CALL TO ORDER Public Works Committee Chair Gendreau called the meeting to order at 4:00 P.M. II. FLAG SALUTE – Committee Member Aranibar III. CONSENT CALENDAR Committee Member Pemberton made a motion to approve the minutes of the August 19, 2021 meeting. The motion was seconded by Committee Member Horn. The Minutes were approved 8-1 with Committee Member Aranibar abstaining. IV. OLD BUSINESS 1. Update on the Committee By-laws will be discussed at the next meeting. V. NEW BUSINESS 1. Presentation on Citywide Residential Street Pavement Rehabilitation Project Mr. Norris gave a presentation on Citywide Residential Street Pavement Rehabilitation Project. The presentation highlighted on the Pavement Management Program (PMP) 10 year work plan, 2021 bond potential funded projects and funding scenarios. Discussion followed. Questions: 1. CM Jones - Will this project include private streets – Mr. Norris responded No, only public streets are included. 2. CM Pemberton – Which category is Third Street between Rives Ave. and Paramount Blvd.- Mr. Consunji responded that the PCI for 3rd Street is anywhere between 3-9, this segment will be reconstructed. MINUTES OF THE PUBLIC WORKS COMMITTEE October 21, 2021 Page 2 3. CM Aranibar – What is the benchmark average in Orange County Streets. Mr. Consunji responded that statewide average is 65, Orange county is high 70-80. There are 214 miles of roadways in the City, if we improve 50 street segments, and we don’t do anything on the other 400-500 street segments, those streets will deteriorate every year. So we need to spend more money to be able to rehabilitate the streets to make a significant dent in the City’s network. 4. CM Ezeh - What would be the rate of decline of the PCI at any given year. Mr. Norris responded that if we stay at the current funding level per year, right now it may decrease a few points per year, we are at 63 right now it may fall at 60 and so on. 5. CM Christin – Inquired if the 10 zones are being completed in the order of the PCI value in each area. Mr. Consunji responded that there were several factors to consider when this program was put together. Prior to the Pavement Management Program update, the City had been rehabilitating the streets on a citywide basis, up to 50 streets at a time. The cost is higher under this system because the contractors have to mobilize and demobilize several times. In order to take advantage of economies of scale, the City was divided into 10 different areas so the contractors will be working in a small area and it’s less inconvenient to the residents. In putting together the program, consideration was given to PCI values as well as working in one particular district per year. The other factor is that when the City was doing all the projects citywide, there were some areas that may have already been worked on or rehabilitated in previous years. Therefore, the City looked at areas where not a lot of work has been done. In summary, the process is based on a combination of districts per year and areas that have not been worked on in the last 20 or 30 years. 6. CM Aranibar – Is this body able to recommend to City Council on funding level? Mr Norris responded that the issue has already been submitted to the City Council and has been approved. The bonds are in the process of being issued to raise the $30 Million. In addition, the bonds closed last Tuesday, so the money is available for these projects. 7. CM Pemberton – What is the life expectancy of a new street? The life expectancy of a new street with asphalt is 20 years and concrete is 50 years. 8. CM Christin - Will this information be published on the City’s website? Mr. Consunji responded that yes, staff is currently working on an update to be posted on the City’s website to provide the information to the residents on how the City is spending the bond proceeds. VI. PUBLIC COMMENTS ON REGULAR MEETING AGENDA AND NON AGENDA ITEMS None. VII. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. CM Fox - comment and appreciation on the on-going construction by Gallatin Elementary School. 2. CM Christin - comment regarding a leaking valve at the northwest corner of Downey Sanford Bridge Avenue and Florence Ave. – Staff will investigate. CM Aranibar - comment regarding a construction staging area off of Laura Street where it meets Julius Ave. and Brunache St. near Stauffer Middle School, big equipment and back hoes, pile of asphalt. Staff will investigate. 4. CM Horn – comment regarding water main replacement projects – the City hires a consultant to do the construction management and inspection to make sure they’re up to the City’s standards. VIII. STAFF COMMUNICATIONS Updates were given on the following projects: 1. Telegraph Road Traffic Throughput & Safety Enhancements Project - still under construction. 2. Pavement Rehabilitation Project in Area 9, Council District 1 – near completion. 3. CIP 07-09 – Paramount Bld. Signalization & Safety Enhancements Project.- almost complete. 4. CIP 17-10 - Stewart and Gray Road Traffic Signal Fiber-Optic Communications & Upgrades – Project is complete and will go to City Council tentatively on Nov. 9th for acceptance. 5. CIP 18-07 – Imperial Highway Signalization & Safety Enhancements Project – Construction is on-going. 6. CIP 21-12 – 3rd Street Water System Improvements (Rives Ave. to Paramount Blvd.) as well as Florence Ave. between Tweedy Ln. and Brookshire Ave. are complete. Pavement Rehabilitation on both streets will follow shortly. 7. CIP 22-01 – FY 21-22 Misc. Concrete Repair, Dist. 3 and Citywide ADA Improvements combined with parkway improvements on Lakewood Blvd. from Stewart & Gray Rd. to Alameda St. 8. Stoakes Ave., Meldar Ave., Manzanar Ave. and Vista del Rosa St. Pavement Rehabilitation Project – Scheduled to go to City Council for authority to bid. 9. Re-striping Lakewood Blvd. in the vicinity of I-5 fwy. – Project has been awarded. 10. Proposed roundabout at the intersection of Brookshire Ave. and Cherokee Dr. – Request for Proposals has been released for the selection of a design consultant. 11. Solar improvements – solar developer is still in the process of designing the improvements and hopes to break ground before the end of the year or early part of January 2022. IX. NEXT MEETING: November 18, 2021 The Public Works Committee meeting was adjourned at 4:48 P.M.
