CALL TO ORDER: The meeting was called to order at 4:05 p.m. by Vice Chair Guerra. Members Participating by Teleconference: Mario A. Guerra Vice Chair Dorothy Pemberton Committee Member Donald LaPlante Committee Member Carrie Uva (joined at 4:10 p.m.) Committee Member Member Absent: Michael Murray Committee Member City Staff Present: John Oskoui Assistant City Manager Anil Gandhy Director of Finance Juddy Montenegro Management Analyst II. APPROVAL OF MINUTES FROM AUGUST 5, 2020 MEETING: It was moved by Member Pemberton, seconded by Member LaPlante to approve the minutes from the August 5, 2020 meeting. The motion passed 4-0-1. III. MEASURE S UPDATE: Assistant City Manager, John Oskoui, provided an update on the status of all Measure S projects, highlighting some of the most recent accomplishments. Vice Chair Guerra asked for clarification on how much has been spent so far on the Library modernization project. Assistant City Manager, John Oskoui, stated that $6.2 million has been spent, with $1.2 million remaining, for a total project cost of approximately $7.5 million. Member Pemberton asked if construction has been completed for the Library. Mr. Oskoui confirmed that, yes, it has been completed, but that technological upgrades were still needed, as well as furniture. Vice Chair Guerra asked when the opening of the Library would take place, and Mr. Oskoui stated that it would be in early 2021. Member Pemberton asked if the committee could get a tour of the Library. Mr. Oskoui stated it would be scheduled soon. INDEPENDENT CITIZENS’ OVERSIGHT COMMITTEE - MINUTES, NOVEMBER 12, 2020 Director of Finance, Anil Gandhy, provided committee members with an update on Measure S funds for the most recent quarter ending September 30, 2020. Specifically, Mr. Gandhy reviewed budget and expenditures for each of the various projects, as well as Measure S sales tax revenue received. Vice Chair Guerra asked if the Measure S program was on track financially. Mr. Gandhy affirmed that the program is financially stable. Vice Chair Guerra also asked if COVID-19 has caused some shortages for sales tax in the City. Mr. Gandhy stated, none, as the City had 20% reserve to meet bond obligation. Mr. Oskoui went on to share a few of the videos the City has produced to highlight the completed Measure S projects. Mr. Oskoui mentioned that it was time for the committee to do a presentation before the City Council to report on the progress of the Measure S improvement projects. As Vice Chair, Mr. Guerra would be giving the presentation in the coming weeks. IV. PUBLIC COMMENTS: None. V. COMMITTEE MEMBER COMMENTS: Member Uva stated she was excited for the re-opening of the Library and thanked staff for their hard work. VI. STAFF COMMENTS: Mr. Gandhy wished everyone a Happy Thanksgiving. VII. ADJOURNMENT: The Independent Citizens’ Oversight Committee meeting was adjourned at 4:53 p.m.
