INDEPENDENT CITIZENS' OVERSIGHT COMMITTEE PURPOSE To review on a quarterly basis the City's expenditure of revenues generated by Measure S. Recommend the adoption, amendment or repeal of personnel Rules and Regulations. Make any investigation upon request by the City Council concerning the administration of personnel in the municipal service. Hear appeals of any officer or employee under the personnel system, who is suspended, demoted or removed. Members receive $18 per meeting.
