DOWNEY CITY HALL 11111 Brookshire Avenue, Downey, CA 2nd Floor — HR Training Room 1. Called to order at 3 pm. 2. Present were Vice Chair Mario A. Guerra, Commissioners Carrie Uva, Donald E. La Plante, Michael Murray, Lee Squire, Assistant City Manager John Oskoui, Director of Finance Anil Gandhy and Management Analyst Juddy Montenegro. 3. Minutes from November 12, 2020 meeting were approved. Motioned by Commissioner La Plante and seconded by Commissioner Uva. 4. Measure S Updates were provided. • Director of Finance Gandhy discussed the Annual Comprehensive Financial Report (ACFR)-June 30, 2020 and gave financial updates. Project updates were provided by assistant City Manager Oskoui. ■ Director of Finance Gandhy said a link will be made available to view the ACFR on the City website. ■ Commissioner La Plante asked who provided the audit. Staff shared Lance, Soll & Lunghard, LLP (LSL) • Vice Chair Guerra asked which projects are still pending. Staff stated two fire stations, and parking structure. ■ Commissioner La Plante asked if the two fire stations were opened. Assistant City Manager Oskoui said yes. ■ A tour of the fire stations will be scheduled. • Commissioner Uva asked if Rio San Gabriel Park was part of the project. Assistant City Manager Oskoui said yes, and explained % is on landfill, provided a brief history, and explained an $8 million -dollar solution, and asked the committee what they thought was the best solution. • Assistant City Manager Oskoui provided a brief history of Wilderness Park. Commissioner Squire asked what the depth of the ponds are. Staff stated 16 feet. Commissioner Guerra asked what the life expectancy of the park is. Staff stated 40-50 years. Commissioner Squire asked about Wilderness Park funds. Director of Finance responded it is funded from Fund 35. • Assistant City Manager Oskoui said it was a good decision for the city to decide on bonds which the city received at a good rate, and said construction costs are expected to rise. 5. Public Comment • Resident Joey Martinez spoke about body shamming comments made during a city council meeting 6. Committee Member Comments Commissioner Squire asked if the auditors present the Comprehensive Annual Financial Report (CAFR). Director of Finance Gandhy said no. Commissioner Squire also asked if there is a separate spending audit, bylaws, additional procedures for the CAFR. Finance Director Gandhy responded there were no additional procedures for the CAFR. Vice Chair Guerra asked about November 2020. 7. Staff Comments • Assistant City Manager Oskoui thanked all those involved for the projects' success. 8. Adjourned at 4:02 pm
