Public Comments 7-21-21 PCCity of Downey, Planning Division June 24, 2021 11111 Brookshire Ave. Downey, Ca. 90241 On June 10th, I listened in on a telephone/zoom meeting regarding establishing 6,600 additional housing units in the City of Downey to allow for affordable housing. The moderator said that this is not a State mandate but implied that this isn't an if this is going to happen but where and how this will take place. Suggestions given were to allow garages to be converted into dwellings, build small units in back yards, add additions to existing homes - all to be done without off-street vehicle parking spaces. This "short of a mandate" resolution saddens me deeply as does, I'm sure, many other residents of this once peaceful, safe suburb. As it is, at least one home owner nearby rents out several rooms - the tenants of course and those from a nearby apartment complex park on what was once a quiet street where a visitor could find parking. Firestone Blvd. is bumper to bumper with traffic. With all the new apartment building on Paramount and Third Streets, and elsewhere, our city is dense enough and our schools are overflowing with students. If, indeed, Downey is mandated to provide 6,600 additional residential units, I propose that all additional units be built on city or county property. Garage conversions to residential dwellings and small units in back yards with no allowance for parking except on the streets should not be considered as these would greatly lower the value of our property. Our city is still one of the nicest around. Let's keep it this way! To the directors of the "Draft Housing Element 2021-2029", please do not allow our city to become a ghetto. Sincerely, t . Dear Commissioners, i irst thank you for the opportunity for feedback. just passed by Gardendale. I noted a bike plane that diminishes the capacity for high volume, that Host assuredly will come about with the occurrence of this project. There is also a midline (passing ane) that gives parents and residents the opportunity to turn in any direction they choose. Please :)e considerate of traffic, as a bottle neck is already occurring at Lakewood and Gardendale, during )n peak hours and, that area has no development as the large scale proposed. Second, what is the plan for the parking? Will it be a hybrid? For the proposed housing and metro? )r will it be singularly designated? I propose a fusion for all the proposed: the soccer field, the -esidents, and the metro with levels being designated for residents to ensure parking. As you know parking is always a nuisance. It frees up space for residential development that we need, and as I ust toured the lot, on paper it reads, and sounds like a lot of acreage/ square footing but with levelopment- space is reduced. Third and equally important, the noise. What is the offset to this? the space does boarder ieighborhoods, and I do want to respect and ensure a quality of life for people. May we please ncorporate trees to cancel noise out? this offsets carbon emissions as well. That would be, not only sustainable for our planet, but a win win for the neighbors as well. ks for the speakers from Hollydale, if parking is an issue, they can take it up with whomever over Sees them and they can start to implement residential parking with permits as the neighborhood of Nest Hollywood and others have implemented in high traffic communities. also concur with speakers regarding balance, and the need for affordable housing. Struggling .amilies are welcomed, the caveat being- we welcome those who are good neighbors if it does turn nto a section 8 type of thing. People are welcomed so long as they respect the neighbors that are welcoming them in. As the teacher noted her students need housing maybe we can accommodate Such students/ parents with a voucher to this proposed lot? Just throwing an idea out there.
