A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
EXPANDING EXISTING RESIDENTIAL PREFERENTIAL PARKING DISTRICTS
ON CORRIGAN AVENUE AND BUCKLES STREET
WHEREAS, the City Council adopted Ordinance No. 18-1402 on November 13, 2018
establishing a program for residential preferential parking districts and codified that program in
Downey Municipal Code ("DMC") section 3199.6; and
WHEREAS, the City Council established parking districts on both sides of the11700-
11800 blocks of Corrigan Avenue between Stewart & Gray Road and Buckles Street and the
9010-9060 block of Buckles Street between Lakewood Boulevard and Bellflower Boulevard; and
WHEREAS, on August 8, 2023, the City Council held a duly noticed public hearing in the
Council Chambers of the City Hall at 11111 Brookshire Avenue, Downey, California, to fully
consider all oral and written testimony and facts and opinions regarding an ordinance amending
DMC section 3199.6 to establish a pilot program that allows existing residential preferential
parking districts to be expanded; and
WHEREAS, the notice for the public hearing was published in the Downey Patriot on July
27, 2023; and
WHEREAS, pursuant to DMC section 3199.6, as amended by the ordinance, the City
Council desires to expand the Corrigan Avenue and Buckles Street districts, to take effect upon
the effective date of the ordinance; and
WHEREAS, having further considered all of the oral and written evidence presented to it
before and at the public hearing, the City Council of the City of Downey finds, determines and
declares that adoption of this resolution is statutorily exempt from review under the California
Environmental Quality Act ("CEQA") pursuant to Section 15301 (Existing Facilities) because the
actions identified in the ordinance are limited to the permitting and minor alteration of existing
facilities. Alternatively, the adoption of this resolution is exempt from CEQA because it can be
seen with certainty that there is no possibility that the activity in question may have a significant
effect on the environment. (State CEQA Guidelines, § 15061(b)(3).)
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council adopts all above recitals as findings and incorporates them
by reference.
SECTION 2. The City Council has carefully considered the facts and evidence presented
with this resolution and finds that the expansion of the following residential preferential parking
districts meets the criteria in DMC Section 3199.6(e)(2) as follows:
(i) On -street parking relief is needed for inhabitants of such residential neighborhoods
which have become impacted due to overflow parking from nearby uses.
The residential properties located along the west side of the 11700 block of
Bellflower Boulevard between Stewart have become impacted in terms of on -street
parking due the lack of on -street parking on the west side of Bellflower Boulevard as well
as the recent establishment of preferential parking districts on the 11700-11800 blocks of
Corrigan Avenue between Stewart & Gray Road and Buckles Street and the 9010-9060
block of Buckles Street between Lakewood Boulevard and Bellflower Boulevard.

(fi) The existing district has sufficient capacity to include additional single-farnilyA
residential properties.
a) The Corrigan Avenue residential preferential parking district has a total of
36 on -street parking spaces and a total of 25 permits have been sold to
date during Fiscal Year 2023-24, resulting in a surplus of 11 on -street
parking spaces.
The Buckles Street residential preferential parking district has a total of 18
on -street parking spaces and a total of 18 permits have been sold to date
during Fiscal Year 2023-24, resulting in a surplus of 24 on -street parking
spaces.
SECTION 3 . The City Council of the City of Downey hereby adopts the findings set forth
'ierein and, upon t he effective date of the ordinance, approves the expansion of the proposed
preferential parking districts as follows:
(i) The Buckles Street Residential Preferential Parking District is hereby expanded IM
also include the properties located at 11715, 11719, 11723 and 11729 Bel/f/owi
Boulevard.
(ii) The Corrigan Avenue Residential Preferential Parking District is hereby expan
to also include the properties located at 11751 and 11755 Belfflower BoulZal
and 9119 Stewart & Gray Road.
SECTION 4. This resolution shall take effect only upon the adoption and effective date of
*rdinance No. 23-1508. In the event that Ordinance No. 23-1508 is not adopted or does not take
effect, this resolution shall be void and of no effect.

SECTION 6. The preferential parking districts, as amended by this resolution, may be
terminated by resolution of the City Council through a noticed public hearing upon receipt and
verification of a petitioned signed by a majority (50% plus one) of the property owners within an
established district. Such determination shall be based upon a finding that the conditions set forth
in the establishing resolution no longer exist or have diminished to such extent that the
continuation of the district is unnecessary.
