CALL TO ORDER Public Works Committee Chair Gendreau called the meeting to order at 4:07 P.M. II. FLAG SALUTE – Committee Member Ezeh III. CONSENT CALENDAR Committee Member Pemberton made a motion to approve the minutes of the January 20, 2022 meeting with a noted correction on Page 2, Item IX, Next Meeting should read February 17, 2022 instead of March 17, 2022. The motion was seconded by Committee Member Ezeh. The Minutes were approved as corrected. IV. OLD BUSINESS - None. V. NEW BUSINESS 1. Request for a Four-Hour Parking Restriction at 8244 4th Street Mr. Norris reported that on February 2, 2022 the City received a request from Dr. Christian Yang for a four-hour parking restriction adjacent to his office located at 8244 4th Street. The 8200 block of 4th Street currently allows on-street parking for up to two hours at a time between the hours of 7 am to 6 pm on weekdays except holidays. According to Dr. Yang, some of his patients who choose to park on-street in front of his office have been cited for exceeding the two-hour parking restriction during their appointments. In some instances, his patients have had to move their car in the middle of a procedure. Therefore, Dr. Yang requested an increase in the duration of the existing parking restriction from two to four hours at a time between the hours of 7 am to 6 pm on weekdays except holidays to give his patients more time to park and to reduce the likelihood of his patients receiving a citation. MINUTES OF THE PUBLIC WORKS COMMITTEE February 17, 2022 Page 2 After further investigation, it was determined that increasing the existing two-hour on-street parking time limit on the 8200 block of 4th Street to four hours would be inconsistent with the existing posted parking restrictions within the remainder of the downtown area. Furthermore, increasing the time-limited parking duration on the 8200 block of 4th Street will likely attract other motorists to park at this location which, in turn, would reduce on street parking turnover, resulting in lack of available on-street parking spaces in front of Dr. Yang’s office. Staff suggested an effective alternative may be for Dr. Yang to approach the United Methodist Church on the north side of 4th Street to see if a shared parking arrangement may be possible. An email was received from Dr. Yang with clarification of his request to implement a permit system to allow his patients to exceed the two-hour time limit in lieu of an increase in the time limit. The email was read into the record. Staff indicated that permits cannot be issued for this purpose, however, given that the City does not have the authority to do so. Other alternatives were suggested, including reserving on-site parking for his patients and his employees park either on-street or within the City-owned parking structure at the intersection of New St. at 2nd St. Discussion and recommendations followed. Committee Member Pemberton made a motion to concur with staff’s recommendation to deny a request to implement a four-hour parking restriction and parking permit system at 8244 4th Street and for Dr. Yang to instead pursue the aforementioned alternate solutions. The motion was seconded by Committee Member Horn. The motion was approved unanimously. VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. CM Fox – thanked the staff for trimming the median shrubs on Firestone Blvd. from Myrtle St. to Paramount Blvd. 2. CM Pemberton – thanked the staff for the longer westbound left-turn timing on Florence Ave. at Rives Ave. 3. CM Christin –thanked staff for the re-striping of Lakewood Blvd. to provide the third northbound travel lane at the I-5 Fwy. The addition of a third lane has made traffic flow much better. 4. CM Christin - Homeless encampment underneath the I-5 freeway. – Staff will investigate. 5. Chair Gendreau - The timing of the eastbound left-turn arrow on Imperial Hwy. at Imperial Elementary School is resulting in excessive delay. Staff will investigate. 6. CM Pemberton - Northbound Lakewood Blvd. between Stewart & Gray Rd. and Firestone Blvd. – Mr. Norris responded that City is repairing the sidewalk which was severely uplifted by overgrown tree roots. VII. STAFF COMMUNICATIONS Updates were given on the following: 1. CIP 17-11 - South Downey Safe Routes to School – The project is complete. CIP 20-37 - Lakewood Blvd. Improvement Project, Phase 3-E (Restriping of northbound Lakewood Blvd. at the I-5 Fwy to provide three continuous travel lanes) – The project is complete. 3. CIP 22-01 - Annual Misc. Concrete & Repairs Project, Dist. 3– construction has started. 4. CIP 20-05 - Pavement Rehab Project on Florence Avenue (Tweedy Ln. to Brookshire Ave.) – Project has been awarded, construction to start soon. 5. CIP 21-05 - Third Street Pavement Rehab Project (Rives Ave. to Paramount Blvd.) – Project Is complete. 6. CIP 22-02 - Residential Pavement Rehabilitation Projects (Areas 1 & 10) – to be awarded at the 1/25 City Council meeting. – will be completed in May or June. 7. CIP 22-19 - Stoakes Ave., Meldar Ave., Manzanar Ave. and Vista del Rosa Street Improvements Project - the project started two weeks ago. Areas 2 & 8 are scheduled for authority to bid at the 2/22 City Council meeting. 8. CIP 18-07 - Imperial Hwy. Traffic Signal Upgrades and Safety Improvements - Project is complete. 9. CIP 21-15 - 5th Street Water System Improvements (Downey Ave. to Lakewood Blvd.) – Project is complete. Pavement Rehab project to start shortly. 10. Solar Energy Project – the contractor started with the layout today. The Library, Theater, BJR, Columbia Memorial Center will soon follow. This project is expected to be complete around September. 11. Space Shuttle Exhibit Building - Design has started. Community outreach tentative dates are March 12th and April 2nd 2022. Notices will be sent out via social media once dates are finalized. IX. NEXT MEETING: March 17, 2022 The Public Works Committee meeting was adjourned at 4:51 P.M.
