On June 10th, I listened in on a telephone/zoom meeting regarding establishing 6,600 additional housing units in
the City of Downey to allow for affordable housing. The moderator said that this is not a State mandate but
implied that this isn't an if this is going to happen but where and how this will take place. Suggestions given were
to allow garages to be converted into dwellings, build small units in back yards, add additions to existing homes -
all to be done without off-street vehicle parking spaces.
This "short of a mandate" resolution saddens me deeply as does, I'm sure, many other residents of this once
peaceful, safe suburb. As it is, at least one home owner nearby rents out several rooms - the tenants of course
and those from a nearby apartment complex park on what was once a quiet street where a visitor could find
parking. Firestone Blvd. is bumper to bumper with traffic. With all the new apartment building on Paramount and
Third Streets, and elsewhere, our city is dense enough and our schools are overflowing with students. If, indeed,
Downey is mandated to provide 6,600 additional residential units, I propose that all additional units be built on city
or county property. Garage conversions to residential dwellings and small units in back yards with no allowance
for parking except on the streets should not be considered as these would greatly lower the value of our
property. Our city is still one of the nicest around. Let's keep it this way! To the directors of the "Draft Housing
Element 2021-2029", please do not allow our city to become a ghetto.
