A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
PROCLAIMING AN END TO THE LOCAL EMERGENCY REGARDING NOVEL
CORONAVIRUS (COVID-19)
WHEREAS, pursuant to Article II, Chapter 4, Part 4 of the Downey Municipal Code,
Section 2434(a)(1) and Government Code Section 8630(a), the City Manager acting as the
Director of Emergency Services is authorized to proclaim the existence or threatened existence
of a public emergency when the City is affected or likely to be affected by a public calamity and
the City Council is not in session;
WHEREAS, the novel coronavirus (COVID-19) is a respiratory disease that may result in
serious illness or death and is easily transmissible from person to person and poses conditions
of extreme peril to the public health and safety of persons; and
WHEREAS, on January 31, 2020, the United States Department of Public Health and
Human Services Secretary Alex Azar declared a public emergency for COVID-19 beginning on
January 27, 2020; and
WHEREAS, on March 4, 2020, Governor Gavin Newsom declared a state of emergency
in the State of California due to the number of confirmed cases of COVID-19 in the State; and
WHEREAS, on March 4, 2020, Los Angeles County declared an emergency due to the
number of confirmed cases of COVID-19 in the County, thus enabling Los Angeles County to
take extraordinary measures; and
WHEREAS, on March 11, 2020, the World Health Organization declared the COVID-19
outbreak a global pandemic; and
WHEREAS, on March 18, 2020, the City Manager acting as the Director of Emergency
Services proclaimed the existence of a Local Emergency within the City of Downey; and
WHEREAS, the Local State of Emergency and associated actions were designed to
assist in a coordinated public health response to reduce transmission and illness severity,
provide assistance to health care providers, coordinate and mitigate public services that may be
disrupted from this emergency, and mitigate any other effects of this emergency on City
residents;
WHEREAS, since that time, vaccines against COVID-19 have been developed, tested,
approved, and implemented on a wide scale;
WHEREAS, over 81 million vaccines have been administered in California, with 85
percent of the population receiving at least one dose;
WHEREAS, the California Department of Public Health continues to estimate capacity
for additional vaccinations to be at least 200,000 vaccinations per day;
WHEREAS, State and Center for Disease Control guidance provide that anyone aged
six months and older can get vaccinated against COV1D-19;

WHEREAS, California's COVID-19 death rate is the lowest among large states;

WHEREAS, the Governor terminated the statewide COVID-19 State of Emergency will
on February 28, 2023;
WHEREAS, the Los Angeles County Board of Supervisors terminated the countywide
State of Emergency on March 31, 2023;
WHEREAS, the City Council desires to end the Local State of Emergency, given that
precautions against the spread and transmission of Covid-19 have been implemented by the
City including; installing clear barriers at service counters in City Hall; providing business
assistance grants to those affected by COVID-19 closures; providing online resources to the
community through the City's website; providing personal protective equipment and supplies to
city facilities; and expanding remote services, such as project submission to the City's
Community Development Department.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The above recitations are true and correct.
SECTION 2. The City Council hereby proclaims that the Local State of Emergency has
ended on May 23, 2023; and
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
