ADOPTING THE CLASSIFICATION SPECIFICATION AND ESTABLISHING
COMPENSATION FOR THE POSITION OF DEPUTY CITY
MANAGER/COMM UNITY DEVELOPMENT
WHEREAS, the Fiscal Year 2021-2022 budget includes funding for the full-time
classification of Director of Community Development,
WHEREAS, the reclassification of the Director of Community Development to Deputy
City Manager/Community Development is necessary as part of the City's succession planning
efforts,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The classification specification for Deputy City Manager/Community
Development, attached hereto, and by this reference is hereby adopted.
SECTION 2. The following pay range shall take effect to coincide with the start of the
pay period following City Council adoption of this resolution as follows -

Deputy City Manager/ TBD $14,840.29 to $18,105.25 per month
Community Development
SECTION 3. The City Clerk shall certify to the adoption of this resolution.

Under general administrative direction to be responsible for Community
Development operations of the City which includes the divisions of Planning and
Redevelopment; to coordinate assigned activities with other City departments
and outside agencies; and to provide highly responsible and complex
administrative support to the City Manager.
Plans, organizes, and directs the activities of the City's Community Development
program; directs staff involved in conducting planning, economic, and
redevelopment activities; recommends and directs the implementation of
programs and practices designed to ensure the efficient and effective
management of the City's Community Development program; works with other
departments on citywide projects; administers projects that cross departmental
boundaries-, represents the City Manager at meetings with various community
groups and other organizations; supervises, trains, and evaluates employees,
prepares items for the City Council, Planning Commission, and Design Review
Board agendas; prepares written reports and correspondence, and related
duties as required.
The preceding duties have been provided as examples of the essential types of work performed
by positions within this job classification. The City, at its discretion, may add, modify, change or
rescind work assignments as needed.
Any combination of education, training, and experience that would likely provide
the knowledge, skills, and abilities to successfully perform in the position is
qualifying. A typical combination includes:
Knowledge of: principles, practices and techniques used in city planning and
redevelopment activities; City Charters, City ordinances and other rules,
regulations and statues affecting the operating and/or functions of municipal
planning and redevelopment activities; principles and practices of management,
supervision and training of employees; and budget preparation and control;

Ability to: Review and interpret economic and physical data including maps,
real-estate development projects, engineering and architectural drawings,
building plans and specifications; plan, direct and coordinate various activities,
functions and programs; present ideas and concepts persuasively by speaking
before groups or in written form; establish and maintain effective working
relationships with co-workers and the public. Interpret and apply rules and
regulations relating to municipal planning and redevelopment; supervise,
evaluate, advise assigned personnel; supervise, plan and organize work; meet
schedules and time lines; perform effective decision making that includes
accurate situation analysis and ability to adopt an effective course of action;
establish and maintain effective and cooperative working relations with those
contacted in the performance of duties; perform work using a personal computer
with proficiency in Microsoft Office program, most importantly utilizing Word and
Excel; general knowledge of automated systems that support municipal planning
activities; general knowledge of municipal software programs; follow City work
rules and Department policies and procedures.
Education: A Bachelor's degree in planning, public administration or related
fields.
Experience: Equivalent to eight full-time years of increasingly responsible
administrative and managerial experience in local government planning,
redevelopment, and related fields.
License or Certification: Due to the performance of field duties that may require
operation of a City vehicle, a valid California driver's License may be required.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS — Work is performed in
an office environment with moderate noise levels; duties require the ability to speak,
hear, touch and see. In addition, may be required to travel on business related trips
via auto, train or airplane and walk thru construction projects, vacant property, and
large buildings. Also required is the ability to exert a small amount of physical effort
in sedentary to light work involving moving from one area to another; occasionally
bending, stooping, kneeling, reaching, pushing and pulling (drawers opened and
closed to retrieve and file information); occasionally lifting and carrying materials that
weigh less than 20 pounds. Finger dexterity is needed to access, enter and retrieve
data using a computer keyboard, typewriter, or calculator; requires sufficient
hand/eye coordination to perform semi -skilled repetitive movements, such as typing
on a keyboard, filing, data entry and/or use of a personal computer or other office
equipment and supplies; may involve sitting or standing for prolonged periods of
time.
