SPECIAL MEETING
JULY 13, 2021
The City Council of the City of Downey held a Special City Council Meeting on July 13, 2021, at
5:33 p.m., in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey,
California, with Mayor Frometa presiding.

Mayor Frometa asked City Clerk Duarte if any written comments were received on Closed
Session Items. City Clerk Duarte confirmed no written Public Comments were received. Mayor Frometa
asked if there was anyone present who would like to comment on Closed Session items.
Having none, Mayor Frometa closed public comment.

Mayor Frometa announced the City Council is recessing to Closed Session at 5:38 p.m. to
discuss matters under the authority of the following sections of the Government Code:
1. Government Code Section 54956.9(d)(1) - Conference with Legal Counsel - Pending Litigation:
City of Arcadia, et al. v. Southern California Edison Co., Santa Barbara Superior Court, Case No.
20CV02026.
2. Government Code Section 54956.8 - Conference with City of Downey Real Property Negotiator: City
Manager Gilbert Livas and Director of Public Works/City Engineer Delfino Consunji regarding:
1. Property at Assessor Parcel Number 6285-002-018, Negotiating Party: Smail & Nafija
Djokovich; Under Negotiation: Price and Terms.
2. Property at Assessor Parcel Number 6390-010-048, Negotiating Party: Samir S. Botros &
Nahed S. Luka; Under Negotiation: Price and Terms.

It ffiayor Frometa reconvened the Special City Council meeting at 6:34 p.m. with Council
Members Ashton and Trujillo absent.
City Attorney Abich Garcia reported the closed session report as follows: In regards to Item No.
1, the City Council received a status report and gave direction to its legal counsel; in regards to Item
No. 2, the City Council received a status report and gave direction to its real property negotiators.
