03. CIP22-18-Award Contract to Onyx Paving Co for Residential St Pavement Rehab Area 4

CONSUNJI, P.E., DIRECTOR OF PUBLIC 4S/ ENGINEER DATE: JULY 26, 2022 SUBJECT: AWARD CONSTRUCTION CONTRACT FOR RESIDENTIAL STREET@ PAVEMENT REHABILITATION - AREA 4, CAPITAL IMPROVEMENT PROJE(I (CIP) NO. 22-18 That the City Council: 1. Award contract in the amount of $5,827,000 to Onyx Paving Company, Inc. for construction of Residential Streets Pavement Rehabilitation - Area 4, CIP No. 22-18; 2. Approve additional appropriation of $2,000,000 in Measure M Bond funds in Account No. 58-1-6874; and 3. Authorize Public Works Director/City Engineer to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget. The City's Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The PMP evaluates, ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations relative to the pavement condition of other street segments throughout the City. The PMP systematically prioritizes areas for pavement rehabilitation through a 1 0-year work plan in which the City was divided into ten areas as shown on Attachment 11. The residential street segments in each area identified as priorities for improvements are either in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as slurry seal, cape seal or overlay while other residential street segments identified are deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and must be reconstructed. Ultimately, the pavement rehabilitation on the residential street segments will raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by 20 years. CAPITAL IMPROVEMENT PROJECT NO. 22'18 RESIDENTIAL STREETS PAVEMENT REHABILITATION ' AREA 4 JULY2G.2O22 PAGE #2 On March 22, 2022, the City Council approved plans (Attachment B) and specifications and authorized staff to advertise for bids for Residential Streets Pavement Rehabilitation - Area 4. A copy of the project specifications are available for review in the Public Works Department. This project will rehabilitate 77 residential street segments with a total length of approximately 52,500 linear feet or 10 miles in Area 4. Area 4 is generally bounded by Florence Avenue to the north, Paramount Boulevard and Old River School Road to the east, Firestone Boulevard and Stewart & Gray Road to the south and west City limit. Attachment C provides a list of residential streets that will be slurry sealed, cape sealed, overlaid and reconstructed. The work includes crack sealing, slurry seal, cape seal, grind and overlay, and pavement rehabilitation. This project will also replace damaged and uplifted sidewalks; curb and gutter; cross gutters; and driveway approaches. Finally, this project will reconstruct curb access ramps to comply with the latest Americans with Disabilities Act (ADA) requirements. The project was advertised for bids in the Downey Patriot on June 9, 2022 and June 16, 202 posted on Planet Bids on June 29, 2022, and published in various trade publications. On July 1 2022, the City Clerk received and publicly opened six bids ranging from $5,827,000 to $6,955,0 (Attachment D). The bid results were as follows: I Se uel Contractors, Inc.. Lake Forest, CA $6,955,000 00 The lowest responsive and responsible bid in the amount of $5,827,000 was submitted by Onyx Paving Company, Inc. of Anaheim, California. Onyx Paving Company has satisfactorily completed similar projects for the Riverside County Transportation Department and the Cities of Arcadia, Claremont, Downey, Montebello, Palm Desert, Placentia and Riverside. The company's references have been checked and were satisfactory. In addition, Onyx Paving Company's State of California contractor's license is current and active. Finally, Onyx Paving Company and its subcontractors are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance.
