Abich Garcia, City Attorney Dean Milligan, Chief of Police Dan Hurlock, Fire Chief Aldo E. Schindler, Community Development Director Delfino Consunji, Public Works Director James McQueen, Human Resources Director Alicia Duarte, CIVIC, City Clerk The Invocation was delivered by Mayor Frometa. The Pledge of Allegiance was led by Mayor Pro Tern Pacheco. Mayor Frometa presented the Mayor's Champion Award to Stephanie Chavez. 2. Mayor Frometa presented a Proclamation in honor of Red Cross Month to Paul Conrad, American Red Cross. 3. Presentation to the City Council regarding the Downey Pavement Management Program 2020 by Charlene Palmer and Lisa Senn, Nichols Consulting Engineers; and, Public Works Director Consunji. CITY • MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; CONFERENCEIMEETIUG VEPOO.T.. Council Member Trujillo welcomed members of the public participating in the virtual meeting. He requested staff research increasing the streets improvement budget. He also requested a copy of the Downey Pavement Management Program 2020 presentation, data regarding all 'poor' conditioned streets in Downey and the State Index reflecting Downey's ranking compared to surrounding cities. He thanked Director Schindler for a great job providing Council updates regarding the status of the neglected properties in the City. He stated Code Enforcement has been contacting the property owners of said properties to inquire if they require assistance in maintaining the properties up to code. He stated he is working with staff regarding street lighting and thanked Commissioner Pemberton for her assistance with the alleyways and street light issues. She announced 2021 is the 65th Anniversary of the City of Downey. Last week she had the pleasure of inviting 13 former Mayors to partake in an iconic photograph shoot. She announced upcoming events: City of STEM event featuring Bill Nye the Science Guy and Kareem Abdul-Jabbar; Downey City Library will begin to offer book lending next week with curbside pick-up starting on Monday, April 5, 2021. Plans to reopen to the public with limited capacity is scheduled for May; Supervisor Hahn's Community Meeting reyarding the construction of the Restorative Care Village at Rancho Los Amigos Rehabilitation Center; 2 n Quarter Food Distribution in partnership with Assembly Member Garcia'. and. M4&s Downey@Work4U Q&A Town Hall meeting. She thanked Director Dickow and staff for their magnificent job with the City of STEM activities. She requested the Police Department continue surveillance at Apollo Park for transient activity. She asked staff address the debris on Paramount Blvd. resulting from nearby restaurants. She also requested staff provide door hangers to inform businesses of the City's COVI D-1 9 services and the protections afforded to them by the moratorium. City Manager Livas stated the difficult position the City is in when a homeless individual refuses services. He provided an update regarding the Police Department's aggressive efforts to address the transient issue at Apollo Park. He added, staff consistently has service providers at the Park to assistant the homeless while ensuring the Park is clean and available to residents. PUBLIC HEARINGS 1. U V 212121 Z421 -4 W404 WOMAWTO-ONAM"M A Mayor Frometa opened the Public Hearing at 8:14 p.m. City Clerk Duarte affirmed receipt of the Proof of Publication. It was moved by Mayor Pro Tern Pacheco, seconded by Council Member Alvarez, and carried 5-0, to receive and file the publication. City Clerk Duarte reported no correspondence was received. Deputy Director of Public Works Ed Norris presented the staff report for this item. He provided a brief overview of the process to establish a Residential Preferential Parking District (District), the parking occupancy study conducted and its findings, map of the proposed boundaries and the permit process. He stated the City received a petition from the residents on the north and south sides of 9040- 9070 block of Raebert St. to establish the District on Raebert St. between Vultee Ave. and Corrigan Ave. He stated the District would be for no parking at any time to provide on street parking relief for the residents that have been impacted due to overflow from other nearby uses. He stated each household would be issued two permanent parking permits and one guest permit per household. The permits would be effective for one year at a cost of $50 per year. I Council Member Alvarez stated she has noticed an increase for requests to establish Districts and inquired if the City has a plan to accommodate the apartment complex residents that will be impacted if the District is approved. Deputy Director Norris confirmed staff has approached the property owner of Downey Landing to discuss the possibility of the apartment complex residents utilizing their parking lot to park overnight; and, staff is currently await for the owner's response.
