Deputy City Manager Livas gave a Power Point presentation indicating that over the last several months City staff has been negotiating with Raul Porto, President of Porto’s Bakery of Downey, Inc., which has resulted in the proposed Owner Participation Agreement before the Commission tonight. The OPA requires that there be forty full-time jobs and that the bakery stays in business for a minimum of five years. The Commission provides $750,000 in economic development incentives. Mr. Livas continued that this project is expected to bring in about 2,000 people on a daily basis to the downtown Downey area and represents an important step towards the goal of making the downtown a viable and active gathering place of the community.
