HomeMy WebLinkAboutResolution No. 21-8036 - Approving the Water Supply Assessment For the Rancho Los Amigos South Campus Speciific Plan (PLN-21-00063)i : 0 0 0 0 0 0 • WHEREAS, the State Legislature adopted Senate Bill 610 in 2002, amending the State Water Code to include requirements that the increased demands on water systems are adequately addressed and that a reliable source of water supply is available for certain new developments, prior to their approval; and, WHEREAS, Section 15155(b) of the Guidelines for the California Environmental Quality Act (CEQA) and Section 10910(g) of the California Water Code requires that a governing body of a public water system that will serve a "water demand project" shall approve a Water Supply Assessment at a regular or special meeting; and, WHEREAS, the City of Downey is a public water supplier within its city limits and the City Council of the City of Downey is the governing body of the City's public water system; and, WHEREAS, the City of Downey requires that landscaping for projects be drought tolerant to the maximum extent possible and requires that recycled water be used for irrigation and other non -potable water purposes when properties are proximate to recycled water resources in an effort to reduce the cumulative use of potable water; and, WHEREAS, in August 2009, the City Council directed Community Development Department staff to prepare a specific plan, known as the Rancho Los Amigos South Campus Specific Plan (" Project"), with the intent of guiding growth and development in the Specific Plan area, encouraging economic revitalization and creating a lively and livable pedestrian -oriented, mixed -use district that will serve as a residential area, a place of employment and a recreation destination; and, - I a - 0 go MR= "17 of which is attached hereto as Exhibit A; and WHEREAS, the City Council has reviewed the Water Supply Assessment with its data and conclusions set forth therein. Based on its conclusions, the City's existing and additional groundwater entitlements, the City's existing and prospective recycled water supplies, and its water conservation measures, comprise the City's water supply for the projected demand of th(f- proposed Project; and WHEREAS, the Water Supply Assessment confirms that the conclusions of the Program Environmental Impact Report, which indicates that the City's projected water supply, consisting of existing and additional supplies, is sufficient at this time to meet the proposed project's projected water demand, adhere to the 2015 Urban Water Management Plan, and will havc Less than Significant impacts to the City's water supply, no mitigation measures are required; and, RESOLUTION NO. 21-801 PAGE 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES VINEREBY RESOLVE AS FOLLOWS: APPROVED AND ADOPTED this 28 th day of September, 1.
