Downey City Council meetings are held the second and fourth Tuesday of the month at 6:30
p.m. in the Council Chambers of City Hall. Council Members are elected to four-year terms
from their respective districts. Elections are held in November of even -numbered years, on
the same date as the Statewide General Election. Council Members are limited to two terms
of office. The Mayor is appointed in December by the City Council.

PURPOSE The purpose of this Board is to hear and decide appeals of decisions
made by the Building Official in connection with the application or the
interpretation of the California Building Code and other ordinances,
regulations and policies governing the building requirements of the City.
The Board shall consist of five members. Each member shall be
qualified pertaining to building construction and the California Building
Code

INDEPENDENT CITIZENS' OVERSIGHT COMMITTEE
PURPOSE To review on a quarterly basis the City's expenditure of revenues
generated by Measure S. To review annual audit reports related to
Measure S, and make one written annual report to the City at a public
meeting summarizing the Independent Committee's findings including
any appropriate recommendations.

PURPOSE The purpose of this Board is to make recommendations to the City
Council for the operation and conduct of the City Library; recommend
rules, regulations and bylaws for administration and protection;
recommend the duties of the Librarian and other officers and employees;
recommend the purchase or lease of personal property for library
purposes; recommend purchase or lease of property and the rental or
provision for adequate buildings or rooms for library purposes; within 60
days after the close of each fiscal year, report to the City Council on the
condition of the Library for the preceding fiscal year and on such other
matters deemed expedient by the Board.

PURPOSE The purpose of the Personnel Advisory Board is to act in an advisory
capacity to the City Council and the City Manager on personnel
administration. Recommend the adoption, amendment or repeal of
personnel Rules and Regulations. Make any investigation upon request
by the City Council concerning the administration of personnel in the
municipal service. Hear appeals of any officer or employee under the
personnel system, who is suspended, demoted or removed. Members
receive $18 per meeting.

PLANNING COMMISSION
PURPOSE The Planning Commission recommends to the City Council the
adoption, amendment or repeal of Master, General or Precise Plans for
the physical development of the City. It also makes recommendations
to the City Council concerning proposed public works and for the
clearance, conservation and rehabilitation of any areas within the City.
Members of this Commission are annually required to complete a
Statement of Economic Interest — Form 700 and an Ethics Training
class once every two years. Commissioners receive $36 per meeting.

PUBIC FACILITIES FINANCING CORPORATION
PURPOSE A nonprofit public benefit corporation whose specific and primary
purpose is to provide financial assistance to the City of Downey by
financing the acquisition, construction, improvement and remodeling of
public buildings and facilities, together with parking, site development,
landscaping, utilities, equipment, furnishings, improvements and all

PUBLIC WORKS COMMITTEE
PURPOSE The purpose of the Public Works Committee is to act in an advisory
capacity to the City Council, including review and making
recommendations regarding parking and traffic; solid waste and
recycling; wastewater collection and disposal; air quality; hazardous
waste; public utilities; transportation and mobility; water supply; energy
consumption and conservation; urban runoff and water quality; urban
blight and streetscape; other matters affecting a healthy and safe
environment; and any other matters specifically requested to be
reviewed by the City Council.
