I. CALL TO ORDER Public Works Committee Chair Gendreau called the meeting to order at 4:05 P.M. II. CONSENT CALENDAR Committee Member Pemberton made a motion to approve the Minutes of the February 18, 2021 meeting. The motion was seconded by Committee Member Christin. The Minutes were approved unanimously as written.

IV. NEW BUSINESS
1. Request to Prohibit Parking within the alley located south of the 8600-8700 Block of Stewart
& Gray Road
Mr. Norris reported on September 21st, the City received a request to prohibit parking in the alley located south of the 8600-8700 block of Stewart and Gray Road between Lakewood Boulevard and Patton Road. The request cited illegal activities within the alley in addition to vehicles blocking garage access and hindering direct access for residents which take direct acess from the alley as well as restricting access for emergency and other city services.
Upon staff investigation, it was determined that Downey Municipal Code Section 3195 (a) and (b), which prohibits parking within alleys provided signs are posted at the alley entrances giving notice thereof, would authorize the Police Department to issue citations to vehicles parked within the alley.
Staff recommends approval of this proposal and, with the concurrence of the committee, staff will proceed with the issuance of a work order to the Public Works Maintenance Division to install “No Parking in Alley” signs at the alley entrances, located on the west side of Patton Road, south side of
Stewart & Gray Road and north side of alley, west of Lakewood Blvd. Discussion followed.

Committee Member Chavez expressed a concern regarding the impact this proposal would have on the parking availability for the apartment tenants.
Vice-Chair Christin made a motion that the Public Works Committee receive and file a request to prohibit parking within the subject alley. The motion was seconded by Committee Member Pemberton. The following vote was 7-1 in favor with Committee Member Chavez in dissent. 2. Public Works Committee By-laws Review Form a sub-committee to review, make changes and recommendations to the by-laws Committee Member Aranibar made a motion to create a sub-committee to review the by-laws. The motion was seconded by Committee Member Squire. The following vote was approved unanimously.
3. AB 1234 Ethics Training – appointed officials are required to attend this training every (2) years. A link is provided in the letter of appointment and appointees can check periodically as far as schedule
of the training. The City Clerk’s office will also notify appointees via letter or e-mail regarding schedule. 4. City Attorney Memo regarding use of social media by brown act bodies – for reference and committee’s use. 5. Flag Salute – add to the Public Works Committee as a standing agenda Item. Committee Member Squire made a motion to add the flag salute as a standing agenda item. The motion was seconded by Committee Member Christin. The following vote was approved unanimously.

VI. PUBLIC WORKS COMMITTEE COMMUNICATIONS
1. Follow up - Dedication Plaques – Vietnam War and Firefighter memorials in front of City Hall. 2. Acknowledgment of a job well done on the 3rd Street Pavement Rehabilitation Project (Old River School Road – Rives Ave.). 3. Inquiry regarding streetlight installation and tree trimming requests.
4. Request an update on Measure S Projects.
5. Repaint of art work on traffic signal cabinets.

Updates were given on the following: 1. CIP 21-01 - FY 20-21 Misc. Concrete Repairs in Dist. 2 – construction scheduled to begin on March 29th 2. CIP 20-23 - 3rd Street Water System Imp. Project (Old River School Road to Rives Avenue) – nearing completion 3. CIP 18-07 - Imperial Hwy Traffic Signal and Safety Improvements – construction on going
4. CIP 17-09 Paramount Boulevard and Stewart & Gray Road Traffic Signal Upgrade Projects – construction on going 5. CIP 20-32 - Traffic Signal Paramount at Fire Station #1 & De Palma St. – construction on going
and nearing completion. 6. CIP 20-34 - Florence Avenue Water System Imp. Project (Tweedy Lane to Brookshire Avenue) – start construction next week
