It is requested, but not required, that you state your name, address and subject matter upon which you will speak. Please limit your comments to no more than 5 minutes. Dated this 27th day of January, 2022 Karen Zavala Karen Zavala Office Assistant II     1 SPECIAL NOTICE Public Participation and Accessibility for the February 1, 2022 Downey Cemetery Board of Trustees Meeting Pursuant to Downey City Council Resolution No. 22-8048, Authorizing the Use of Remote Teleconferencing Provision Pursuant to AB 361, adopted on January 12, 2022, the Regular Downey Cemetery Board of Trustees Meeting scheduled for Tuesday, February 1, 2022 at 5:00 p.m. will allow member of the public to view, listen and participate in the meetings virtually/remotely. Members of the public wishing to submit public comment to the Cemetery Board of Trustees regarding items on the agenda and non-agenda may do so in writing or telephonically. Below are the ways to participate in the Cemetery Board of Trustees Meeting at 5:00 p.m. 1. Participants addressing the Cemetery Board of Trustees by email are encouraged to provide the following information: a) Full Name; b) City of Residence; c) Subject or Agenda Item No.; d) Written Comments. 4. SPECIAL MEETING MINUTES OF THE DOWNEY CEMETERY DISTRICT BOARD OF TRUSTEES December 9, 2021 The Downey Cemetery District Board of Trustees held a meeting on December 9, 2021 at 5:00 p.m., in the City Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Chair, Mario Guerra, presided. Present: Mario A. Guerra, Chair Brian Heyman, Vice Chair Rick Rodriguez, Trustee Absent: Also Present: Jason Chacon, District Director Karen Zavala, Office Assistant II Welcome to Members and Guests: Chair Guerra welcomed all members and guests. Non-Agenda Public Comment: Consent Agenda 1. Approve Board Minutes of October 5, 2021. Vice Chair Heyman moved to approve October 5th minutes, Chair Guerra seconded, Trustee Rodriguez not present; present board were all in favor and motion passed 2-0. On-Agenda / Non-Agenda Public Comment: Board Business: 1. LAFCO: Resolution Director Chacon stated that at the last meeting the board requested for L.A.F.C.O to reconsider additional parcels of land, to be included in the Downey Cemetery boundaries. New layouts will be provided once made available, as for now only latitudes and longitudes of the areas that will be annexed into the Downey Cemetery boundaries have been provided. This request included the City of South Gate, City of Bell Gardens and the North section of Paramount. If the board motion to accept these requests, a resolution will need to be signed and sent to L.A.F.C.O to move forward. Chair Guerra mentioned that in the longevity this will benefit the cemetery. Directors Communication: 1. Wreaths Across America: Update Director Chacon informed the board that the Downey Cemetery received just over 350 wreaths for our veterans. The wreaths will be placed on December 18th , which is the Wreaths Across America National Day. Part of the wreaths that were sponsored were from the Western Shores Chapter, National Society Daughters of the America Revolution. The Western Shores Chapter, Daughters of the American Revolution made available a check of $2,400 (240 wreaths) which is also an organization that is part of the 3 for 2 plan that helped pay the majority of the wreaths. The American Legion Riders is also part of the 3 for 2 plan and made available 102 wreaths. Director Chacon also informed the board that the Downey Cemetery also has registered volunteers that want to be part of the ceremony and help lay the wreaths. Wreaths will be delivered to Public Works the week of December 18th and eight ceremonial wreaths will be made available for each branch of the military, that will be set up by the niche area. Public Works will place a cross on the veteran’s graves to help pre identify where to lay the wreaths. Chair Guerra suggested having a press release after the ceremony with photos with the Downey Patriot. He added he is excited that all across America this ceremony will be taking place. Trustee Rodriguez mentioned having in place the M.O.A with the City for the new C.M.B.R in the Library. Trustee Rodriguez will go ahead and pass it on to the members to join the ceremony. This is the new turning point for veterans in the City, we need to let our veterans know that some are gone but not forgotten. Vice Chair Heyman suggested sending a formal letter or appreciation thanking the Daughter of the American Revolution for their generous donation. Vice Chair Heyman also suggested thanking everyone who sponsored a wreath. Chair Guerra asked if a list of the sponsors could be made available to possibly send a thank you letter or add the donors’ names on a press release to thank them. 2. Property Damage: Director Chacon mentioned to the board that the wall near the Lakewood entrance started with a few loose bricks and individuals knocked over more; Public Works has been notified. We are currently waiting on a quote, hopefully a repair will be schedule and done by next week. Loose bricks are a common problem at the moment, the Gardendale wall has loose bricks as well. Director Chacon stated that the years he’s been with the Downey Cemetery District that perimeter fence has been on the list for repair. Director Chacon stated that hopefully when the budget gets cleared next year that might be something to consider. Chair Mario Guerra state that there has to be a long term solution. Vice Chair Heyman stated that a long-term solution that has been stated previously with the board was to replace the block wall with rod iron fencing. Vice Chair Heyman doesn’t recall if Public Works provided an estimate but that ultimately would look great. Director Chacon addressed Vice Chair Heyman that Public Works repairs the block wall with rebar to reinforce the wall, in this occasion that section is not reinforced with rebar. Director Chacon addressed Vice Chair Heyman that he believes the estimate for the rod iron fence was $375,000. Chair Guerra asked Director Chacon if the rod iron fence could be done in 3 sections and requested if possibly looking into that. Trustee Rodriguez directed the attention to the fact that a block wall allows for individuals to hide as to an iron gate does not. Director Chacon mentioned that there will be a clearer picture as to the District’s budget in February; an auditor with LA County is currently working on that to see exactly how much is in the Cemetery budget from the County versus the City. Chair Guerra asked Director Chacon how much the repair for the wall would be, Director Chacon mentioned that a total has not been provided but a similar repair was about $1,300. 3. Social Media: Update (Facebook) Director Chacon addressed Chair Mario Guerra that a Facebook account has been set up. Unfortunately it is currently suspended per review by the Facebook Community based on their standards. Director Chacon commented that he researched other cemeteries and they seem to have group pages versus actually accounts. Administrative Reports: Trustee Reports/Discussion: Trustee Rodriguez mentioned that on Wednesday December 15th they are having their next meeting, for their new center for military veteran resources. Trustee Rodriguez stated that this will be a one stop shop for veterans that need housing, clothing, food or whatever is needed.
