REGULAR MEETING
JUNE 8, 2021
The City Council of the City of Downey held a Regular City Council Meeting on June 8, 2021, al
6:32 p.m., in the Council Chambers of the Downey City Hall, 11111 Brookshire. Avenue, Downey,
California, Mayor Pro Tern Pacheco presiding.

The Invocation was delivered by former Mayor Mario Guerra. The Pledge of Allegiance was led by
Fire CWief Hurlock.
1, Mayor Pro Tern Pacheco presented a Proclamation in honor of the U.S. Army 246 th Birthd
Celebration. i
2. Mayor Pro Tern Pacheco with assistance from Council Member Trujillo presented a Proclamation
designating June as Pride Month to Bill Tarkanian, LACADA.

CONFERENCE/MEETING REPORTS
Council Member Ashton welcomed members of the public participating in the virtual meeting.
He requested staff provide a report regarding plans for continuing outdoor dining at local restaurants
2fter June 15. He announced he will be hosting a Town Hall Meeting on June 17, 2021 at 6:00 p.m.,
2nd invited the public to join him. He announced the upcoming Keep Downey Beautiful Clean Up event
;cheduled for June 19, 2021 at the Big Lots parking lot.
Council Member Alvarez welcomed members of the public participating in the virtual meeting.
She thanked the public for contacting her and her Council colleagues with their concerns and she
encouraged the public to continue to be engaged and contact her either by phone, email or at City Hall.
She stated for the record she had no role in the statement made regarding the Vijay Patel case filed on
March 29, 2021. She thanked Mayor Frometa and Mayor Pro Tern Pacheco for presenting the Pride
Month Proclamation. She requested an agenda item to discuss flying a Pride Flag at City Hall.

Mayor Pro Tern Pacheco welcomed members of the public participating in the virtual meeting.
She thanked the Information and Technology division for their hard • • the virtual Council
Meetings run efficiently. She reported attending the Memorial Day Service at the Downey Cemetery
honoring fallen Veterans. She acknowledged and thanked the Downey Police Officers, Firefighters and
Veterans for their service. She reported more than 62.5% of Downey residents are fully vaccinated and
encouraged members of the public to get vaccinated in order for the community to see more re -
openings. She requested staff schedule a Rio Hondo Golf Club Subcommittee meeting. ShZ
announced the June 22, 2021 City Council Meeting will be open to the public and more information will
be provided via all social media platforms.
Council Member Trujillo welcomed members of the public participating in the virtual meeting. H�.,
announced the upcoming Housing Elements Digital Workshop and invited residents to participate in th,,--.
virtual meeting on June 14, 2021 to discuss the city-wide housing plan related to Downey's housing
needs and resources.

regarding Non -Agenda items. Mayor Pro Tern Pacheco asked City Clerk Duarte if there was anyone on
the teleconference line who would like to comment on Non -Agenda items.

Pride Month.
Elsa Van Leuven, resident, submitted written comments regarding the article related to the
investigation of Council Member, District 3 and the findings by outside Counsel. She commented
regarding ethics and leadership.
Jessica Moran, resident, submitted written comments in support of flying the Pride Flag at all
City buildings.
Jennifer Orellana, resident, submitted written comments in support of flying the Pride Flag at
City Hall.

John Lacy, resident thanked City Clerk Maria Alicia Duarte for her handling of the public
comments via email or teleconference phone.
Arthur Schaper, resident, submitted written comments in opposition of a Proclamation
recognizing Pride Month and a city sponsored LGBTQ Picnic.
Theofy Aguilar, resident, submitted written comments in opposition of a Proclamation
recognizing Pride Month.
Erica Elizarraraz, resident, submitted written comments in opposition of a Proclamation
recognizing Pride Month.
Joey Martinez, resident, commented in support of LGBTQ Pride Month and in opposition to the
605 freeway expansion project.
Resident, no name provided, commented regarding discrimination and in opposition of a
Proclamation recognizing Pride Month.
Armando Herman, non-resident, commented regarding the investigation regarding Council
•- Alvarez.
Rodolfo Cortes Barragan, non-resident, thanked the City Council for supporting the LGBTQ
community and approving the Proclamation recognizing Pride Month.
Mayor Pro Tern Pacheco asked City Clerk Duarte if there were any written comments received
regarding Consent Calendar items. City Clerk Duarte confirmed no written comments were received.
Mayor Pro Tem Pacheco asked City Clerk Duarte if there was anyone on the teleconference line who
would like to comment on Consent Calendar items.
Having no one else, Mayor Pro Tern Pacheco closed public comment.
It was moved by Council Member Alvarez, seconded by Council Member Trujillo and carried 4-
0, with Mayor Frometa absent to approve the Consent Calendar.

Mayor Pro Tern Pacheco adjourned the Regular City Council Meeting at 7:40 p.m. in memory of
victims of the tragedy in San Jose, CA; Tony Carlon, Los Angeles County Firefighter, Sgt. Dominic
Vaca, San Bernardino County Sheriff, killed in the line of duty: Jamie Huntley -Park and Ryan Park, San
Diego Police Detectives; Domingo Garcia, father of City employee Maria Rivas; and, the lives lost due
to COVID-19.
