Dated this 24th day of June, 2021 14WIrZw1 Karen Zavala Office Assistant 11 MEETING MINUTES OF THE DOWNEY CEMETERY DISTRICT BOARD OF TRUSTEES June 1, 2021 The Downey Cemetery District Board of Trustees held a Meeting on June 1, 2021 at 5:00 p.m., in the City Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Chair, Mario Guerra, presided. Present: Mario A. Guerra, Chair Brian Heyman, Vice Chair Absent: Also Present: Jason Chacon, District Director Karen Zavala, Office Assistant 1I Welcome to Members and Guests: Chair Guerra welcomed all members and guests. Non -Agenda Public Comment: Consent Agenda 1. Approve Board Minutes of May 4, 2021. Vice Chair Heyman moved to approve May 4th minutes, Chair Guerra seconded; all were in favor and motion passed 2-0. Board Business: Directors Communication: 1. Memorial Day: Update Director Chacon communicated to the board that emails were sent thanking the board for hosting the event. The Fire Department and Police Department were thankful for being able to be part of the event. Director Chacon informed the board that a few individuals followed up in regards to niche availability. Total attendance for the Memorial Day event was 116 not including city staff was 77. Chair Guerra went on record stating that any changes or things that want to get done at the cemetery or the District or the Director or Trustee issues should be done at cemetery meetings. He stated that City staff doesn't work nor answer for the Cemetery District, the Board doesn't answer to the Cemetery District and the Board doesn't answer to City staff and wanted to make sure that in the future that is understood. 2. Niche Wall Lighting: Update Director Chacon informed the board that Public Works has three different options that have been looked at and ordered samples. Public Works is looking into both options one being the up -lighting for the flag pole that is solar based. As for the second option. Public Works is looking into two different floodlights that would be on both sides of the Niche Wall. Director Chacon addressed the board that once the cost is available for the lighting, it will be made available on the next meeting. Chair Guerra mentioned that he noticed flags on the Veterans graves and stated it was very appropriate; he followed by questioning who physically placed the flags for the Veterans. Director Chacon informed Chair Guerra that every year Phil Cokkinos from Public Works places the flags for our Veterans. Director Chacon then informed the board that Phil Cokkinos has stated that he will be retiring soon therefore the cemetery district will be looking into volunteers to help place flags in the future. Director Chacon stated that Carol informed him that Daughters of the American Revolutions are also willing to volunteer in the future. Director Chacon shared with the board that at the ceremony he was approached by someone that had their father's plaque that had their honorable discharge. Director Chacon stated that he took a picture of the plaque for Cemetery District records. Chair Guerra shared an encounter with a Gold Star family that he looked forward in speaking with but unfortunately was unable to locate after the event. Chair Guerra noted that a guest at the event approached him in regards as to why there weren't signing children at the event. Chair Guerra followed that he explained to the guest that because of COVID restrictions it was not possible this year. Director Chacon addressed the board that the ASPIRE program normally participated but ASPIRE will no longer be part of Parks and Recreation; therefore Director Chacon mentioned that he was approached by a teacher that would like for her students to be involved in such events. Chair Guerra requested for the names of the 23 Veterans kill in action to be given to the City to be added to the Memorial Wall. Vice Chair Guerra questioned how current the names on the podium at the Memorial Wall were. Director Chacon inquired if the Memorial Wall was specifically Vietnam Veterans or all Veterans; Chair Guerra stated that he was not sure and Vice Chair Heyman stated that he believed it was all Veterans. Director Chacon commented that he would look into it. Chair Guerra informed Director Chacon that two names are missing in the Vietnam Veterans list. Vice Chair Heyman suggested if possibly relocating the Sundial with the Memorial Wall, Chair Guerra agreed but stated that it is not their place to ask staff or Council. Director Chacon quoted that he would talk with Juddy Montenegro and get information from the Veterans Council. Administrative Reports: Trustee Reports/Discussion: Vice Chair Heyman commented that the Memorial Day event was a huge success and honor as well as a pleasure to be there. He mentioned the turnout exceeded his expectations and thanked Director Chacon as well as his Parks and Recreation staff for doing an excellent job. Chair Guerra agreed with Vice Chair Heyman, Chair Guerra said it was a great success and people were moved. Chair Guerra requested that in the future if possible live streaming the Memorial Day Event. Chair Guerra suggested that the Downey Cemetery District set up a Facebook and Instagram page. He made a suggestion of possibly having volunteers help with setting up the pages or the Historical Society. He thanked and congratulated Director Chacon for a great event. Adi ournment: Chair Guerra requested a few seconds of silence in honor of all Veterans that were observed on Memorial Day. There being no further business before the Downey Cemetery District until July 6th , the meeting was adjourned at 5:26 p.m. Mario A.
