MINUTES OF THE CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING APRIL 25, 2006 The City Council/Community Development Commission of the City of Downey held an Adjourned Regular Meeting at 6:30 p.m., April 25, 2006, in the Council Chamberof the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor/Chairman Meredith H. APPROVAL OF CLOSED SESSION MNUTES It was moved by Council Member/Commissioner Cartozian, seconded by Council Member/Commissioner GaIn and unanimously carried (4/0) to approve the Closed Session Minutes of April 11, 2006. RECESS TO CLOSED SESSION Mayor/Chairman Perkins announced the Council/Commission is recessing to Closed Session (6:31 p.m.) to discuss matters under the authority of the following sections of the Government Code: 1.Government Code Section 54957.6 – Conference with labor negotiator Lee Powell re: direction for labor negotiations with Downey Firemen’s and Fire Management Associations. Midstokke, City Clerk Lee Powell, Assistant City Manager Desi Alvarez, Public Works Director Roy Campos, Police Chief Linda Haines, Development Services Director John Michicoff, Finance Director Thad Phillips, Community Services Director Scott Pomrehn, Assistant to the City Manager Jeff Turner, Battalion Chief John Godlewski, City Planner Susan Domen, Secretary to the City Clerk PRESENTATIONS: Mayor Perkins presented the Mayor’s Soaring Eagle Award to Phil Cokkinos, Maintenance Worker II, Public Works. Bill May, Pasadena Tournament of Roses, presented a portrait of Downey Rose Float Associations 2006 Float entry to Mayor Perkins. Mayor Perkins proclaimed May 13, 2006 as Kids Day “Shaping a Healthy Future for Downey’s Youth”. Mayor Perkins proclaimed April 23 through April 30, 2006 as Holocaust Annual Days of Remembrance. Mayor Perkins proclaimed the month of May as Motorcycle Awareness Month. Community Services Director Phillips recognized John Rodriguez, Rio Hondo Golf Course Superintendent, recipient of “2005 Superintendent of the Year Award for a Public Golf Course”, given by Golf Course Superintendent Association of Southern California. City Council Minutes 04/25/06 -1- Community Services Director Phillips recognized Community Services Department staff Sheila Pautsch and Rachel Palmer for their award from the California Parks & Recreation Society, Youth Development Category, for Adventure Day Camp. PUBLIC HEARINGS: None NON-AGENDA PUBLIC COMMENT: Lee Ann Sears, resident of Downey, announced the upcoming Fire Expo on Saturday, Apri 29 from 9:00 a.m. to 2:00 p.m. in the parking lot between All American Home Center and Home Depot Lennie Whittington, resident of Downey, showed a poster that the Police Department is using for recruitment of new officers and commended the department for their efforts. Richard Pridham, resident of Downey, praised the employees/contractors that received recognition from outside organizations for the services; reflected on the Holocaust and other injustices; noted a tree was missing near the front of City Hall; noted unfinished items on the Lakewood Boulevard improvement project; and noted that more business licenses fees can be collected Kathy Pendergrass, resident of Downey, noted that she is concerned regarding gang activity in her neighborhood and asked for assistance to address the problem. OTHER BUSINESS – Council Member Announcements or Requests for Future Agenda Items: Mayor Pro Tem Trejo requested a meeting with Keep Downey Beautiful to discuss planting trees on Paramount Boulevard in front of Warren High School. Council Member Bayer recognized in the audience, Lee Ann Sears of the Emergency Preparedness Committee and Robert Goldstein of the Art in Public Places Committee; and noted that she had attended the Kaiser medical facility grand opening Council Member Cartozian noted that he attended the Downey Council PTA Helps awards ceremony, the East Middle School Healing Field ceremony, and the presentation of the Coral Leadership Group award to Supervisor Don Knabe; noted that there will be a follow-up meeting on May 10th regarding the anti-graffiti programs; and distributed a picture of a proposed archway for the entrance to Downtown Downey at Firestone Boulevard requesting an update on this proposal. Mayor Perkins noted that he had attended the Healing Field ceremony, which is sponsored by the Exchange Club Family Support Center, and placed a flag in the field in memory of a deceased infant. ADMINISTRATIVE REPORTS: 8.INTRODUCED AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 3186 OF THE DOWNEY MUNICIPAL CODE RELATING TO SPEED LIMITS FOR BROOKSHIRE AVENUE: Public Works. Public Works Director Alvarez presented a report explaining that the City must conduct speed surveys on a routine basis and adjust speed limits accordingly to be able to enforce radar speed monitoring. Brookshire Avenue was broken into eight segments and of those eight, five will maintain the current posted speed limit; however, three segments need to have increased limits. City Council Minutes 04/25/06 -3- Mayor Pro Tem Trejo inquired as to the time period for the collisions shown in the report and was told it is five years. He then asked if the reasons for the collisions were known and if they were in the intersections or other segments of the road. City Manager Caton noted that this is the introduction of the Ordinance and instructed Director Alvarez to provide that information at the next meeting Council Member Cartozian noted that the new light at Downey Regional Medical Center should help cut down on the speeds between Alameda Street and Firestone Boulevard as it provides a break in traffic. It was moved by Council Member Cartozian, seconded by Mayor Pro Tem Trejo and unanimously carried to introduce the Ordinance.
