This portion provides an opportunity for the public to address the Board on items within the jurisdiction of the Board
and listed and not listed on the agenda. It is requested, but not required, that you state your name, address and
subject matter upon which you will speak. Please limit your comments to no more than 5 minutes. Pursuant to the
Brown Act, no discussion or action, other than a referral to staff or schedule of subsequent agenda, shall be taken by
the Board on any issue brought forth under this section.

SPECIAL NOTICE
Public Participation and Accessibility for the May 18, 2021, Downey Regular Library
Advisory Board Meeting
Pursuant to Paragraph 3 of Executive Order N-29-20 executed by the Governor of California
on March 17, 2020, the County of Los Angeles Department of Public Health Officer Order
January 29, 2021 – Reopening Safer at Work and in the Community for Control of COVID-19 –
Blueprint for a Safer Economy – Tier 1 Surge Response, the Regular Library Advisory Board
Meeting scheduled for Tuesday, May 18, 2021 at 6:00 p.m. will allow members of the public to
participate and address the Library Advisory Board during the public comment portion of the
meeting via Zoom Tele Conference.
Below are the ways to participate:

Members of the public wishing to address the Library Advisory Board during non-agenda
and on-agenda public comment may do so by the following methods:

In order to effectively accommodate public participation, participants are asked to provide
their public comments via e-mail by 4:00 p.m. on Tuesday, May 18, 2021.
Participants addressing the Subcommittee Members by email are encouraged to provide the
following information:
a) Full Name;
b) City of Residence;
c) Agenda Item No;
d) Written Comments.
3. Zoom Public Comment Participation Instructions:
If a member of the public wishes to address the Subcommittee Members during the Public
Comment portion of the meeting they must first use the “Raise Hand” function on Zoom to
request to speak and be unmuted:
• Via laptop: Click the “Raise Hand” button and wait to be unmuted
• Via telephone: Dial *9 on the phone keypad and wait to be unmuted
The meeting host will send an unmute request to the speaker in turn to unmute themselves
• Via laptop: Click the unmute button
• Via telephone: Dial *6 on the phone keypad to unmute the call
Speakers will wait in queue until it is their time to speak. Persons speaking are limited
to a maximum of three (3) minutes. Participants addressing the Subcommittee Members
are encouraged to provide the following information:

c) Agenda Item No;
d) Public Comments.
