I. CALL TO ORDER
Public Works Committee Chair Gendreau called the meeting to order at 4:15 P.M. II. FLAG SALUTE – Committee Member Horn
III. CONSENT CALENDAR Vice Chair Christin made a motion to approve the minutes of the November 18, 2021 meeting. The motion was seconded by Committee Member Pemberton. The Minutes were approved as written. IV. OLD BUSINESS
1. Public Works Committee Bylaws – Committee Member Horn made a motion to approve the revised Public Committee Bylaws as presented. Committee Member Ezeh seconded the motion. The motion was approved unanimously.
V. NEW BUSINESS
1. Request to Prohibit Parking within the Alley located West of Paramount Boulevard North of Albia Street Mr. Norris reported that on December 2, 2021 the City received a request to prohibit the parking of vehicles within the alley located north of Albia Street west of Paramount Blvd. The request
cited that parked vehicles within the alley were hindering access for residents, emergency and refuse vehicles and businesses adjoining the alley.

Upon further investigation, it was determined that Downey Municipal Code (DMC) Section 3195 (a) (b), which prohibits parking within the alley provided that signs are posted at the alley entrances giving notice thereof, will give the Police Department the authority to issue citations to
vehicles parked within the alley. Staff recommends approval of this proposal. With the concurrence of the committee, staff will
proceed with the issuance of a work order to the Public Works Maintenance Division to install signs prohibiting parking within the alley at the alley entrance. All residents located within an approximate 300-ft radius of the subject alley were notified of this proposal and invited to attend
today’s meeting to voice their opinion. Discussion followed. Committee Member Pemberton made a motion to receive and file a request to prohibit parking
within the subject alley. The motion was seconded by Vice Chair Christin. The motion was approved unanimously. VI. PUBLIC COMMENTS ON REGULAR MEETING AGENDA AND NON AGENDA ITEMS 1. Written comments from Jennifer Baumann, Exec, Vice President, Greater Downey Association of Realtors regarding inadequate parking in the vicinity of 12115 Paramount Blvd. was read into the record. VII. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. Election of Officers - Committee member Pemberton made a motion to table the election of officers to the August meeting per the Public Works Committee By-Laws. Committee Member Fox seconded the motion. The motion was approved unanimously. 2. CM Christin – is there any way to proactively look into prohibiting parking within all the alleys in
the City over the next 5-10 years? It’s a constant issue, therefore, suggest to go ahead and include into the budget to do 10-15 alleys each year. Mr. Norris responded that it would be considered. 3. CM Pemberton – Are we looking at large trees around the City to determine if the root structure is not cohesive to the sidewalk and remove them? Mr. Norris responded that the City tries to avoid removing trees and will remove them only as a last resort if necessary because of the damage that they create due to overgrown roots. The roots become too invasive over time and consequently uplift the sidewalk or curb and gutter, causing standing water issues or trees become diseased. An arborist evaluates the tree whether to remove the tree or not. Once removed, the City will plant a new tree in its place of an allowed (less invasive) species in
accordance with the City’s Urban Forestation Plan. 4. CM Pemberton – Does Metro install bus shelters? Mr. Norris responded that the City installs and has a standard for the shelters. Staff will investigate the possibility of installing one at the north side of Florence Avenue east of Paramount Blvd. Also, Metro is commissioning a multi-modal transportation study on Florence Ave, which will look at connectivity to transit, pedestrian
improvements, vehicular safety improvements, etc. Installing bus shelters will be one of the improvements to be evaluated.

5. CM Pemberton – The traffic signal timing is too short on southbound Old River School Road to eastbound Firestone Blvd. Staff will investigate.
6. CM Ezeh – How was the test run on the roundabout on Brookshire Ave.? Mr. Norris responded that the City tentatively selected a consultant to complete the design. Staff is looking at some of the issues that needed to be addressed before conducting a test run. VIII. STAFF COMMUNICATIONS Updates were given on the following: 1. CIP 20-30 - Foster Bridge, Rivergrove Dr. and Glencliff Dr. Pavement Rehabilitation Project – has been completed.
2. CIP 16-05 - Telegraph Road Medians (Lakewood WCL & Passons ECL) – Project is substantially complete and only the completion of the traffic signal upgrades at
Birchbark Ave, and True Ave., remain. 3. CIP 17-11 - South Downey Safe Routes to School – Project is nearly complete.
4. CIP 20-37 - Lakewood Blvd. Improvement Project, Phase 3-E (Restriping of northbound Lakewood Blvd. at the I-5 Fwy to provide three continuous travel lanes) – construction to begin on 1/31. 5. CIP 22-01 - Annual Misc. Concrete & Repairs Project, Dist. 3– construction will begin at the end of the month. 6. CIP 20-05 - Pavement Rehab Project on Florence Avenue (Tweedy Ln. to Brookshire Ave.) – to be awarded at the 1/25 City Council meeting.
7. CIP 21-05 - Third Street Pavement Rehab Project (Rives Ave. to Paramount Blvd.) – Project Is complete.
8. CIP 22-02 - Residential Pavement Rehabilitation Projects (Areas 1 & 10) – to be awarded at the 1/25 City Council meeting.
9. CIP 22-19 - Stoakes, Meldar, Manzanar, Vista del Rosa Street Improvements Project - to be awarded at the 1/25 City Council meeting. 10. CIP 17-10 - Stewart & Gray Signalization & Safety Enhancements – acceptance is scheduled for the 1/25 City Council meeting. IX. NEXT MEETING: March 17, 2022
