Notice regarding Public Comment: In order to ensure that non-English speakers receive the same opportunity to
directly address the City Council, the City of Downey will continue to follow Government Code Section
54954.3(b)(2) and provide non-English speakers double the allotted time to make their public comments utilizing a
translator during public meetings of the City Council. All other speakers will be given the allotted 3-minute
speaking time as established by the Downey Municipal Code. To request oral language interpretation at a City
Council meeting contact the City Clerk's Office at (562) 904-7280.

2. PUBLIC HEARING TO RECEIVE INPUT FROM THE COMMUNITY REGARDING THE
REDRAWING OF ELECTION DISTRICT BOUNDARIES: Administration.
1) Receive a report from staff on the redistricting process and permissible criteria to be
considered to redraw district boundaries, and receive a report on the City’s redistricting
public outreach program;
2) Appoint a Committee to study and recommend alterations to the City Council district
boundaries; and,
3) Conduct a public hearing to receive public input on district boundaries.
NON-AGENDA PUBLIC COMMENT
This portion provides an opportunity for the public to address the City Council on items within the jurisdiction of the City
Council and not listed on the agenda. It is requested, but not required, that you state your name, address and subject matter
upon which you wish to speak. Please limit your comments to no more than three (3) minutes. Pursuant to the Brown Act, no
discussion or action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall
be taken by the City Council/Agency on any issue brought forth under this section.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a City Council Member requests an item
be removed. Removed items will be considered following approval of the Consent Calendar.
3. APPROVE MINUTES: Special Meeting of September 14, 2021: City Clerk.
4. WARRANTS ISSUED: Warrant Nos. 354219 – 354427; Payroll Wire Numbers 30004150 &
30004153 – 30004155; EFT Nos. 10901 – 10930; Manual Wire Nos. 2176 – 2177, total amount of
$3,520,604.82: Finance.
5. ACCEPT WORK FOR FLORENCE AVE. WATER SYSTEM IMPROVEMENTS; APPROVE FINAL
CONSTRUCTION CONTRACT AMOUNT OF $2,090,160; AND, AUTHORIZE THE DIRECTOR OF
PUBLIC WORKS/CITY ENGINEER TO FILE NOTICE OF COMPLETION (CAPITAL
IMPROVEMENT PROJECT NO. 20-34): Public Works.
6. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR
CONSTRUCTION BIDS FOR THE FY 2021/22 ANNUAL MISCELLANEOUS CONCRETE

7. APPROVE OF A PROFESSIONAL SERVICES AGREEMENT WITH COMMLINE, INC.;
APPROPRIATE $84,072.00 TO UPGRADE AND IMPROVE THE EXISTING DOWNEY FIRE
COMMUNICATIONS ANALOG UHF AND VHF RADIO SIGNALS TO DIGITAL UHF AND VHF
SIGNALS: Fire.
8. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH LPA, INC. IN THE AMOUNT OF
$397,000 FOR ARCHITECTURAL DESIGN SERVICES FOR THE SPACE SHUTTLE EXHIBIT
AND EDUCATION BUILDING; AUTHORIZE THE MAYOR TO EXECUTE AGREEMENT; AND,
AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS: Public Works.
9. APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH EVAN BROOKS ASSOCIATES,
INC., IN THE AMOUNT OF $22,000 TO PROVIDE GRANT WRITING SERVICES; AND,
AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS DEEMED
NECESSARY: Administration.

10. ADOPT RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATIONS FOR MEASURE A
FUNDING: Administration.

Foster, 29; and, the lives lost due to COVID-19.
