School Damaris Pelayo, Dist. 1 - absent I. CALL TO ORDER Public Works Committee Chair Gendreau called the meeting to order at 4:03 P.M. II. FLAG SALUTE – Committee Member Montoya III. ELECTION OF OFFICERS: The nomination and election of Committee Chair and Vice-Chair were opened. Committee Member Fox was nominated and unanimously elected as Chair and Committee Member Christin was nominated and re-elected unanimously as Vice-Chair. Chair Fox thanked Committee Member Gendreau for her service. IV. CONSENT CALENDAR Committee Member Gendreau made a motion to approve the minutes of the September 15, 2022 meeting. The motion was seconded by Committee Member Tovar. The Minutes were approved as written, 6-3 with Committee Members Fox, Jones and Christin abstaining. V. OLD BUSINESS None. V. NEW BUSINESS 1. Request to Implement School Drop-off and Pick-up Zones in front of Rio Hondo Elementary School on the North Side of Muller Street between Rives Avenue and the West End of the School Campus MINUTES OF THE PUBLIC WORKS COMMITTEE October 20, 2022 Page 2 Mr. Norris reported that the City received a request from the principal of Rio Hondo Elementary School to consider the installation of a drop-off/pick-up zone along the north side of Muller Street in front of Rio Hondo Elementary School campus during the morning arrival and afternoon dismissal times. Currently, there is no parking restriction along this portion of Muller Street other than for street sweeping. Consequently, vehicles are parked on Muller Street with the exception of street sweeping day for extended periods, forcing parents and guardians to double-park on the street while dropping-off and picking-up their children from the school causing potential safety issues. Staff investigated and concluded that the implementation of two (2) drop-off/pick-up zones on the north side of Muller Street in front of the school campus would enhance safety and provide for the orderly movement of traffic. The first zone will be located west of the easterly driveway serving the school west of Rives Avenue extending 130 linear feet west and another drop-off/pick-up zone will be located at a point beginning at the westerly end of the school campus and extending 260 linear feet to the east. The drop-off/pick-up zones will be supplemented with signage prohibiting parking between the hours of 7:30 am to 9:00 am and from 2:00 pm to 3:30 pm on school days, motorists will be prohibited from parking in order to leave the curb open for parents and guardians to drop off and pick up students at the school. Upon approval of this proposal, a work order will be issued to the Maintenance Division to install the signs. All residents along the south side of Muller Street across from Rio Hondo Elementary School were notified of this proposal and were invited to attend today’s meeting to voice their opinion on the matter. Dr. Michael Williams, principal of the Rio Hondo Elementary School shared to the committee the challenges parents encounter on school days when it comes to traffic and double parking. He plans to hold a meeting with the parents next week regarding the proposal if approved. CM Montoya – inquired regarding early dismissal day. Dr. Williams responded that the school has early dismissal on Wednesdays and that the 2:00 – 3:30 pm time frame will also cover the early dismissal days. CM Jones – inquired if school staff are going to help direct traffic? Dr. Williams stated that he and his vice-principal will be helping out for the first two weeks during the transition. CM Fox - asked how would students find their ride? is there a certain area that they go to? Dr. Williams responded that the drop-off/pickup area will be directly in front of the campus which will be at the east end of the fence. CM Ezeh – once the proposal officially rolls out, what is the worst-case scenario that you foresee? Dr. Williams responded that the worst-case scenario would be a car that just sits there and is not moving, the school has a great partnership with Downey PD who is there at least twice a week and helps out with the enforcement. Parents will be informed of the new parking regulation and enforcement. CM Horn – will the parent get cited if they park their car to pick up their child? Mr. Norris responded that if necessary, to install a passenger loading zone or a time limited parking zone for that purpose. For instance, by law the parent/guardian have to walk the child in and out and sign for the child, they have no choice but to park their car on Muller Street for that purpose. MINUTES OF THE PUBLIC WORKS COMMITTEE October 20, 2022 Page 3 Committee member Tovar made a motion that the Public Works Committee approve a request to implement school drop-off and pick-up zones in front of Rio Hondo Elementary School on the north side of Muller Street between Rives Avenue and the west end of the school campus. The motion was seconded by Committee Member Christin. The vote was unanimously in favor thereof. VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. CM Gendreau – received a report regarding the repaving of Julius Street between Suva and Noreen, the street was just repaved in 2019 and is already cracking and that there is a dip at one section near the curb where water is ponding. Staff will investigate. 2. Chair Fox – noted the great job repaving Leeds Street. 3. CM Tovar - received a text from a resident on Dos Rios Road regarding a request for a street light and has not received any response from the City. Also, a curb that needs repair at the corner of Fostoria Street and Newville Avenue. Staff will investigate. VII. STAFF COMMUNICATIONS Updates were given on the following projects: 1. CIP 22-17 Residential Streets Pavement Rehabilitation Project, Area 8 – currently under construction. 2. CIP 22-18 - Residential Street Pavement Rehabilitation Project, Area 4 – currently under construction. 3. CIP 22-16 – Residential Street Rehabilitation Project, Area 2 – project is complete except asphalt paving. 4. CIP 22-03 – Alley Improvements on the north and south sides of Stewart & Gray Road – currently under construction. 5. CIP 23-01 FY 22-23 Miscellaneous Concrete, Dist. 4 – contract award pending 6. CIP 23-26 - Fire Station #4 Repairs and Reconstruction - will be awarded at the October 25th City Council meeting. 7. CIP 21-14 Cole Street Water Improvements Project, (Brookshire Avenue to Patton Road) – acceptance at the November 10th City Council meeting. 8. ADA Update – to be presented at the November 10th City Council meeting. 9. Third Street Water Improvement Project – (Paramount Blvd. – Civic Center Dr.) – going to City Council on November 10th for authority to bid. MINUTES OF THE PUBLIC WORKS COMMITTEE October 20, 2022 Page 4 10. CIP 22-20 to 22 – Residential Streets Pavement Rehabilitation Project Areas 3, 5 & 7 - under design 11. Final design of space shuttle exhibit building – to complete environmental document and design of actual building by March of 2023. Construction to start summer of 2023. IX. NEXT MEETING: November 17, 2022 The Public Works Committee meeting was adjourned at 4:43 P.M.
