SPECIAL NOTICE
Public Participation and Accessibility for the January 26, 2022, Special Meeting of the Arts and
Culture City Council Subcommittee.
Pursuant to Downey City Council Resolution No. 22-8048, Authorizing the Use of Remote
Teleconferencing Provision Pursuant to AB 361 (attached), adopted on January 12, 2022, the , Downey
Special Meeting of the the Downey Arts and Culture City Council Subcommittee scheduled for January
26, 2022 at 3:00 p.m. will allow members of the public to view, listen and participate in the meetings
virtually/remotely. Members of the public wishing to submit public comment to the subcommittee
members regarding items on the agenda may do so in writing or via Zoom during the meeting.
Below are the ways to participate in the Special Meeting at 3:00 p.m.

In order to effectively accommodate public participation, participants are asked to provide their
public comments in writing via e-mail or in person at the Downey City Council’s Office by noon
12:00 p.m. on the day of the meeting.
Participants submitting public comment in writing are encouraged to provide the following information in
their email: a) Full Name;
b) City of Residence;
c) Agenda Item No.;
d) Written Comments.
At the appropriate public comment period during the meeting, city staff will make an announcement.
3. Zoom Public Comment Participation Instructions:
If a member of the public wishes to address the Subcommittee Members during the Public Comment
portion of the meeting they must first use the “Raise Hand” function on Zoom to request to speak and
be unmuted:
• Via laptop: Click the “Raise Hand” button and wait to be unmuted
• Via telephone: Dial *9 on the phone keypad and wait to be unmuted

I. CALL TO ORDER
The City of Downey Arts and Culture Subcommittee meeting of September 21, 2021 was called
to order at 3:02 PM., by staff liaison John Oskoui.
Members Present: Mario Trujillo Committee-Members

II. APPROVAL OF MINUTES (August 23, 2021 SPECIAL MEETING)
It was moved by Committee-member Alvarez, seconded by Committee-member Trujillo to approve the
minutes of the August 23, 2021 Special Meeting of the Arts and Culture Subcommittee.
III. PUBLIC COMMENTS
None
IV. DISCUSSION– Black Box Theatre
Mr. Alistair Hunter of Downey Arts Coalition discussed the importance of a black box theatre for the
community. He shared details of a proposal for the Downey Theatre.
Committee-member Trujillo discussed the importance of building a cohesive group which could consist
of representatives from The Downey Rose Float, Downey Historical Society, Venue Tech to name a
few, to come up with comprehensive programs supporting art and culture in the community. He also
emphasized the importance of transparency to ensure that the citizens would be fully aware of how the
City is spending their tax dollars to support these programs.
Committee-member Trujillo expressed his desire to see a “black box theatre” back in Downey to
encourage participation by all age groups particularly children. He indicated that he envisions robust
fundraising as a means to support a black box theatre.
Committee-member Alvarez echoed Committee-member Trujillo’ comments regarding a black box
theatre in Downey. She indicated that as a child growing up in a neighboring community she
participated in programs offered and knows the importance and value of these types of art programs in
development of children.

Committee-member Trujillo indicated that he sees the appearance of lack of accessibility to the
Downey as a challenge which needs to be addressed and that in conjunction with the proposed black
box theatre, it is imperative to think about who would run the program, which entity would undertake
production, inclusion of the entire community, and potential engagement of the Parks and Recreation
Department. He also mentioned that hiring a production company would be another alternative to
consider.
Mr. Gabriel Enamorado of Stay Gallery discussed the programs offered by a community theatre in
Boyle Heights.
Committee-member Trujillo mentioned that we have to be cognizant of the impacts of AB-5 which
became law in 2019 on potential funding mechanisms. He indicated that the next step is to entertain a
proposal from interested groups to be considered by the subcommittee and ultimately the City Council.
V. DISCUSSION– DEVELOPMENT OF AN ARTS AND CULTURE STRATEGIC PLAN
Committee-member Trujillo discussed the importance of a developing a comprehensive plan for
expansion of arts and culture in the community. He mentioned that while the committee would be
working on this task he would support interim action items such as arranging for an Art Walk in Spring
of 2022, Venue Tech conducting an open-house for the community, the City exploring the option of
utilizing available space in our local schools for various art programs.
Committee-member Alvarez indicated that she is in support of the recommended events/programs as
proposed by Committee-member Trujillo.
VI. COMMITTEE MEMBERS’ COMMENTS
