CITY OF DOWNEY - PUBLIC WORKS COMMITTEE Regular Meeting August 18, 2022

I. CALL TO ORDER
Public Works Committee Chair Gendreau called the meeting to order at 4:05 P.M. II. FLAG SALUTE – Committee Member Fox III. CONSENT CALENDAR
Committee Member Montoya made a motion to approve the minutes of the July 21, 2022 meeting. The motion was seconded by Committee Member Ezeh. The Minutes were approved as written, 6-1 with Committee Member Horn abstaining.
IV. OLD BUSINESS None. V. NEW BUSINESS 1. Presentation of the FY 2022-23 Capital Improvement Program Mr. Norris gave a presentation on the FY 2022-23 Capital Improvement Program. Mr. Norris highlighted on recently completed projects, goals and funding (by source and category) for the streets, traffic safety, facilities, water and sewer and stormwater project categories. Other upcoming
projects were also discussed.

1. CM Montoya – asked for clarification on TDA Article 3 Funding. Mr. Norris responded that this program is the Transportation Development Act (TDA) which is funded through the State highway account and is distributed throughout L. A. County to the county and cities by the Metropolitan Transportation Authority (Metro) annually on a per-capita basis and can be used for non-motorized transportation purposes only. 2. CM Montoya – a) What are ways to report broken glasses, clean up, etc. Mr. Consunji responded that there are three ways to report these occurrences: 1) Downey App; 2) Call the City Maintenance Yard; 3) Service Request System.
b) Are the bike racks that would be added throughout the city more art-like as opposed to plain looking ones? Mr. Norris replied that bike racks should be functional
first, then artistic second. c) Solar panels - when batteries are full, does the excess energy go into the grid? Mr.
Consunji stated that any solar energy that is generated will be sent back to the grid and the City gets a credit back. 3. CM Ezeh – Reported that the ramp meter on southbound I-5 Freeway from Paramount Boulevard is not working. Staff will report issue to Caltrans. 4. CM Fox - Thanked staff on a job well done on Florence Avenue as well as Cecilia Street. 5. CM Tovar – When reporting requests through the Downey App, how long does it take to get a response? Mr. Consunji responded that once the repair work is done, staff will send a response through the app. It may take a day or so depending on the urgency of the request. STAFF COMMUNICATIONS
Updates were given on the following projects: 1. CIP 14-09 – Firestone Boulevard at Lakewood Boulevard Intersection Improvement Project –
City Council approved authority to bid the project (August 9th City Council meeting). 2. CIP 22-03 – Alleys N/O and S/O Stewart & Gray Road - construction awarded to Sequel
Construction (August 9th City Council meeting). 3. CIP 22-19 – Stoakes Meldar Manzanar & Vista Del Rosa Street Improvements Project -project acceptance (August 9th City Council meeting). 4. CIP 23-02 – Alleys N/O Foster Road Pavement Rehabilitation – approved professional services
agreement to Kreuzer Consulting Group for the design of alleys (August 9th City Council meeting).

5. Approval of a resolution of the Urban water management plan (August 9th City Council meeting).
6. CIP 21-06 – Fifth Street (Brookshire Avenue to Lakewood Boulevard – project acceptance (August 23rd City Council meeting). 7. CIP 19-08 - Adoption of a resolution approving the purchase of real property at 8806 Imperial Highway for the Imperial Highway at Lakewood Boulevard Intersection Improvement Project (August 23rd City Council meeting). 8. Meeting with the City of Lakewood regarding the City of Downey’s Solar Energy project. IX. NEXT MEETING: September 15, 2022
