SEPTEMBER 12, 2006
The City Council/Community Development Commission of the City of Downey held an
Adjourned Regular Meeting at 6:30 p.m., September 12, 2006, in the Council Chamber of the
Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor/Chairman Meredith H.

APPROVAL OF CLOSED SESSION MINUTES
It was moved by Council Member/Commissioner Gafin, seconded by Council
Member/Commissioner Bayer, and unanimously (4/0) carried to approve the Closed Session
Minutes of August 22, 2006.
RECESS TO CLOSED SESSION
Mayor/Chairman Perkins announced the Council/Commission is recessing to Closed
Session (6:31 p.m.) to discuss matters under the authority of the following section of the
Government Code:
1. Government Code Section 54956.9(c) – Conference with legal counsel – anticipated
litigation. Initiation of litigation – one potential case.
2. Government Code Section 54957.6 – Conference with labor negotiator Lee Powell re:
direction for labor negotiations with Downey Firemen’s Association.

The City Council of the City of Downey held a Regular Meeting at 7:32 p.m., September 12,
2006, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, Mayor Meredith H. Perkins presiding.

PRESENTATIONS:
Community Services Director Phillips introduced Nancy Messineo, the new City Librarian.
Mayor Perkins presented a Proclamation declaring the month of September as National
Literacy Month to Theresa Gallagher, literacy tutor, and Nick Fiorillo, literacy student.
PUBLIC HEARINGS: None
NON-AGENDA PUBLIC COMMENT:
Lennie Whittington, resident of Downey, stated that people should not be afraid of their
government, the government should be afraid of the people.

OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items:
Council Member Gafin introduced Chamber of Commerce Director Gwynn Gustafson present
in the audience; announced that the Chamber is hosting a performance of Captain Cardiac and the
Coronaries at the Downey Theatre Saturday; announced that the Chamber’s City Affairs Committee
will be meeting on Wednesday with Fire Captain Darren Moon speaking on emergency
preparedness; and announced that the Police Department is having a community outreach event on
Washburn Road on Saturday.
Mayor Pro Tem Trejo expressed that he was honored to participate in the ribbon cutting at
the Grand Opening of Macy’s along with Council Member Bayer; and that he had attended the
opening day of Downey American Youth Soccer Organization (AYSO) at Griffiths Middle School.
Council Member Bayer thanked her three commissioners for attending tonight: Robert
Goldstein of Art in Public Places Committee; Lee Ann Sears of Emergency Preparedness
Committee; and Fay Campbell of the Water Facilities Corporation; thanked her mother Anna for
attending tonight; requested that the five new Police Officers be introduced at a City Council
Meeting, perhaps leading the Pledge of Allegiance; announced that she had attended a Southeast
Area Animal Control Authority (SEAACA) meeting on August 24th; and announced that Citizens for
Downey will be meeting Wednesday morning at the Rio Hondo Event Center.
Council Member Cartozian announced that he had also attended the opening day of AYSO
which included all the players (approximately 1600), ages 4 through 18 of Region 24; and introduced
Lucy Aguero and her assistant Hank who presented pins to the Council and explained about the
organization.
Mayor Perkins noted that Council Member Gafin recently celebrated a birthday; announced
that City Clerk Midstokke had recently attained the 1 st level membership in the Master Municipal
Clerk Academy and commended her efforts; announced that he had attended the 2-d annual Blue
Mass at Our Lady of Perpetual Help Church which honored the Police and Fire Departments in
recognition of the September 1 1 th tragedy; recognized the Herald American reporter Arnold Adler
and thanked him for his services and copies of photographs; recognized and thanked Henry
Veneracion, reporter for the Downey Patriot; recognized Robert Rubio, City Council Candidate for
District Two, in the audience; and thanked his friend Irene and son Jeff for attending tonight.

It was moved by Council Member Gafin, seconded by Council Member Bayer, and
unanimously carried to approve the Consent Calendar items as recommended:

PARKING SPACES FOR TROPIC BIONICO JUICE BAR. LOCATED AT 11126 DOWNEY

13.RECEIVED AND FILED SPECIAL REPORT ON COUNTYWIDE POLICE AND FIRE RADIO
SYSTEM: Fire.
Fire Chief Sauter and Police Chief Campos presented a Power Point presentation explaining
the Regional Interoperability Steering Committee (RISC) that was formed to evaluate and determine
whether or not a Countywide radio system is feasible. This would allow for better communications
between agencies during emergency situations. They outlined the current elements of each
department’s radio services, the problems and proposed solutions for converting to a Countywide
system
Mayor Perkins asked for reassurance that the equipment purchased would be useable by
staff and that they receive proper training.
It was moved by Council Member Cartozian, seconded by Council Member Gafin and
unanimously carried to receive and file.

ADJOURNMENT: 8:17 p.m.
The meeting adjourned to 6:30 p.m. September 26, 2006 in memory of the five-year
anniversary of the 9/1 1 terrorist attack against our Country where Dr. Leslie Whittington, her
husband Charles and their two young daughters Dana and Zoe, the niece and family of
longtime Downey resident Lennie Whittington, perished on American Airlines Flight 77 at the
Pentagon.
