MINUTES OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF DOWNEY REGULAR MEETING MAY 8, 2007 The Community Development Commission of the City of Downey held a Regular Meeting at 38 7: p.m., May 8, 2007, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Chairperson Rick Trejo presiding. PRESENT: Commissioners: Rick Trejo Chairperson David R. Gafin Vice-Chairperson Kirk O. Cartozian Anne M. Bayer Mario A. Guerra ALSO PRESENT: Gerald M. Caton, Executive Director Charles S. Vose, City Attorney/Economic Development Director Lee Powell, Assistant City Manager Joyce E. Doyle, Acting Secretary Scott K. Pomrehn, Assistant to the City Manager Desi Alvarez, Public Works Director Roy Campos, Police Chief Linda Haines, Development Services Director Thad Phillips, Community Services Director Mark Sauter, Fire Chief Mike Larnard, Acting Building Official Maurina Lee, Finance Manager Collette Fowler, Assistant Supervisor Ed Velasco, Housing Manager Susan Domen, Secretary to the City Clerk Invocation The was delivered by Associate Pastor Jason Jenkins, Trinity Baptist Church. Flag Salute The was led by Mayor Pro Tem David Gafin. CONSENT CALENDAR – ITEMS FOR REMOVAL: 3. APPROVE ACQUISITION OF MULTI-FAMILY RESIDENTIAL PROPERTY LOCATED AT 9303 ELM VISTA DRIVE FOR $1,050,000: Development Services. This item was pulled by Vice-Chairperson Gafin and is listed under Other Business below. CONSENT CALENDAR It was moved by Commissioner Cartozian, seconded by Vice-Chairperson Gafin, and approve the remainder of the Consent Calendar unanimously carried to items as recommended: -1- Community Dev. Comm. Minutes 05/08/07 1. APPROVED COMMISSION MINUTES: Adjourned Meeting April 19, 2007 and Regular Meeting April 24, 2007: Secretary. 2. APPROVED WARRANTS ISSUED: (See City Council Warrant Register): Finance. OTHER BUSINESS: CONSENT CALENDER – ITEMS REMOVED BY COMMISSION APPROVAL: 3. APPROVED ACQUISITION OF MULTI-FAMILY RESIDENTIAL PROPERTY LOCATED AT 9303 ELM VISTA DRIVE FOR $1,050,000: Development Services. Vice-Chairman Gafin noted that this is an existing high density area and asked if the property would be maintained at the 4 existing units or less and was informed that it would stay the same. Guy Sterner, President of the Project Area Committee (PAC), stated that the PAC supports the purchase of this property and is recommending that the property be used for single-family homes available to all citizens regardless of economic status. He presented to Chief Deputy City Clerk Doyle copies of a statement of support for this property acquisition for distribution to the Commission. It was moved by Vice-Chairperson Gafin, seconded by Commissioner Bayer and unanimously approve the acquisition. carried to The meeting recessed at 7:45 p.m. PUBLIC COMMENT reconvened The meeting for Public Comment at 8:26 p.m., with all Commissioners present, recessed (see Public Comment under Regular City Council Meeting) and at 8:43 p.m. reconvened The meeting at 9:35 p.m. with all Commissioners present.
