CALL TO ORDER Public Works Committee Chair Gendreau called the meeting to order at 4:04 P.M. II. FLAG SALUTE – Committee Member Pemberton III. CONSENT CALENDAR Committee Member Pemberton made a motion to approve the Minutes of the March 18, 2021 meeting. The motion was seconded by Committee Member Fox. The Minutes were approved unanimously as written. IV. OLD BUSINESS None V. NEW BUSINESS 1. Presentation on the Pavement Management Information System Mr. Consunji gave a brief background on the Pavement Management Information System (PMIS). PMIS provides a systematic approach to assessing, monitoring and managing the condition of pavements in the most cost effective manner. It is also a requirement in receiving federal and state funding, gas tax and Prop C funds. Mr. Consunji then introduced Ms. Lisa Senn, Sr. Project Manager and Ms. Charlene Palmer, Principal Engineer of Nichols Consulting Engineers (NCE) who took turns in presenting the Pavement Management Program Update. Formation of Public Works Committee By-Laws Subcommittee Chair Gendreau made a motion to establish a sub-committee to review and make changes to the committee by-laws. The following members of the sub-committee are as follows: Chair Gendreau, Dist. 2 Vice-Chair Christin, Dist.4 Committee Member Lee Squire, Dist. 3 The following vote was approved unanimously. VI. PUBLIC COMMENTS ON REGULAR MEETING AGENDA AND NON AGENDA ITEMS 1. In-Person comments were made regarding the Brown Act. VII. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Code of Ethics – Committee Member Squire made a comment that until such code of ethics is in place for City Council members and City staff, he has no intention of complying. 2. Comments were made regarding identifying areas in the City that could benefit from streetlights especially in higher crime rate areas. 3. Inquiry on how to report or request streetlights - Residents can request through a residential service request. An information flier that describes the process on how to request the installation of street lights is sent to residents requesting lighting on their block. A petition is prepared by City staff, then a volunteer such as a block captain is asked to circulate the petition to all the properties on the block. Provided the petition is returned with 2/3 of the property owners expressing their support for the proposal, staff then will budget the funds in the subsequent year’s Capital Improvements Program to design and construct the street lighting on the given street block. 4. Comments regarding safety issues regarding the recent installation of a traffic signal pole on Stewart & Gray Rd. and Rives Ave. - Due to current Caltrans standards, the traffic signal pole and the foundation supporting the pole are larger than they used to be. Also, often times there are underground utility conflicts which limit the flexibility of where to install these poles. However, the City’s contractor is scheduled next week to extend the sidewalk around the pole into the grass parkway and the temporary asphalt will be replaced with permanent concrete for proper ADA width and sufficient walking space around the pole. 5. State mandate on green or organic waste – Public Works Dept. oversees this program. The City has a contract with Calmet who is the City’s trash hauler. The compliance with SB 1383 is being done by Calmet. MINUTES OF THE PUBLIC WORKS COMMITTEE April 15, 2021 Page 3 VIII. STAFF COMMUNICATIONS Updates were given on the following: 1. CIP 16-20 - Old River School Road Pavement Rehab Project - Paving is scheduled to begin in two weeks 2. CIP 16-05 Telegraph Rd Medians (Lakewood-WCL & Passons ECL) - construction to begin on Monday, 4/19/21. 3. CIP 21-01 - FY 20-21 Misc. Concrete Repairs in Dist. 2 – construction is on-going 4. CIP 20-32 - Traffic Signal Paramount at Fire Station #1 & De Palma St. – traffic signals have been turned on. 5. CIP 20-34 - Florence Avenue Water System Imp. Project (Tweedy Lane to Brookshire Avenue) – construction is on going 6. CIP 21-03 - FY 2020/21 Residential Streets Pavement Rehabilitation Project, Area 9 - construction to start in June or July, 2021 7. Inquiry regarding Arrington St. by Dennis the Menace Park tree requests. is Arrington included in a 2 year tree planting program? – request has been forwarded to the Maintenance Division. VIII. NEXT MEETING: May 20, 2021 The Public Works Committee meeting was adjourned at 5.22 P.M.
