SEPTEMBER 26, 2006
The City Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:31 p.m., September26, 2006, in the Council Chamberof the
Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor/Chairman Meredith H.
Perkins presiding.

APPROVAL OF CLOSED SESSION MINUTES
It was moved by Mayor Pro Tem/Vice-Chairman Trejo, seconded by Council
Member/Commissioner Bayer, and unanimously carried (3/0) to approve the Closed Session
Minutes of September 12, 2006.
RECESS TO CLOSED SESSION
Mayor/Chairman Perkins announced the Council/Commission is recessing to Closed
Session (6:32 p.m.) to discuss matters under the authority of the following section of the
Government Code:
1. Government Code Section 54956.9(c) – Conference with legal counsel – anticipated
litigation. Initiation of litigation – one potential case.
2. Government Code Section 54957.6 – Conference with labor negotiator Lee Powell re:
direction for labor negotiations with Downey Firemen’s Association.
RECONVENED
The meeting reconvened in Open Session at 7:32 p.m. noting the absence ofCouncil
Member Gafin. There were no actions to report.

The City Council of the City of Downey held a Regular Meeting at 7:35 p.m., September 26,
2006, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Meredith H. Perkins presiding

PRESENTATIONS:
Mayor Perkins presented a Proclamation declaring September 22-28 as Childhood Injury
Prevention Week
Mayor Perkins presented a Proclamation declaring the month of September as National
Preparedness Month.
Mayor Perkins presented the Mayor’s Soaring Eagle Award to Sandy Romsri, ASPIRE
Recreation Coordinator.
PUBLIC HEARINGS:
1.APPROVED ASSESSMENT OF A LIEN TO RECOVER THE CITY’S COSTS INVOLVED IN
THE ABATEMENT OF A PUBLIC NUISANCE AT 8150 GALLATIN ROAD: Public Works.
Mayor Perkins opened the Public Hearing at 7:45 p.m. City Clerk Midstokke affirmed
receipt of the Proof of Publication. It was moved by Mayor Pro Tem Trejo, seconded by Council
Member Cartozian and so ordered to receive and file.

Public Works Director Alvarez noted that this property had been in disrepair to the point of
having potential safety hazards and mosquito breeding grounds. The owner has been notified
through Code Enforcement to clean up the violations and has not. Public Works crews cleaned up
the property and notified the owner of reimbursing the City’s costs. There has been no response
from the owners so staff is requesting the assessment of a lien against the property to recover the
costs in the amount of approximately $4,434.76.
There being no one coming forward to speak, it was moved by Council Member Cartozian,
seconded by Mayor Pro Tem Trejo and so ordered to close the Public Hearing the time being 7:48
p.m
Council Member Cartozian stated that the City had incurred costs enforcing the City’s Codes
and should not be at the tax-payers expense, but the property owners and he fully supports the
assessment.
It was moved by Mayor Pro Tem Trejo, seconded by Council Member Bayer and
unanimously carried (4/0) to approve the assessment of the lien.
NON-AGENDA PUBLIC COMMENT:
Paul Orloff spoke regarding the ability of the City to force people to contract with Calsan for
trash pick up and suggested that Code Enforcement personnel receive specialized training.
Richard Pridham, resident of Downey, spoke regarding unfinished construction items
regarding the Lakewood Boulevard improvement project and other Code Enforcement issues
including the southwest corner of Firestone and Lakewood Boulevards and Firestone Boulevard
west of Albertsons.
OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items:
Mayor Pro Tem Trejo displayed a flyer and announced a special showing of the movie Santa
Clause Ill at the El Capitan Theatre on November 3'd, noting the movie includes several child actors
from the City of Downey; and requested that future budget considerations include a program for high
school students to work at local businesses in professional career areas.
Council Member Bayer thanked her appointees for attending tonight: Lee Ann Sears of the
Emergency Preparedness Committee and Fay Campbell of the Water Facilities Corporation;
announced that she had attended an 1-710 meeting on September 14, the Chamber of Commerce
Back to the Fifties musical on September 16, a Southeast Los Angeles County Workforce
Investment Board (SELACO WIB) meeting on September 19, and a fundraiser for the Gauldin
Dolphins at Rubios restaurant on September 21.
Council Member Cartozian indicated that he also attended the fundraiser for the Gauldin
Dolphins; announced that on Thursday the Downey School District will be dedicating a new building
E at Lewis Elementary School, that on October 21 ;t there will be annual Walk the Talk event against
child abuse, with registration at 8:00 a.m. at the First Baptist Church; announced that he had
attended the annual fashion show fundraiser for the Downey Museum of Art; noted the recent
passing of Ralph Santarpia, a noted longtime member of the Downey Chamber of Commerce; noted
that Jerry Brady is retiring as longtime Advertising Director for the Downey Patriot; and announced
that Kevin Hobbensiefken, AP History teacher and head varsity basketball coach at Warren High
School has been awarded the Instructor of the Year Award from the Los Angeles Office of
Education

Mayor Perkins noted that Council Member Gafin had also attended the fundraiser for the
Dolphins at Rubios; recognized his son Jeff and appointee/City Council Candidate for District 2,
Mario Guerra, in the audience tonight; noted that Development Services Director Linda Haines
recently celebrated a birthday; noted the lack of filming activity at the Downey Studios and other
related issues; noted that he has had the pleasure to attend ceremonies for four Eagle Scout
awards, all from Downey Troop number two and pointed out that the latest award was given to
Xavier Francisco Ovando, who then immediately enlisted in the United States Marines; and noted
that last night he attended the Masons Metro Lodge 2006 Community Leadership Awards which
were presented to City Manager Gerald Caton; Chief of Police Roy Campos; Fire Engineer Frank
Culhno and Firefighter/Paramedic Jorge Villanueva.
STAFF MEMBER COMMENTS:
City Manager Caton noted that successes he has experienced as the City Manager of
Downey are due to the support of the City Council and the hard work of the City employees.
CONSENT CALENDAR:
It was moved by Mayor Pro-Tem Trejo, seconded by Council Member Bayer, and
unanimously carried (4/0) to approve the Consent Calendar items as recommended:
2.APPROVED CITY COUNCIL MINUTES: Adjourned and Regular Meetings September 12,
2006: City Clerk.
3.APPROVED WARRANTS ISSUED: Nos. 216560 – 216908; Wire Nos. 30001295-
30001302; in the total amount of $ 2,838,784.77: Finance.
4.SET PUBLIC HEARING FOR OCTOBER 10. 2006 FOR CONSIDERATION OF ADOPTION
OF A RESOLUTION APPROVING AN AMENDMENT TO THE CITY-COUNTY
AGREEMENT, WHICH RAISES HAZARDOUS MATERIALS PENALTY FEES, FOR
ADMINISTRATION OF THE UNIFIED HAZARDOUS WASTE AND MATERIALS
MANAGEMENT REGULATORY PROGRAM: Fire.
5.ADOPTED RESOLUTION NO. 06-6945, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY APPROVING A RELOCATION PLAN FOR LAKEWOOD BOULEVARD
IMPROVEMENTS, PHASE IC: Public Works.
ADMINISTRATIVE REPORTS:
6. RECEIVED AND FILED USED OIL BLOCK GRANT ANNUAL REPORT: Public Works
City Manager Caton noted that the City receives state funding every year to enhance the
Used Oil Block Grant and this past year received $39,000. The funds are used to promote oil
recycling in the City through advertisement, a quarterly newsletter, the annual City Calendar contest
for local elementary students and community outreach programs.
There being no further discussion, it was moved by Mayor Pro-Tem Trejo, seconded by
Council Member Cartozian and unanimously carried (4/0) to receive and file the report.

Ann Reider, longtime Downey resident.
