consider is the 4th of July weekend.
It was moved by Mayor Pro Tempore Cartozian, seconded by Council Member Perkins and
unanimously carried to authorize the Mayor to approve a new date subject to the terms and
conditions of the street closure permit approved by the City Council on March 11, 2003.

Maria Larkin, Downey resident and on behalf of the Chamber of Commerce, thanked the
Council for their decision tonight on the rescheduling of the Street Faire.
Kevin McDonald, representing the ARC, thanked the Council for their support of the Block
Grand funds this year, thanked Ed Velasco and his staff, and thanked everyone for their support of the
ARC Walk for Independence which had about 1300 participants this year.
Ed Fernandez, Ed’s Automotive in Downey, in complex on Bell£lower Blvd. just north of
Imperial Highway, and concerned about the new center median being installed on Bellflower Blvd.
which has closed off all 3 entrances to his complex.
Mayor Trejo requested Mr. Alvarez to respond. He indicated that the median design had
looked at all ofBellflower Boulevard and was set up to accommodate maximum amount of traffic on
the street. Mr. Alvarez indicated he could contact Mr. Fernandez to discuss this issue in more detail.
Randall Miller, Daymar Medical, located at comer ofBellflower Blvd. and Imperial Highway,
having the same access concerns as Mr. Fernandez.
Steve Bedrozian, smog testing shop, has same access concerns as Mr. Fernandez.

20.CASH CONTRACT #636 – RIO HONDO CLUBHOUSE PROJECT: AWARD A
CONTRACT IN THE AMOUNT OF $6,077,347 TO COMET ELECTRIC,
INC./CAPRI CONSTRUCTION INC. A JOINT VENTURE FOR THE
CONSTRUCTION OF THE RIO HONDO CLUBHOUSE PROJECT.
A staff report was presented by Public Works Director Alvarez. On March 25, 2003 plans and
specifications were approved and the subsequent notice inviting bids requested contractors submit
bids for construction of the clubhouse consisting of a base bid and ten alternates. The primary
purpose of the alternates was to provide the City with flexibility in awarding the bid. During the
bidding permit 2 addendums were issued. The first one was a series of clarifications to details and
the second added an llth alternate which provided for a substitution of the original wood ceiling with
a less expensive modular wood ceiling.
On May 1, 2003 the City received 7 bids and the low base bidder is Comet Electric Inc./ Capri
Construction, Inc. a joint venture. The recommendation is to award the base bid plus alternate No. 1
which is the kitchen.
Mr. Alvarez noted that the City did receive a protest from the 3rd lowest bidder, KPRS,
asking that the low bidder and the 2nd low bidder be disqualified and there has been a memorandum
prepared giving the background of that protest. It has been found that there is no significant basis for
the protest.
It was moved by Council Member Perkins, seconded by Council Member McCarthy and
carried unanimously to award a contract in the amount of $6,077,347 to Comet Electric/ Capri
Construction, a joint venture, for the construction of the Rio Hondo Clubhouse Project.

Council Member Perkins indicated that the reason for pulling this item was due to the fact that
the School Board just received voter approval to issue bonds and they are changing many of the
traffic routes to school as a result of the funding. He understands that they may be building an
administrative building on Paramount where the old tennis courts are currently located and he would

It was moved by Council Member Perkins, seconded by Council Member Bayer and
unanimously carried to continue this item to the next meeting.
Mayor Pro Tempore Cartozian stated that he thinks it is a good idea to check with the School
Board on their future plans, but that there is a great need for the signal due to major blind stops on
Downey Avenue.
5.PLANS AND SPECIFICATIONS AND GRANT AUTHORITY TO ADVERTISE FOR
BIDS ON THE CASH CONTRACT #640- FIRE STATION # 3 DORMITORY
ADDITION.
Council Member Perkins indicated that his reason for pulling the item was to congratulate
Fire Chief Sauter on an outstanding job getting Station No. 3 on Paramount Blvd upgraded. He also
mentioned the successful negotiations with Auto Zone for widening the driveway for the newer fire
equipment ingress and egress.
It was moved by Council Member Perkins, seconded by Mayor Pro Tempore Cartozian and
unanimously carried to approve plans and specifications and grant authority to advertise for bids
on the cash contract #640 – Fire Station #3 Dormitory Addition.
OTHER BUSINESS - Council Members Comments
Council Member Perkins recognized the recent KidsDay and the event at the Downey Theater
attended by approximately 175 students and he congratulated Bonnie Kehoe, Director of
Community Services for a job well done. He also complemented the Fire Department for moving
all of their equipment to the park this year for their related events.
Mayor Pro Tempore Cartozian recognized that April 24th was Armenian Martyrs Day
commemorating the 88th year of the genocide of Armenians in the region known as Eastern Anatolia.

Mayor Pro Tempore Cartozian announced he had attended, with the Mayor, St. Mathias High
School Blue Ribbon Award commemoration .
Council Member McCarthy announced he had attended last night’s PTA Awards to Senior
High School Students with his daughter Amina graduating from Warren High School as a Seal
Bearer and a winner of a PTA Award.
He also attended KidsDay with the Mayor and complimented Community Services on an
event well done. The Sussman Middle School Jazz Band had an amazing performance.
He commended the Community Services and Public Works Departments for the recent
addition of trash enclosures at several local parks.
He also mentioned the parking limitations approved tonight on SEAACA Street which
will help the adjoining business and thanked staff and Traffic Commission for addressing this issue.
Mayor Trejo announced that he attended the KidsDay ceremony and commended Bonnie
Kehoe, Director of Community Services for all the hard work. He feels this is a nice way for the City
to positively recognize achievements and hard work by the youth in our community.
OTHER BUSINESS - Staff Members Comments
City Manager Caton announced that Wendy Doty has been appointed as the new
Superintendent of the Downey Unified School District, welcomed her back to the District and is
looking forward to working with her.
